Attempted Assassination and Surrender of
the Suspected Party.
On• Saturday morning, shortly after mid
night, some passers by in the vicinity of Fed
eral street and the Diamond; Allegheny. were
accosted by, Mrs. Kerr, wife of Mr. John
Kerr, who lives over Pressley's drug store, on
Federal street, informing them that her bus.
band had been stabbed. They followed her up.

summoned a physician, Dr. Kerr, a brother of
the wounded man, who found a severe wound
in the abdomen. It had been indicted with an
dirk knife, which Mr. Kerr himself drew from
the wound, having been awakened by the blow.
Fortunately the wound is not a dangerous one,
the weapon having struck one the ribs and
glanced old'. :

about nineteen, of bad habits, and has been in
the Honsai of Refuge. Mr. Kerr and his wife
have heath been.assidanous in their efforts to re

former a few days before, when Mr. Kerr
threatened to return him to the House of Ref-

The City Councils held their regular month
ly meeting last evening.
In Select Council, Mr. Hardman, in absence
of Mr. M'Aubley, was called to the chair.
:A petition from citizens of the Seventh Ward,
for gas pipes on Marion street, was referred to
Gas Committee. C. C. concurred.
A petition, numerously signed, was present
ed, praying the councils to enforce the ordi
nance against huckstering, which was recited
in the petition. Referred to the Market Com
mittee with power to act. In C. C. a like pe
tition was similarly referred. C. C. concurred.
A resolution authorizing the Water Comma
tee to lay water pipes in — Marion street, trot..
Pennsylvania avenue to Locust street, was re
ferred to Water Committe. C. C. concurred.
The report of the Pittsburgh Gas Company
for the year 1859, was accepted and placed on
file. C. C. concurred.
The action of this Council onan ord! , ,
nanee granting certain privileges to the Alle
gheny Valley Railroad Company, of June
29th, having been non-concurred in by Com
mon Council, the S. C. receded and concurred
with C. C.in referring it to a special Committee.
Tho Street Committee, to whom was referred
an ordinance for the extension of the Cherry
alley sewer, reported against the extension ;
also asking an additional appropriation of
$l,OOO for roparing and cleaning streets, and
$l,OOO more for sewerage. The report was
accepted.
Accompanying was a resolution, transferring
$2,000 from contingent fund, $l,OOO to each•
of the-funds named in the report. Referred to
Finance Committee, with power to act. C. C.

A report from the Street Committee, setting
forth that the Citixesn' Passenger Railway
Company were putting down culverts too
small to carry off the waste water, was adopted.
The following resolution, which accompani
ed it, was read three times andpassed;
Resolved, That the buildersirof the Citirens'
Passenger Railway be and are hereby directed
and required to put down, at their cost, under
the supervision of the Recording Regulator, at
all the street crossings traversed by their rail
way, cast iron culverts similar in width and
depth to those now used by the city at the
crossings of Penn and Wayne streets.
An ordinance, offered by Mr. Ward, for the
grading, paving and setting of curb stones on
Carroll street, from Penn to the north side of
Smallman street, was read three t>tnes and
passed. C. C. concurred.
Mr. Blair presented a petition from citizens
of the Fifth Ward, asking for the lowering
of thegrade of Pike street, between Factory
and Adams street; also one from Messrs. J. ,t
H. Shoenborger, asking the privilege of alter
ing the grade at their own expense. loth

The Select Committee, to whom was referred
the ordinance relative to the Allegheny Valley
Raslroad, reported that they had made a sur
vey of the streets on which the ordinance ac
companying the report contemplates thelaying
of rails, and have taken into consideration the
interests of all partied
The accompanying ordinance provides for a
double track along Butler street (which is six
ty feet wide), to Allegheny, and thence with a
single track along O'Hara street to the depot
grounds, "between Columbus and Harrison
streets ; thence to curve by Harrison or Etna
street to Pike street; thence' to the canal
bridge with a single track. It restricts the
company to a speed of Tout mhos pfiirhoar in
the'city, and the use of coke in locomotives,
and obliges them to keep the streets in repair
The company have made such arrangements
with the property-holders on Butler street, as
will make it thirty feet wide. Ordinance read
three times and passed.'
A communication from Mayor Weaver, in
forming the Councils thatthe city Councils` of
Cincinnati would be in Pittsburgh on the aft
of August on their , way to Philadelphia, and
suggesting that suitable arrangements be made
for their reception, was accepted and placed on
file.

this city to Port Perry, awarded their sub.con
tracts as follows: Section one, that nearest the
city, was awarded to Messrs. Wilson & Hick
man ; section two, to P. F. Howley; section
three, R. M.acgovern ; section four, Howley &
Machgan ; section five, Nelson & Richmond;
section six, Carrigan, Costello & Co.; section
seven, R. Macgovern; section eight, Bernard

Tuz Philadelphia Bulletin complains of the
existence of savages in that city—savages ani
mated by an infernal desire to be guilty of the
meanest mischief that is conceivable. This
savagery is particularly demonstrated on every
thing that is of a public and ornamental na
ture. If anything especially neat is presnted
where it should gladden the public eye, it is
almost certain to be malignantly defaced.
These aro branches of the tribe of savages of
which the Bulletin speaks, in most of our
cities and villages, and how civilization is to
exterminate them, is a problem we are not
prepared to solve; but it might bo well to
commence with police vigilance,

Henry Scotia, residing in the Seventh Ward,
was before Mayor Weaver yesterday, charged
with nuisance in burying a dead horse in so
shallow a receptacle that tho odor arising from
the carcass offended the olfactories of the
neighbors. He said it was hard to pay a heavy
fine, as the horse had been poisoned, and his
shoes afterwards stolen, and ho was according=
Iy hold to bail for further hearing to-day.

WASHINGTON CIT . /. July 25:—An official
communication from the Bremen Government
states that the recent reduction in the rates of
postage to fifteen cents between the United
States and Frankfort on the •Main, Saxe Co
burg Gotha, and German States under the
direction of the Throne, applies only to the
correspondence via Bremen, and not to cor
respondence sent via Hamburg, as originally
reported.
From information received in this city, it
appears that some of the Southern Representa
tives, while claiming to be opposed to the re
opening of the African slave trade, are pledg
ing themselves to introduce in Congress a bill
repealing all the statutes upon the subject,
leaving it, as they profess to desire the regula
tion of the several States, but as the Constitu
tion confers on Congress the power to prohibit
the trade, and es death seems to be regarded as
too severe a penalty for violating what some
consider merely a law regulating commerce,
it is thought that others who are opposed to
the slave trade will agree upon a measure with
a view to make the prohibition more effective
by the certainty of punishment, and otherwise
than capital, and thus they think that good
will result from the present agitation of the
subject.
Mr. Sould, who came from England in the
steamer Canada, passed through. Washington
this morning, en route for Mexico. He is at
tached to the British 14egation of that country,
and conveys important despatches thither.
