to New Insane Asylum.—Laying of the
Cornet Stone.
At ten o'clock, Tuesday morning, a large as
semblage had, collected at the depot of the
Pittsburgh,PortWayn e and Chicago Railroad,
on Grant street, who went on a special train to
the. Backbouse farm, near Clifton station, to
witness the laying of the corner stone of the
new Insane Asylum.: =•
,On arriving there, they were met by a com
pany of ladies and gentlemen resident in the..
vicinity, and all repaired to a grove near by
where they were - welcomed by President
:.13akewell and the
. .lioard of Managers.
After a benediction by Rev. Preston, they
proceeded to the spot where the foUndation
- WAS laid, and witnessed the ceremony of laying
• the corner stone, under which were placed, in
a glass vase, tightly sealed, the city papers of.
the day, a number of 'coins,. books, etc., and
also a letter from Miss Dii, the philanthropist,
which was previously read.
Chief Justice Lewis, the chosen orator of
the-day, then delivered an able and eloquent
addreLs,'appropriate to the occasion: He was
folloWed by Dr. E. D. Gazzarn, Gen J. K..
Moorhead, Dr:Kerwin, Superintendent of the
, tate- - .lfisane Asylum, and Campbell, of
New Jersey, who were called upon, respond
- ing inahort addresses.
The company now partook of a collation
spread in the grove by direction of the mane:.

COUP DE SOLIEL.—On Tuesday afternoon an
aged German man was seen, while wheeling , a
barrow, in the vicinity of Fourth and Market
streets, to reel and fall to the earth, He was
picked up and taken to Fleming's drug store,

was held upon his body, and the jury returned

resided on Pennsylvania Avenue. .His family

was unable to bury him, and he will be buried

On Tuesday morning Alderman Steele was
employed , in examining into the merits Of a

'slightly mixed." 4.t Thomas'Hunt, the'propri2
etor of a tavernlit the Fifth. Wird; having
made affidavit against a Mni. Thomas, William
Burfort,f Edward Brenton, 'and Thee.' Heizel
thn; for conspiracy' in attempting to defraud
him out:of sax dollars, and Mrs. Thomas brie
',against the three men named for larceny. It
seems that on Thursday last Mrs., Thomas, a
rather attractive wopule, 'quarreled With her
husband,. left his house, and took up with - Wm.
Burfort; an Englishman, and an old admirer of
.the lady . ..They - went'
~to Abe , "Napoleon
House," whore, accordin g to 'Woman's ac
knowledgment, they spent ono night as man
and wife. The next morning•Burfort, having
agreed to take lan. Thomas to the country, to
his sister'a, where he was to live with her, she
gave him nine dollars to purchase tickets, and
he, with' Brunton and Ilenzelton, took her
trunk, with the ostensible purpose of carrying
it to the railroad depot.' But instead of doing
so, they took the baggage to Hunt's, where they
pledged it for s ix dollars. Barrett put the
money in his pocket, and with the other nine
dollars obtained from Mrs. Thomas, ICJ), , the
city, and has not since been heard'of.
Mrs. Thomas, ascertaining where -her trunk
was, applied to Hunt, who refused to' give it
up, alleging that she was in a conspiracy to de
fraud him out of six dollars, and accordingly
made the intorrnation stated, while Mrs. T. at
the 88 .1310,tilrie laid the charge of larceny.
'After a patient hearing, the case was finally
settled in this wise: The suits were disinisso.d,
the friends of Mn,. Thomas refunding to Hunt
the six,dollars he had paid on the trunk ' - Hunt
paying the 'casts of the :suits ; and the loving
wife returning to the bosom of her liege lord,
who seemed to take the whole transaction very
coolly.

WASHINGTON CITY, July 19.--The Presi
dent has recognized Emil Christian Hammer
•
as Vice Consul of Denmark for the State of
Massachusetts, to reside at Boston.
The British and Spanish Ministers are sev
erally preparing to leave the city, for the pur,
puso of visiting the
,Summer resorts - in the
North. The Prussian Minister will visit the-
Sharon Springs for the benefit of his wife's
health. The other Ministers have already left
Washington.
During the absence of the President, the
regular .meeting of the Cabinet will be held
as usual on Tuesday and Friday.
The Indian Bureau -contemplate the appoint
ment of a local Agent to reside near the Paw
nees, in order to enable it to exercise control
over them, and prevent future ditEculties. :
The Court of Claims has adjourned till the
first Monday in October.
Private advices from Tucson, Arizona, July .
2d, state that Peschiera had arrived at Hernio
zello, and bad announced his intention of driv
ing all the Apache Indians north of the line,
with the aid of the Sonora battalion. The re
volt of the 'Segni and Opapta Indians seemed
to have been suppressed, but another has
broken out in the northern part of Sonora,
and a band of four hundred men, under a Pa
pago Indian leader, were creating great dam
age to property.
It was expected that Lieut. Mowry and Ed
ward Cross, of the Arizonian, would fight a
duel on the sth of July. 'Lieut. Mowry's
grievance is an abusive letter concerning him
to the States newspaper of this city. -
The Indians in Arizona continue their dep
retiations. A company of volunteers are in
pursuit of them.
The Secretary of the Interior has, under the
act of Mardi 3, 1859, making appropriations
preliminary to the eighth census, appointed
, Mr. C. G. Kennedy to take the direction of
'the. work.
It is a well ascertained fact, known to the
Indian Bureau, that very many ;of the Indian
disturbances are Justly attributable to the en
croachment of the whites on the reservations
set apart for the Indians by the General:Gov
ernment. The whites having once obtained
possession, there is no way, the United States
force being small, to dispossess them, and
sometimes, in consequence of their remaining
unlawfully on the soil, new treaties have to be
made with the Indians, who are thascontin
ually harrassed in their affairs, owing to the
inadequate number of Indian agents; and
the Indians are very much ...sasttered. --
It has been found impossible, in every ease;
to carry out all treaty obligations, or in
time to impress the Indians favorably by
an exhibition of our good faith. and toprevent
disaffection arising from unfulfilled pledg,the
present commissioner of Indian affairs, Mr.
Green woodovhD is thoroughly acquainted with
the Indian character, and has always practical
ly shared a warm friendship for them, will, it
is believed, recommened to the next Congress
such measures as will lead to the carrying into
effect ofall our treaty obligations, for the ful
fillment of many of which no appropriations
have yet been made; this is ("specially the
case as to those with the Indians of the State
of Oregon and the territory of Washington... 7

Rufus Choate.
Bosrosi, July 19.—The meeting or the Suffolk
Bar, relative to the death of Mr. Choate, was
fully attended to-day. Charles G. Loring,
Sidney Bartlett, and others, made eulogistic
addresses, and a series of appropriate resolu
tions were adopted. It is elpected that the re":
mains will arrive here on Friday forenoon:
The fuderal will take place on Saturday, at the
Essex Street Church. The Rev. Dr. Adams
will officiate. A meeting of citizens - will be
held in Fannie! Ball, on:Friday afternoon, to
he addressed by Edward Everett. The eulogy,
by Caleb Cushing. will be delivered at a day to
bt hereafter named.

the Bulletin says that the bill of rights before
the Kansas Convention provides that no dis
tinction bo made between aliens and citizens in
relation to the possession of property. Also,

to favor instructions to the Suprenie Judges to
disregard the fugitive slave law. Provisions
were made for a homestead. law, embracing
