They are mostly young nien, given up to aban doned, profligate and dissolute lives ; per sons who set law at defiance, and pursue a course in direct variance with the peace and good order of soCipty. Public gatherings, for charitable or social purposes, are infesto. by these gangs of rowdies.and people are no , safe in: the enjoyment of the common privi leges of the citizen,orring to their outrageous conduct. On public occasions these disreput able and dangerous characters, relying upon their strength of numbers and brute force.are accustomed to disturb and annoy rospee tat le Citizens most shamefully. Tirey go mound in gangs; runt no one is sale from their in• sults and attacks. On the Fourth of :luly, the visitors'nt the Orphans' Pie,N ie. at the Iran City Park, were greatly annoyed by a gang of twenty or thirty desperadoes, or the 'character of which we speak, and several of the ple-nie parties mound the city hat their pleasure destroyed by similar gangs. The knife and the pistol are freely used.
