• The Democratic party will maintain
no suclicloctrine as this. If slavery is not
sae ha the territories under their local leg
islation, the slave owners must keep their
property where it is safe.
If the Democracy hopes for or expects at
the next Presidential election, the Charles
ton Convention-must put its foot on all such
. doctrines as are enunciated by the MisSouri
Senator. It will be the business and duty
of that convention to nominate a candidate
for the Presidency, but the Democracy will
not permit it to insert a new article in its
national platform. The non-intervention
doctrines of the party as declared in the
Cincinnatiplatform, are based upon the con
stitution, and by them the National Demo
cratic Party of the country will stand or fall.
SHIPMENT OF GOLD.
-When people - complain of the immense
shipments of cold, now -going out of the
'United States, as an injury to the country-,
:they do not regard the subject in all its as
pects. In view of the immense increased
production of gold on the American
continent, • within a few years, its expor
tation has become a positive necessity,
and 'IS a commercial benefit to the
country, like the exportation of any oth
other product. Could we have its exporta
ticin put under check by a reasonably pro
tective tariff on imports, the nervous unea-
sipess caused by , tho &biome itt of. specie,
and which causes money panic, would
be checked.
There is no reason to fear that the cowl
* will be exhausted 'of its preciatis metals,
Cohen we come to look at the enerrtvitt,sann'u
al production of gold at the present time since
1848. California alone has produced nearly
five hundred millions of dollars in gold; that
is to say, the reports of steamer's rnantfests
and the statistics of- coinage indicate such a
sum. But when It is = considered that the
manifests / 416 not report all the shipments,
and that vast quantities'. - of gold are not
coined, but araconavniiedrin the arts, it is
probable the aggregate production
of California - - gOld-7frorp June, 1848 to
June 1859; will come - near, eight hundred
millions.
In speaking of these large shipments of
gold, the Philadelphia Bulletin remake that
the whole net amount of specie exported
during the past eleven years is' ;Scarcely
more than half the estimated total aihOunt of
California gold produced. Speaking within
bounds, and allowing liberally for 'exaggera
tion in the statement of our, gold product,
we are certainly richer in the prfcious
metals by two or three hundred Millions,
than we were in 1848. California, more
over, is a steady and permanent field, from
which we may safely count upon obtaining a
certain annual gold-crop. It haseased to be
prcariolis and doubtful. The gold-crop is
quite as sure t the cotton or the corn

to be the case, we do not question that during
the next ten years the annual supply of gold

This refine to the first condition, and as re
gards the second, the Supreme Court of Texas
has affirmed the decision of the court below iii
tivor of the legsd and corporate rights of the
company. It only romaine, therefore, to com
ply with the,third condition by raising an ad
ditional subscription of $250,000 to the stock
of the corporation. It will not be difficult to
do this, in view of the importance of the land
and money pledged to the roadyby the State of
Texas, amounting in value t..) not less than fif

All thi3 looks very much as though we were
going to loSe our able President of the Penn
sylvania Central, whom the N,11.4 styles the
Railroad King, but whether he will really for
sake his present position remains to be seen.
The Tenessee, Banking System.
The Democratic party of Tennessee pm-
pose to reform the banking system of that
state. The absencci of a sufficient specie
basis for their circulation, the exemption of
the stockholders from individual liability
for their issues, and the failure to retain the
power in the Legislature to change, modify
or abolish the ehartersof incorporated com
panies, whenever they become injurious or
oppreisive to the pebple, are' the radical de-
fects which the Democracy propo,io to reme
dy, as having been the CHUSC of the most
serious financial disasters which ever afflict
ed the State.
English Cricketers.
It is announced-that eleven English Crick
eters are coming to this country, in September
next, to play against cricketers of America
and Cabada, they will play two matches in
Montreal, one in, New York and one in Phil
adelpha- -The.partLeulars of the match are not
yet arranged, but the whole affair is under the
supervision of the St. George Club, of New
York, who are to pay all the expenses of
the --English players. The 'tilt match - will
come off in September, on - tfie St. George

MY DEAR Sin: Before stepping on board
the Indian, I must thank you for your two let
ters, which have reached me hero. I observe
your expression of regret that I have not at
tended one public meeting before I loft the
United States. But on reflection I think you
will agree that I exercised a wise discreailon
in resisting every temptation to bring me into
the field of politics, for to talk in public in your
country would be, in my case, necessarily to
talk politics.
I have longentertained a strong opinion that
the less F.,ngland and America canvass each
other's domestic politics, and the more they dis
cuss their own, the better it will be for the
friendship of the two nations, and for the im
provement and stability of their institutions.
Still, I cannot but lament the want of a public
opportunity, before leaving this continent, of
expressing my gratitude for the numberless
courticies and the touching acts of kindness
which . ' have experienced in my travels in the
United states. Everywhere I have found my
self atriong friends, and the further I traveled
into the interior, the more did the hospitality
and kindness of the people make me fancy my
self at home. I shell ever remember this visit
with feelings' of pleasure and gratitude': and
