ercise of the pardoning power, we believe they

that there is no popularity to be acquired by

It is a popular fallacy, too, that pardons are
obtained through ,the ,influence of iicrsonal

more . than absurd to. believe that they are
granted from corrupt considerations. We be.
lieve that alMOst every ease of pardon, any
man of good common sense, endowed with the
ordinary feelings of justice and humanity,
would do the same'(if in his power) if the same
reasonautere presented for his action, °rill ,
narily, pardons are asked for by the Judges of
the Courts before Whore the convicts were tried
—or by the District Attorneys who moss-enlist
—or the Juries who CorivictKland by consid
erable numbers of respectable people or the
vicinage of the convict. The reasons urged in

overwhelming— such as that the seritenee of
the Court was unnecessarily severe—that close
confinement has destroyed the health and is'

In all instances of pardons; any person who

reasons for which it was granted by applying

was confined, or at the office of the .ficeretary
of the Commonwealth—in the latter case by

ter they have applied for and obtained the rea

The error of Executives, in our judgment,
is on the other side—they are, if any cause of
complaint exists, too stringent. Certain it is
