Since the commencement of the war
between France and-Germany, Russia
has repeatedly evibeed her intention
to annul the pringipal stipulations of
the treaty of Paris, entered into at the
close of the Crimean war. The con:
tracting powers of this treaty were
France, I'noland, Russia, Sardinia and
Turkey, and the following is a synopsis
of the points of most present. interest,
It is, of course, the sot Which neu-

sibly just now a fow rough notes taken by
a business man in South Carolina may be
of interest to your readers and give them
an insight into Radical Republican politi-
cnl virtue where that party is dominant.
About midwinter the writer was in Co-
lumbia, 8. C. Curiosity prompted him to
visit the Legislature then in egession. He
went to the gallery of the House of Rep-
resentatives, just us the Senate was enter-
ing the Chamber to unite with the House
in juint convention to elect w judge. The
Spenker of the House, a Colonel Moses,
(son of the Chief Justice of the State) was
in the net of vacating hisent to the Presi”
dent of the Senate, the Hon, DH. Corbin.
A few minutes brought the joint conven.
tion into organization, and the business of
the day was procecded with, As the elee-
tioh was by viva voce it wad apparent nt the
close of the enll ef names that the favorite
ofithe leading negro members failed 30

at the time the presiding officer ro-e to an-
pounce the vote an uproar began that sur-
passed any tumultin the long experience of
the writere. A large. burly, good-looking
negro, with a bright red necktie (named
R. B. Elliott, and xingo elected to Congress)
commenced to eall “Me. Speaker!” Down
came the gavel. “Mr. Speaker!” he
screamed again, aided by about fifty other
voices; ngain® the gavel fell, and for
eighty-sevenftimes wore by wctual comnt
did this occur until the spenker'sarm seen

member with a prominent nose (De Large
since elected to Congress) was busily en-
gaged on the floor, passing from member to
member, and at times leaving the Chawm-
ber and returning with different purties.
AN the Senators and mem bers—four-fifths
of whom were colored—were fordly dis-
cussing terms conditional to changes in the
votes, sone receiving what appenred to be
I turned to ask an intelligent
looking white m n near me whether the

“Every man you see theve derannds his
pay for every vote of imporianve he gives.
Elliott and DeLarge are fomenting diror-
der to gain time; they are the intriguer®
of the House, and they well understand
that they must arrange to secure, by pur-
chase, enough votes to make a majority.
So notorious is the fact that part of the
House is known as "The Forty Thieves.""’
In the same bcdy I saw “Rainey,” a
bright handsome mulatto, since elected to
Congress from the Georgetown district.
He scemed fully aware of the corruption,
but took no part in it. Ransier was also
there, since elected lieutenant-governor,
and busily helping Elliott and Declarge.
My gallery informant said, ‘“each of those
men, DeLarge, Elliott, Moses, etc., came
here poor; their pay is $6 per day; they
now own and drive teams alone that cost
double their pay foran entire session, and
their living is consistently extravagant.

About one week since Mr. and Mrs.
George Hanson arrived at Marshalltown,
Towa, for the purpose of visiting some
friends. On the evening of the eighth,
Hanson commenced abusing his wife in a
most ‘disgraceful manner. He at last seized
her and struck her several blows, where-
upon she drew a revolver and fired six bar-
rels at him three of which took effect, lay-
ing him dead at her feet. Hanson, was a

loon at Duluth, Minn., where ho made an
assault on the editor of the Duluth Minne-

cruel kind.
