At the meeting of the London Anthro pological Society Mr. Charlesworth read, on the 15th of March, an interesting paper on the peculiarities of a religious sect in Russia called the Scopetises, This, sect) the paper stated, is for the most part found among the Muscovites, which it was stated, was the true name of the Great Russians, as contra-distinct from the White, belong- ing to the orthedoxor Greek Church. The paper was prepared by Dr. Copernilly, ang sent from Russia, from which a com. pilation was made by Mr. Davies, the latter being the on? read. The term seapeti - raeans to cut off. It consists of the mutila- tion ef the procreative organs of both sexes, and is founded en the apostolie command of St. Matthew, where he says: “It isbetter that one of thy members should perish than go. to hell.” It was stated that these monomaniacs were thoughtful, temperate and amiable ; that most of the money-chan- gers belonged to the seet { that it was a se- cret society; that the Emperor Nicholas had failed to put it down, ard in one of the raids of the police thirty millions of roubles kad been seized —but this, in the after dis- cussion, was looked on as being a gross ex aggeration. Fifby arrests had been made at one time, among whom were some of the orthodox clergy. They live in communi ties. An anecdote was told of an aged ater who.discovered that a lovely daugh- ter had been thus mutilated. He complain- ed to the authorities, and the miscreants were banished to Siberia. Another was told of a police officer, who had determined to get at their secrets, and for that purpose had consented to become a member, The time was appointed at eight o’ clock, but he had no intention of submitting to the muti- lation, and therefore gave secret orders that at precisely ten minutes before the.appoint- ed time seweral of the foree wore to break in, rescue him, and seize all ofthe sect who were present. kt so happned, however, that the rescue did not arri v ¢ in time. and, he being overpowered, the mutilation took place. All ages undergo the rites, among which is that of casting the mone y of the country on the floor, to be trampied on by the novice, who swear asolemn oath to ke ep the secret of the sect. Also, that if the laws of Territory shall require any act to be done law any State or as a pre-requisite to voting, it shall be the duty of the officers of the law to give equal opportunity to all of the United States to proform such pre-requisite; and any such official failing so to do shall forfeit $300 to the person aggrieved, to be recov. ered at law, and in ease of conviction shall also be fined not less than $500 and impris- oned from one month to one year. Washington, May [.—A movement which it is thought has been gathering strengths for a week past finnlly developed itself, in the House yesterday made by Mr, Judd, of Illinois, pending tariff bill in order, as he stated, that the House might getto work on the vast omount of business hefore it. A fu- rious debate arose between Schenck, chair- man of the Ways and Means Committees on the one hand, and Messrs. Logan, Judd and others, who were denomin ted a party of revenue reformers, on the other. In the course of the debate it came out that Mr, Judd wanted to substitute his own bill for a reduction of the tariff and inte nal taxa- tion together, and this fact weakened very materially the opposition to the bill now be- fore the House.
