RAILROAD ACCIDENT.

On the second instant, a collision-of trains took
plaoo on the Pennsylvania Railroad, near Pe»

ders an acknowledgment peculiarly pleasing.
The epeclado of genins and beauty voluntarily
associating together, not loin crease the happiness
of tbo-Jjrtunate, but to dry up the tear* of the
wretched, is a holy and aflecliog scene. The
melody of sweet sounds nnd sweeter voices, is

deep interest they have taken in the first concert
given by the Society, and their commendation of
the objects to which you havo appropriated its

(troll through the Third Ward, last week, and
were agreeably surprised to find'lliat, although
comparatively an old ward, improvements of all
kinds were progressing rapidly, nnd that a large
number of new houses had been erected during
the past year. The number of iaxables in this
ward, accoKling to the returns of the septennial
assessments, amounts to 1656 person's. There
is only one drawback to the improvement of pro
perty in this ward —a drawback which it abares
with every ward and borough iq Allegheny conn*
ty—we allude to the Act known as the I S3OO law."
Many builders have complained to us that it has
done a serious injury to their business, as a large
number o< our citizens who have vacant lot*, in
tended to build; but now prefer to let their pro
perty lie pnimproved, than build where the chanccv
of obtaining a suitable recotspenie for their out*
lay are so faint. 1
