Now, we most unhesitatingly state that no such

Now, if he be a "gentleman," he will not be afraid

evidence in support of the late frequent reports from
that quarter, that at, arrangement was about being
consummated between Governor Ross, and the
French and English negcmianons. By a decree it
on the:ll.ah of May, the Government of the
Argentine Republic rescinded that put forth in Au

with the French and English ships of war; and on
the 16th of May an exequatur was issued to Mr.

two years. These concessions are avowedly
made with reference to the likelihood of an

.Colonel James Duncan was born in Orange
county, N Y , about the year 1811, and was, there.
tore, null a very young man at the time of bin later
attack. In early Me he entered the academy at
Wee( Point, where he soon rose to be one of the
mom eminent of his class. He graduated 1831,
end entered the artillery. HIS Scrflea was in
Honda, where he narrowly escaped with his life,
a hostile ball on ono occasion amines the scalene!
bin cap. Afterwards he was stationed on the lakes,
wnere he remained dunng the Cacadtao troubles.
Subsequently he was transferred to Fort Adams,
at Newport It. I , where he was occupied for same
time In dist-miming the dying artillery; end in the
end he brought his batteries to a state of snob per
fection, that they rivalled, if they did not excel,
those of Ringgold in efficiency.
Duncan wan perhaps the ablest man in the ar
my, for his age. To him, in conjunction with
Ringgold, we are indebted for the - efficiency of our
Hying artillery, an arm of the service, who= terri

tin during that contest. with the exception of
Buena Vona. At Pain Alto, he oommandnd the
guns on the left, and, by a brilliant flank move—
meat, at a aroma( period of the contest, assisted
materially to win the day. At Ransom' de la
Palma he beaded the pursuit of the dying enemy,
his artillery advancing at a gallop. At Monterey
he served in Worth's division, and it was pnoci
pally by the fire of his batteries , on the morning of
the '2lst of September, that the famous charge of
the Merman lancers was en speedily repulsed. At
Churtibusoo, he assisted is the assault on the toe
dig pont and, by sweeping thn causeway with
grope maternally to carry that important positron.
Al Molino del Rey the general direction of all the
artillery wan entrusted to him nor wits the selees

id manner In which he poured In the fire of his
batteries not only repulsed a desperate charge of
the enemy's cavalry r but compelled the Mexicana
to abandon the Casa Math, impregnable as it had
been considered. At Chepaultepec also Duncan
performed important services. In abort, no other
subordinate officer, perhaps, daring the while war,
contributed so much to the meccas of our arms.
In 1636, rust an the Prlevenn war broke ant,
Duncan WEI! , promoted to the rank of captain.—
For bus brilliant servires at Palo Alta and Fleeces
de la Palma, he was brevetted a Lieutenant Colo
nel. During the remainder of the war he was, on
oeranton of every battle where he served, moat
honorably mentioned In she official deapatubeek—
The result was that his reputation rose in propor

peace, the Inspector General, Colonel Croghan,
died, Duncan. though but thirty five years old
