W®-ma Barnoe—The meeting of our citi zens, assembled on Thursday night, to take into consideration the propriety and legality of a pri vate corporation bridging the Ohio at Wheeling, was addressed by the Hon. Charles Shafer, who, in presenting a serie, of resolutions to the meet ing, said that be and several other lawyers of this city bad been consulted as to the legality of pri vate corporations obstructing great national ave nues of trade, such as the Ohio river. As this was a question of the greatest importance, he, as well as the other lawyers consulted, had declined giving an opinion, as they had not had an oppor tunity of giving the subject that degree of study and attention which it required. He believed, however, that no prtrate ; rasp:mason had such right. This meeting had been called by a number of persons interested in the free navigation of the Ohio, in order that the citizens of Pittsburgh might express their opinions on a subject so essential to their commercial and manufacturing interests.-- He had prepared im,ne resolutions which seemed to him t 3 be such as the necessities of the occa sion demanded, and which he begged leave to present to the meeting. His knowledge of the facts on this subject, were, he must confess, rath er limited, but a charter had unquestionably been greeted to the Wheeling Bridge Company, a copy of which he had been unable to procure Some other gentleman might have been more for tunate, and, if so, he would of course present it to the meeting. Without having a copy, it was im possible to know what privileges had been grant ed to the corporation, but from all the information which he had been able to obtain upon the subject, he believed that the bridge was to be elevated be tween eighty and ninety feet above low water mark, and he had been informed that a bridge of this height would offer the most serious obstacles to navigation, owing to the height of the chimnies of our large steamers, which would make it ne cessary to have them lowered, to pass under the bridge when the water was high, while the weight of the iron, of which they were composed, ren dered this a work of great difficulty, if not an im possibility. Of lam days, the climates of some of our boats were elevated eighty feet from the sur face of the water, and it was evident that the bridge would impede the progress of steamers such as these, when the water was high. The law on this point had not been settled, as no decisions had been made touching the legality of obstructing a great avenus of public commerce, such as the Ohio river, which forms the boundary line be tween several States. All action on this subject by the C 111.005 of P.usburgh, and others interest ed, to be efficient, should be prompt and steady, though we should act with .Imnesn towards the citizens of Wheeling and the corporation. In or der to bung the matter to a point, be would re spectfully submit the resolutions he had prepared to the meeting. Solomon W. Roberts, Chief Engineer of the Ohio and Pennsylvania Roil Road Company, then arose, and said that he had not many additional facts which bore on the question, to present, and that all that had been said by dodge Shaler wits perfectly correct. The citizens of Pittsburgh had assembled for the purpose of ascertaining wheth er their grievances with regard to the %%rueling bridge were real or imaginary, and how they were Mbe redressed. The importance of Bea meeting could not be exaggerated. He held in his band the plan of the proposed bridge at Whoeleag,whit h was to be a single span of I ele feet m length. It might be known to some who were present, that o great controversy had armee at that place, ais to which of the two plans presented by the several Eagineers they should adopt. One plan which was presented by Mr. Raebling, the gentleman who constructed the Acqueduct and Monongahela bridge nt Pittsburgh, wat intended to have one high pier in the middle of the river, but this propo' ration was rejected. The other which Mid been adopted, was, as lie had already said, for a single span ci I it:o met, at an elevation of ninety-two feet over low water mark. Rail Road Company hail always employed the best engineers. Kug,nec r We wish to show, that without crossing the itllo River, we can prove to the citizens of Ohio that we can furnish a bettor route east. The cost of building a bridge across the Ohio, adopted to a rad road, such as would not obstruct navigation, would be $300,1)00. This would grade sixty of s rad rood in Ohio. The grades on the Balti more and Onto Rail Hued were one hundred and sixteen feet to the mile. The steepest grade on ,h e I thin and Pennsylvania Rail Road win forty seven and a half fret to the mile. On one section, less than a inie long, on the Baltimore and Oh. Rail Road, there would be .512,000 cubic yards of embankment; whereas, on the twenty three miles of the Ohio and Pennsylvania Rail Rood nom Beaver to the Artie line, which would be put under contract LICA week, tome would only he :AU,COO yards of embankment. He had been very much aston ished to see a communication published in one of our daily papers, (the Poraj with commends. cone from the editor, stating that the steamboat interests of Pittsburgh mast go down, if the Bal. timore and Ohio Railroad were completed to Wheeling. This win a statement he could not believe. Our road would be nearly one hundred miles nearer toll`lew York and Beaton, than Is would be—it could bia conitructed at much less expense, and all the grades would be less— The Corporations of Pittsburgh and Allegheny ' had already subscribed $200,000 each, and the private citizens $225,900 more, which would be amply sufficient to prepare the road to Ohio.— We would soon have connections to the latter, and the proposed Railroad would pass through the best wheat counties of the State of Ohio.— What vast advantages we would have, for the road would be extended to Chicago and &Louis. The gentleman then concluded tumid loud ap plause. Mr. T. I. They should not, in this in stance, be brought into competition, but as soo n as the topographical configuration of the country permuted it, the rail road should leave the river— The point where it should strike off. was Beaver and it would go through the richest portion of Ohio, which has now no rail muds, and no rivers, but pays an enormous toll for land carnage to sra' ter communications. He was followed by Judge Shaler and T. J. Bigham in a few neat and pertinent remarks on the necessity of speedy attics. The Hon. George Dame said that practical men should be appointed on the Committee. Ile thought that some steamboat captain. should be placed on it, as cue objectsof inquiry would be whether it would be practicable to rinse or lower the chtmniee of our large boats. The legality of erecting such a bridge should also be inquired into.
