We, therefore, most earnestly suggest to the
pembers of the Legislature, the propriety of mak
ing immediate inquiries, and taking. prompt action
on the subject.

trated appeal to the Legislature:

. Sir—Knowing the deep interest which you feel
ih the Welfare of our city, we desire to draw the
attention ol yourself and of the Board over which
you hive go long and worthily presided, to the
condition of the Portage Railroad, - ** a part of the
Chain of improvements connecting our cky with
Tide Water.
You fire well aware that the .Portage road is
about 36mQes!ong,and passes over the Allegheny
mountain, overcoming an elevation of 1398 feet on
the eastern elope, and 1172 feeUon the western
Alope, by inclined planet worked by stationary
•team engine*. These planes were laid originally
With wooden rails and light ban of iron, now in a
dongeroos condition from long service. The en.
gincs are supplied with water by ten miles of
-wooden pipes laid on the surface of the ground,
j«xpo*fed to the inclement winters'df the mountain
]region. As the object of the Portage, however
was4o connect two divisions of sanal, which are
in the winter by ice, this has not hitherto
beenijh© cause ofmoefa inooQveoience.
There are various other maltaf* iu which im
portant improvements coaid be made of more or
less magnitude; which hayp been 1 delayed and
.postponed from time to time, on 'account of the
Want of funds, to the great inconvenience of the
public. But the time has now arrived when action
Appears imperatively necesasry.
It is now fully understood, that the Pennsylvania
.Railroad. Company have' determined to connect
their road with the Portage, at Hollidaysburg aod
Johnstown, using it in the first instance, for the
-paasageof the mountain. The Eastern division of
their road is now in rapid progress, and the Board
expect that it will be completed la HoliitJaysburg
in the spring of ISSO. The Western division will
be commenced this season,and the officers expert
that at least 40 miles will be ready tor the con !n
:tho spring of ISSL
If the Portage Road be thoroughly repaired and
• improved, we believe that it will' be able lb pass
i the increased trade and travel thus thrown upon
it, tor| some years, or at least unfit the Company
shall be able to construct an independent road
without inclined planes. But Cram inquiries of the
Jiropef authorities, and partly from personal ob-
Bervatiun, we are satisfied that unless ipnch larger
Appropriations be made tor this object than are at
present suggested by the Canal Commissioners, its
[capacity will be found wholly inadequate, and a
great amount of. trade aod travel will be diverted
on account of ihe hazards, delays. and mconvew
Caeca; attending the passage ol the mountains, to
.other roales, to the great loss of the State and of
■‘bur city.

We know little yet as to the policy to be pursued
in the distribution of offices. The cabinet mintuei*

prehending an immense number of cares, which
