AN ALARMING FIBS• On Saturday morning last, about 2 o'clock, a. fire broke out in the Testa a stone building on Water street, known as the "Old Steam Mill," long in the oceopancy of Cadwallader' Evans, Esq., which spread with great rapidity, and for a limo filled the inhabitants with well founded alarm. From the Mill it extended up Water street to Mr. Ledhe's three story brick dwelling. in the whole of this distance it burned (through to Front street, and norms that street to several three story' brick dwelling. of Mr. Adams, which were destroyed. When the fire was discovered, the wind was blowing n perfect gale from the north west, and about three o'clock it blew so hard that per sons could hardly stand on their feet. About 4 o'clock the fire was at its height- The steam boats were crowded with people, and serious apprehensions were entertained for the safety of the boats. The wind about this time W. so high that pieces of blazing shingles were carried in every direction—some of them lighting as far away as the upper part of Wood street. Prove ideation.' it subsided, or the consequences might have been most disaatroure From the combustible nature of some of the materials stored in the Cut. tom House—it is unknown what, but supposed to be gun powder—there were three or tour explo 'fano—most terrific—shaking the buildings in the neighborhood. The streets in the immediate vi ninny of the fire presented a melancholy spectacle Furniture, boxes, bedding, every thing, was scatter ed here and there, indiscriminately, without regard to ownership. The side walks were covered with beds, and helpless children were covered in them, as well as might be, from the cold, which was intensely severe. The, severity of the frost may bejudged of from the fact, that notwithwand. lug the intensity of the heat, generated by so large • coriflagaotion, the water from the engines froze on the sides of the adjacent houses, covering them with a complete coat of Me. We have already mentioned the locality of the fire. It is supposed to have originated in an old building at the back of the old attain mill. From this building the fire spread rapidly to the mill, whick was speedily In flames. A foundry on the west side of the mill next caught, and the fire spread across Redoubt alley to the splendid ware house of Mr. Irwin, tope manufacturer, proceeding from that to the - Custom House, and thence to the dwelling of Mr. Ledlie--a handsome brick building which, with the rest was completely gutted. From this block—which was entirely consumed, extend ing from Wailer street to First street—the conk. gration spread to a row of handsome dwellings known as "Adamsh Row." There were here— on the north side of Front street—five derailing., all consumed, with the greater part of their con tent.. The first, on the west side of Redoubt alley, was occupied by Mr. Sevens% the second by Mrs. Adams, a widow lady and the owner of the pro perty; thethird by C. B. ScuPy, Esq.; the fourth by Roberts &Davage, block and tackle manufacturers, and the Fifth by Mr. Rees Townsend. Mr. traria's warehouse, together with the Custom House, firming one compact block, were built by Mr. Irwin at a cost of about S'-0,000 They were entirely destroyed, as well as most of the stock and goods which they contained. The stock 113 Mr. Irwin'. warehouse [done was worth about $19,000, of which it is estimated that about $3,000 worth was saved. The total loss of various persons, by this dies estrous fire, has been variously estimated at from $70,000 to coopoo - tht latter, we believe, is the mom probable sum. Mr. Irwin had an insurance of 510,000 on his building, and the tame amount on Ma moil; but, notwithstanding this, his loss is considerable. The total amount of insurance on the buildings and stock was about 510,000. In addition to this great destruction of property Jt is melancholy to bays to record the death of Mr. William Hays, son of Judge Hays, who ventured too fir into the house of Mr. Ledlie, and lost his life either from suffocation or the falling of the burning material-eV-le was missed abase, o'clock. and the anxiety of his family on his account be came most extreme. Toward• 10 o'clock, as he had not made hie appearance, the rumor of his being buried to the roma became general, and an anuoua crowd surrounded the pile derma the most of the day. Mr. Hays' remains were found about { o'clock in the afternoon. shockingly bntis• ed. He was lying on his back, covered with a large pile of bricks. Early in the day there were rumors of vartou• other persons being killed, but these rumors were, fortunately, not true. Thole were, however, =my narrow escapes, among which was that of Mr. Leallie, who got fixed between a couple of beams, and was only extricated by sawing our of them in two. We hear be u doing well. All the persons whom we. have heard speak of the fire, give great credit to the venous firemen, for their indefatigable exertions. Fora. L or Ma. Ita7s.-11 will be seen by re' krone to notice in another column of to day's paper, that the Mitered of Mr. Hays will proceed Qom the residence of his mother, corner of Liberty and Pitt Streets, this'atternoon at one o'clock.. Drrwasentsin Arran ♦T St-ions—On Satur day morning, a man attempted to hang himself in the watch-house. He was brought in early in the evening, in a state of intoxication. Toward four o'clock, Captain Roberts hearing an nnnantral noise, went back to the cells, sou found he had suspended himself by his handkerchief, which was tied to one of the bars. Roberta immediately cot him down, and with a bide effort restored him to sensibility. Being left again lie made another at tempt with his suspenders, and again a third one with bin shirt. He was brought befdre the Mayor on Saturday morning, nod appearing very sorry in his conduct was discharged. Resolved, That without the slightest inter ference with the legislation and independent sovereignits of the several States, Congress ought, in the opinion of this convention, to use all its con stitutional power to prevent the increase, to omit, gate and finally to eradicate the evil of slavery ; among which powers we recognize the right to prohibit slavery in all places under exclusive na• none] Jurisdiction, and especially in the District of Columbia, in our national territories. and in American vessels on the high seas, and the power to separate the national government from all support of slavery, and from all responsibility for its existence, by the repeal of the act of 1793„ in Relation to fugitives from labor, and other appro. ime action; the speedy and efficient exercise of 'which powers by Congress is demanded by the dictates of humanity and sound policy. The Convention also passed resolutions in fu Tor of calling a State Convention to frame a nets Con.ruutton, on the following principles: I. The cheap, prompt and certain administratton ofjustice. 2. The adequate education of all the youth of he State. 3.
