The above movement on the part of our Rep resentative is of more importance than may np. pear at the first blush. There appears to ke Wong disposition in Congress, to donate large ho. dies of land for the purpose of promoting the con. Wooed= of Imam lines of internal improvement, which Will haven tendency not only to improve the country, but cement the bonds of the Union. This we are glad in see, far we think the proceeds of lands ought to be appropriated in this way, in which they will benefit succeeding generations, and not all be spent for the current expenses of the present. There is a sort of injustice, and a great improvidence in squandering the proceeds o f the lands for the present support of the Govern, mew, instead of employing them in such a way as permanently to benefit the country. We are glad, therefore, that there is a growing sentiment in fa. 91:1c of appropriating large bodies of these lands for purposes of internal improvemeat--the construe. lion of railroads, canals, plank roads, acc...,—and we hope that much will be done in this war; bat We have observed that nearly not all—the lines for which lands are proposed to be given, are either in the Southern states, or their direction is towards • Southern seaport. Thus : tbe. Mobile and Ohio, the Alton and Louisville, the Galena and Cairo. All these are intended to benefit a Sooth e:tit port,—New Orleans, Mobile, Charleston, Rich. mond, &e. Their tendency will be, when Mutt, to attract the trade of the North west, to the South and Smith east, and especially from the middle route, through 114 State, and from our eastern metropolis, Plula - dolphin. Now we wish it understood, that we do not object to the appropriation of land to any of then projects We hope the land will be donated and the roads bat. All we ask is, that roads .whose direction is through the middle state; and - .lobatie tendency tam bind the great West to the East, shill share also in the commas kind,—far the Inds belong equally to all. Suffice it to any, ant if our reporter had not been necessarily al. sent, we altantlA ttave lost none of the fine sea. kneels and Pleasant speeches of the evening. The festivity was one of a strictly temperate and social character. About two hundred Ladies and Gentlemen sat down to the table, a crest many of them - strangers to each other, and yet there was no lack of fife, spirit, and animated enjoyment, during the Case hours the company remained sent. ed. Short addresses, touts, vocal music, the tel ling of stones, dre., filled up the time without any lagging. If we may be permitted to particularize, we should say the company were greatly indebted to Judge Studer, the President, and Mr. Livingston the Vice President, Professor Stephen; Professor Holmes, and Dr. Sterns, for much of the amuse ment of the evening. Dr. Dyer was very happy in some of his sallies, and in a torts; and Dr. Rid. die and H. Williams, Esq, made some very elo. gnent remarks. The latter gentleman's remarks, li in reference to the genies of the New England people, were very eloquently presented: and Prof. Stephens' observations on the birth of true liberty, on board the Mayflower, were stirring and benuti fuL Some of the ladies, as well as gentlemen acquitted themselves with great credit, and added much to the pleasures of the evening, by their tine and appropriate vocal music. Professor Holmes' imitation of the singing of ' Old Russia,' with the genuine nasal twang of our Puritan ancestors, and Mr. Stephens' song of 'Nantick Pint,' were most exquisitely ludicrous. No genuine Yankee, of flu ty or fifty years of age, but must have recognized how true to the life was Professor Holmes' imitas Lion. Of the sentiments offered, we recollect but few—they were generally very appropriate to the occasion. The following, by Professor Stephens, is very fine: TUE BIRTH or ASIEEICAU LIBERTY-4( ofl the coast of Cape Cod, on the 22d of November. 1620, that the child of Liberty was given to the world. In conformity with the original plan of my correspondence I will give your readers some of the general results of my observations and inquiries, without any attempt to ctironiele, my own personal adventure. THE PHYSICAL CONDITION OF THE IRISH PEOPLE. It is undeniably true, that Ireland, for years and for centuries, has been a scene of penury and wretchedness, whose like no other part of the civilised world has exhibited: but I am convinced that in some respects the picture of her misery has been too darkly portrayed by travellers. Unwar rantable generalisation, the traveller'e besetting sin, has been freely indulged in; and the worst spies Menem of Irish life have been held up ureic illus. undoes of the physical degradation of the entire people. The Irishman is generally described by your book making Lanett, as a ereautre belong tog to the genus boron indeed, but covered as thihit with rags a. is an ostrich with feathers, and bur r hovel owing with pigs and poultry in a miserable mud , floored with earth and roofed with soda, without window or chimney, with little other fur lure than, a stool and a potato pot, and no other bed than lair of straw, where he and his whole I/roi ly brood, nested together as regardless of all the decencies as they are ignorant of all the comforts of civilized lile. Now this is true only of compare tively a small fraction of the inhabitants of Ireleed. The province of Ulster, which contains nearly one third of the population of the country, differs but little in its general Matures, from the rural districts of England and Scotland. The people are as well housed, as well clad, and in ordinary timed as well fed as their Saxon or Gielic brethren. In the other less favored provinces, the greater part ot of the dwellings are not hovels, but cottage.— They are small, to be sure, but substantially built of 'none, securely thatched with straw, provided with one or more windows, and with a good sera viceable chimney, and exornally are rough cast with plaster, and white washed. la many parts of the country it is true that only houses made of earth are to he seen. But the great cause of this is the scarcity of stone and timber; and it is regard ed by the occupants themselves as no great mists, tune, since such tenements, by being rough cast are easily made impervious to the raid, sad era unquestionably warmer than those composed of any other materiaL Peat, which is good fuel, is remarkably cheap all over Ireland; and hence there is huh, physical suffering from the cold—as hole as in England, and incalculably less than iv France. There are not many houses in which are not to be found all of the absolutely necessary article. of furniture and a decent bed with suitable bed clothes; nod the cases are comparatively few, and occur only in the poorest sections of the country, where the cow, the pig or any other part of the farm stock are admitted under the “family roof tree." The people generally are comfortably dad as the lower classes in other countries of Europe. It is not very often that a man is seen who has not a substantial overcoat of woolen frieze, or • woman who has not a homely yet comfortable cloak. Shoes arc somewhat expensive; and though the men al. moat universally have them, the women are very frequently without them; but more generally than is the case in the colder climate Of Scotland. At least one woman out of every lour that I used to meet on High street, Edinburgh, in the wettest and rawest weather, was barefoot; and in Troogate, the finest street in Glasgow the portion was oan mdernbly greater. In regard to the Irish towns, and cities, many of them are as well built and as attractive to the eye, as any to the Mater island.— The public buildings of Edinburgh are on a scale of unmatched magnificence and its private maiden cea are amicions sied elegant. Belfast, the capital of the North and Limerick, the great inland city of the South of Ireland, are the Ire sirnal” of the best chi. of English tow-ne— tt is true that these, like all other Irish cities, have then "Lberti." and suburbs, which ion the repos. twiry of filth nod the abode of snualor; but they are no worse than the "elm." of Edinburgh, the “wynds" of Glasgow or there that labryrith of lanes without a name, which sends up us noiso ex , iodations and under the very shadow of the me Par. harneot Hoene in Gordon. Yet Ireland bus long been stricken and bowed down by extreme pover. I ty; and in addition to tier ordinary ill. , she is now experiencing the most dreadthl of all earthly per. privations the want of food. Never was the chaff of huh life, the potato, planted more extensively than during thin year. and never bin it been more oterly destroy' 1. Starvation staring in the lace of the people with a 4..5t11y glare that appals the heart of 1 1 the bravest. Their worldly means were already well nigh exhausted by three successive adores M the earth to yield its increase nod now this fourth woe is carrying theta to the very verge of absolute despair. The little energy that long and weary years of oppreamon had left the people, hunger I (nal pandymng. Industry has lied; emplarent h. ceased In exist In ordinary tunes t e wages range from S to 12. pence in the north, and from 4 to 10 pence in the south; bat Dour no wages are given, fin no work is required. Travelling through Ireland, especially through the western pan of it, is like conning an anemia. able gauntlet or importunities. `God h/eas yen nor, give me a ha'penny to buy a bit of bread with, for I am very hungry,' is a salutation that intakes the stranger's ears wherever he goes. In the large towns scarcely a step can be taken without meet. ing with food craving women and children. Plain, undisguised begging, without art or expedient, is the practice of moat, but some appeal to his self in. wrest, by offering fur sale matches or other objects of trifling value, and others appeal to the witacibi. bUee by a/elfin. the walage.of fornMelend better times. Oh Is a pitiable thing - for the Ilps to be kneed to make merry, when the body in faint, and the heart is sad! The week bowies are &Hied to re. plena; and out door relief ts administered with • generous hand. Yet the wave of suffering is coo sternly swelling. and threateos, ere another aum. mer's sun beams upon Ireland, to submerge the whole land. The prospect An the ensuing months is Indeed gloomy. The country is as destitute as it ever h. been M . Cod, and vastly more destitute than ever of the means to °boon it The people have no resources at home, and little reason to ex• pest effectual aid tram abroad. England will hardly be disposed to grant another eight million of pounds for the behalf of reckless public plunderers. and Amerman chanty to Ireland. no longer having novelty to excite it, it is to he feared, has dispensed its most liberal bounties Panic is Seletnar the whole population. Even the beat classes of farmers, who have hitherto battled manfully with adversity. now succumb. Numbers of them are disposing of their leases al enormous sacrifices, and with their little worldly gear, are seeking an asylum in the great Western Repebbc. Wherever I went through the South and West of Ireland, the cry shame universally was, None of us who are able to Ale will remelt' longer m thi• doomed accursed land." To aggravate the hopes leanness of the prospect, immense numbers are falling away from the temperance pledge, apparently resolved to drown their wretchedness in the Lettw of alcohol. At the present tines the temperance medal is but a worthies, bauble In the 'lncitation of probably a majority of the seine million who received it from the heads of Father Mathew. It has proved no talisman against =wry, and there. fore is despised. The most stretutoes efforts are made by the tied authorities and rho Catholic Priests to perpetuate the reform. Pines and prisonmeat are imposed upon all found drunk in the sures and denunciations are levelled waist them by name from the public altars by the pnesta But it is hard to expect that these means, Violent as thee are, will succeed in paying the regueut tide. Intemperance is iscrouiog and will continue to increase in Ireland, and will do much to rob the people of that aelfscontrol without which, in seasons of adversity, calamity becomes fatality. LONDON.—ITB POOR. • Loaner', Nov. 30, 1848. Bat there is a greater nuisance than even these annoyances of dirt and fog, and crowd; and that is, the misery and degradation which assail you at every step, to the destruction of every comfortable sensation, and a sense of mingled pity and disgust, causing you to rebel against the order of things which has thes brought such masses of human beings together, to fester in dirt, vice, poverty and starvation.
