The Eumpeau toil and trouble ( or the present
week amounts to about what may now be consider•
ed the average quantity. A repntdican movement
in the Grand Duchy of Baden ; on the heels of the
affair at Frankfort, has served to keeGermany
in confusion. Prussia is aull laboring to the vain
diketo establish the existence of an efficient ex
ecutive government conjointly with that of an tin
trained and sMgle popular Assembly. AtuariSl
keeps up a bald front on tlusludian question. Sicily
and Naples have been torn for a moment from
each others' fangs, but ace mil panting in their an.
slacked hatred. England the trials of the Char
tans and in Ireland those of the rebels are simultw
nom* proceeding, and horn France we are pa.
Windy watching in utter unoertainty for the next
move of the national phantasmagoria.
THE GERMAN REPUBLICANS.
It will be recollected that shortly alter the French
revolution the Provisional Government at Paris
adroitly contrived to get rid of all troublesome for
eigners from the capital, by urging them to proceed
on republican crusades to their respective father
lands, and that, having furnished them with rail
road conveyance and every thing to facilitate their
departure, it left them without assistance, to be cut
up or put in prison by their enraged countryman,
as the case might be. In this way a company of
Belgian liberators were conveyed at rate of
20 mile' an hour to a railway station on their own
auntie?, where a regiment of soldiers were drawn
up on each aide to hand them out and conduct
them to the neatest jail; while a similar body were
wet into Germany to meet in the universal terror
and hostility of the invaded districts, a scarcely
less miserable fate.
The chief agents In the latter movement were a
Mr. RectotStruve, both of whom, alter,
they had discovered the abortive mums of their
contrived to escape into Switzerland.—
Mr. , it appears, was possessed of property
and is understood to liave invested it in United
States stock, with the view of starting for America.
But the Schleswig Holstein excitement and the re.
coat =duct of the Fmakiort Diet on that
question seem to have revived his old ambition,
and consequently to sooner had the Frankfort out
break taken place than his party from Switzerland
at the bead of a refuse hand of Poles, Frenchmen,
and Germane, invaded the neighboring Duchy of
Baden and proclaimed the German republic. The
population of this Duchy is about 1,000,000, but the
rebels appear successfully to have marched to
Carlsruh Its cajfital, where Mr. Struve proclaimed
martial law -0 411 traitors and temporiaers,"
and issued orders fi rms property of all monarchists
to be confiscated. Every man between the ages of
18 and 40 was called upon to join the movement
under peril of aurammy punishment, and, is this
way a somewhat formidable form was of course
easily raised. Troops, however, were immediate•
ly marched
a t them, and the newsthis mom.
mg is that at a place called Steven they were
encountered and totally dispersed. The real name
her cif vohn
0 uary fighters does not appear to have
e eded 80.
From Frankfurt the intelligence is not important.
The outbreak in that city hoe been followed by the
enactment of repressive measures, but not of the
blindly tyrannous and permanent son adopted by
the Parisians after the affair in June, which could
only have proceeded from the people possessing
little moral courage and resolved louse power with
all the severity ofehject km It appears that only
one member of the Assembly was eeen among the
insurgents, or at least, upon the barricades, and a
is said that the night before. the rising • meeting
was held of the members constituting the ultra de.
mocratic t 40.--M which the question
whether should join the outbreak was pnt and
negatived by a vote of 20 against 19.. All appro.
beinzient of renewed disturbances seems now to be
at' ttend The army in Frankfort cumbers 10,000
men. The total estimate dialled and wounded=
both sides in the late conflict is somewhat under
200. Ajpo_od story is told &outset the condiments,
a radical Mr. Mestenuch, who at a recent meeting
implored the
_people not to abolish titles of nobility,
sines, were they to do so, there would he no dis
tinction betweenlim and the Prince of the same
name.
, It is to be finned thatth. .• state &Wags] now exist
mg in Germany must be expected to =inure fin a
long time. Indeed several years must elapse be
fore a defiance adjustment shall have beenmade,
from which the nation may =non a steady coarse.
For thirty-three years the theory of liberty has been
sorowing up in the maids of the people, while the
practice ofdesponsas has been complete. The con
victions thus engendered by long and enemy re-.
emotion are of too deep • nature to-admit now of
reaction, bat the utter incapability of pasting these
convictions into working 'shape, from the want of
'previous , will lead to almost interminable
muddle. The CUB never again tolerate
maything in the shape of deal= gercernmest- but
