lag paragraph: "As to cotton, the prosp act is rather
more fiattermg than otherwise. A great deal has
been planted. The season has oleo been favorable
until our late rains; this hue rather injured it. But
if the season continues for the future favorable—
no rot, worm, or other fatality occurring—there
will be a large crop mach This, though, it must

From verbal mformation, derived from sources Co.

the prospects - it - tibia State, though not 1W favor.-

too much rain, are still far from being discouraging.
The intelligence from- other cotton States is of
about the same nature as from Alabama."
Mmaissert—The Canton Creole of the 20th oh,
says: •Since our last we have had frequent and
heavy rains. We hear some complaint of the
worm, hat this is nothing to the complaints of the
rains. If inch weather continues another bet
:tight, good hye cotton. The health of the country
is still good.°
AMERICAN COMMERCE IN THE BALTIC.
The Washington Union lawns from a pn ram
letter written at Copenhagen. under date of July 6
by an American gentleman well informed upon
the subject, that since the blockading of use Ger.
- man ports on the Baltic by the Danish Govern.
ment, Mr. Flenniken, our charge d'affailes , near
that Government, bas succeeded in obtaining from
it special licenses to all American vessels troding
to those ports to pass the blockading squadroos—
These NMI:MX have been claimed by our cba Be,
because of the remoteness of our government from
the belligerent parties, and in order to place our
ships upon an equal footing with those of the ad
jacent power*. The Danish geveroment apnea ra
to have exhibited a marked respect to our gag in
this matter, as neither the Russian nor the English
envoy has been able to procure a single similar
lieense-for-ships of their respective nations; while!
On the contrary, LOO.a singlemeriesti ship has
been *tappet or refused a license.—Tenneylre•

RIOT AND BLOODARED AT CTSCIN-
Cincinnati, Aug. 24, 1848.
Yesterday afternoon, our hitherto quiet city was
thrown into an unprecedented state of excitement,
In consequence of the brutal attempt of two return
ed volunteer* to commit a rape upon the person or
a little girl only 12 years of age.
Upon information being given to the Criminal
Court, which was in session, a bench warrant was
issued, and the two persons taken by the officers.
and brought into Court. By the time the awes*
was made, the excited and maddened father had
collected an infuriated mob, which he headed, who
repaired to the court mom, and but far the interfe.
mime of the officers of the Court, sod police force
called in, would have taken the prisoners and hung
them op in front of the Court Room.
After a hearing, and the commitment being placed
in the hands of the Sheriff, that officer fearing that
an attempt would be made to get patheasion of the
culprits, had them conveyed out of a back window
to the jail.
The Shertfr. success la lodging them safely is
jail, and the disappointment of the mob, who were
in front of the Court Room, only exasperated them
to madness. They repaired to the front of the jail,
where theycommeoced demolishing the walls, and
would have succeded in breaking in and securing
the frightened culprits, but the officers seeing the
probability of their success, fired upon the mob—
killed four, and wounded three. This still produced
greater excitement. The pens,n, attending the
Irish meeting in another part of the city, heard ad
the riot, rushed to the scene of excitement, and
manifested a resolution to pull down the poL The
Sheri g; however, arriving on the spot. (now about
10 o'clock) with Washington Cadets and two field
pieces, ordered the 'mob to disperse, or be would
order both pieces to be opened upon them. This

Tne nominations clewed, the Committee on bu
sine., through their Chairman, Wm. Boyd, made
the following report:
Witxxsas, This Convention, representing the
Whigs of the county of Allegheny, after having•
discharged the duties for which it assembled, re
gard it as a proper occsaion, and as a duty, to
appeal to every Whig voter in the county, to I
act speedily, energetically, individually. and col
lectively, in all honorable ways, and by all honp
table means. from this time henceforth, and an•
ul the triumph of Whig principles is manifested
by the election of the County and State ticket,

Rasolsvd, That we shall ever esteem sacred in
our political creed the great principles which

2 Resolved, That the experience 0(70 year", and
the wisdom of the Government from the day, of
1 Washington and Jefferson, down to the admiral.
I tration of James K. Polk, has approved of the
Protective Polley, and that the modern doctrine
of Free Trade is s chimera of Loccifecoism, which
has no precedent in our history beyond the pre•
sent adminenration,
3 Rucked. That we are to favor of liberal at"
propriations by the General Government for the
improvement of our Lakes. River. and Harbors,
—the great channels of our domestic trade be.
tween the States and the outlets to foreign con,
merce—that no "noise or confusion" shall prevent
our being heard upon this great question.
Reved, That we view with deep .regret,
the late attempt of the adminurtreuon to involve
us Amber In the evil. of Slavery, by extending
a over portion. of territory now free—and we
tender onr thanks to our Representatives In Core

5 Resolved, That the principle of the Ordinance
of 1797, known now as the Jeffermn Proviso, has
always been the doctrine of the Whig party in
Pennsylvania and other States, and that we rev
juice that Congress has already 'extended the prin
ciple over Oregon; and we know it will be extend

Whig Congress be elected, and General Taylor
and Millard Fillmore be President and Vice Pre

Government That we are opposed to the exist

of haste and want of consideration in Congress,

7. Resolved, That we are opposed to all arbitrary
power, such as does not emanate from the people
themselves; that we deeply sympsthim with op
pressed Ireland in her present efforts to establish
her independence; and that we rejoice at the indi

overthrow of tyranny and despotism. -
8. Resolved, That the Whig Party is now, as it
always boa been, the true advocate of the interests
of the working climes—that they are the hope of
the country, and deserve the fostering care of the'
Government—that we ardently desire to see their
condition ameliorated, and will contribute all in
our power to scoomplish that object.
That this Convention 'believes that the moral
and intellectual condition of the laboring classes of
the country would be essentially improved by laws
establishing tins hours as the period of a day's labor;
and that we repel as a base slander the often re
peated charge, that Vie Whip are not the sincere
and consistent friends of the working classes.
9. Resolved, That we approve of the support
given by Gov. Johnston and ether Whig members
of the last Legislature to the proposed amendment
I to our State Constitution, to make the Judges of
our Courts elective by the People—being satisfied
by the experience of the last ten years. that our
