affords all ihe safrgdards that can be presented, by
directing tbe proper officers to appoint competent
persons; and against the two evils, carrieuaess
and favoritism, the committee would suggest a
remedy, by directing the inspection to be conduct
ed in the presence of two competent witnesses, to
