h ore—The Commissioners in presenting to the public the foregoing statement, would call their
attention to an item in the Sheriff's account: The amouatpaidlJail lees sod subsistence of per
sons committed for vagrancy and drunkenness for the first three quarter* in 1847,8900 53?t0 which
may be added the expense or tho same for the quarter ending the 31st day orDecember last, {not
embraced in this report) in cipount 8376 62, making an aggregate or 81277 15, together with the
costs paid Mayors and other3ostices for committing the same, via: seventeen hundred and forty
two Maes at an average of 81 12* each, amounting to nineteen hundred and fifty-nine dollars set
enty-five,cents, making a total aggregate of $3236 90 paid .within the ye> for the commitment and
support of vagrants and drunkards clone. Wo think a reform is necessary— it is evident that the
present system is productive of no good, as summary convictions for such offences are lanrelr on
t.te increase* and we think it must continue so to be unless intemperance, the source of this, with
a thousand other evils, should be suppressed, of which thcro is littln prospect,' induing from the
number of petitions jor license to sell intoxicating liquors that are now daily brine presented. • In
view or these facts we would suggest that a rclurm should be made in the management of onr pris
on. and that instead of the present practice or committing for a abort period, as in-many instances
not more than from one to ten days are given them, the iime should be cstended, and instead of
being sentenced to imprisonment only, they should be sentenced to imprisonment and labor. Ua-*
der the present system this cannot bo done, there being' no provision made for conducting our
prison upon the plan adopted in “ Work Houses," such as are io Philadelphia, Dauphin and Che*,
ter counties, which, we understand, is not only productive or a reforet io the morals of their in
mates, but also a saving, in the expenditure of tho funds ortheir counties.
