by inherent fitness than by reds. Mr.-Al
ley, of Mats., meccas to the Chairmanship
of the Pest Office Committee by, the same
rale. Of the Chairmanship of the Military
Committee, there ire iandetstood to have
been several ogre:tante and the choice
naturally fell en Mr. Setenek, as a distin
guished member of several former Con
gresses as well es st Major General of Vol
unteers, who has just resigned the charge
of an important Department to take his
seat in the Home. Mr. IL Winter Davis, as
an eminent member of several preceding
Souses, and of the Committee on Foreign
Affairs, is happily placed at the bead of
that Committee in this House. We are glad
to see so early and - earnest a champion of
Free Homesteads as Mr. Julian, of Indiana,
at the head of the Cominittee on Public
Lands. His position L a guaranty that
the principle of , Free homes for the landless
from the Public , Domain will neither be
abandon:drier wader:lined during tho next
two yeses.
Of the nine members composing the Ja
diciary Committee of the lest liouse, none
were re-elected. Mr. Pendleton, of Ohio
(Dem.) has been transferred to the Ways
and Means. The selection of Mr. Wilson,
of lowe, for Chairmaa of this important
Cottimittee was, we think, not generally an
ticipated; but we presume it judicious.
This Committee le very strongly constituted,
as it should be; for some of the gravest
questions ever demanding the action of a
legislative body are likely to challenge its
attention. It is quite possible that this
',Committee and that on Elections may be
called to bear weightier respasities
during this eession thanoven the usually
all -absorbing Ways and Means. •
Of the Democratic members from our
I I State, Mr. Stebbins is on the Ways and
Means, Mr. Odell (of Brooklyn) is on the
War, and Mr . Griswold (of Troy) on the
Navy. We presume they were placed
these most responsible petitions bemuse
they were believed to be not merely capable .
and worthy, but thoroughl loyal and in
favor of putting down the y
rebellion. At
all events, such are the reasons which dic
tate our hearty approval of the choice.
Messrs- Ganson (of Buffalo,) Tiernan (Uti
ca,) and Ward (City,) are on the Commit
tees on Elections, Judiciary and Commerce
respectively. Mr. Brooks is on the Post
on*, Ur. Fernando Wood on Public Lands,
and Mr. Steele on the District of Columbia
The selection of Mr. Bulburd, of Stemsw
rence—a new member, but a very ng
one—for Uhainnan of the Committee on
Public Expenditures, with such associate ,
as Broomall, of Pa., Rollins, of N. J., and
Julian, of Indiana, justifies the hope that
this Committee is to take that rank in the
present Congress to which it is intrinsicslly
entitled. We shall confidently expect from
it a pretty thorough scrutiny of our out
goes, with an earnest desire to food places
where the proning-tnife can be properly
and resolutely applied.
Mr. Jencks, of R. L, though a new m em
ber, likewise placed at the head of an
important Committee—that on Patents.
There is no member, new or old, in the
Rouse, who could bring to that post a riper
and feller knowledge of the whole subject
of Patents, .whether in its legal or its prac
tical aspects.
The formation of a Committee on Mileage
with a Democratic Chairman,hacked by a
Democratic majority, we interpret as imply
ing that no effort, even, is to be mode in
this Congress to correct theflagrant stases
of the present Massy sysm. It is well
to be thus shielded from delusive expecta
tions.
On the whole, we think the cast of the
Rouse Committees, though not absolutely
perfect, a judicious and strong one, and
treat it will be found con du cive to an en
ergetic and - prompt dig:etch of burl:nes:6.—
