The Union Prisoners In the Richmond Prisons Day by day the reports come in of the suf borings of our brave mon whom the fortune of war put into this hands of the monsters who administer the slare-mongers' tyranny in Richmond. In a recent paragragh we noticed the ingenious disguise and method of escape from the Libby prison of Mojor Iloustain, of the 1:12'al New York regiment, and Lieut. Yon Weltrien, of Scott's Cavalry, who were cap tured in North Carolina a year ago. They have now reached Washington, and have giv en some details of the terrible prison-life from which they were so fortunate as to escape. They say the Union prisoners in the Libby Prison have been gradually reduced to a state id starvation, being furnished with a small piece of bread—ono loaf to six- 1 teen men—meet in this same proportion, and a little wishy-washy soup, once a day. ; The -.Tees which occur among the pris oners are heart Treating in the extreme. The cries for food are piteous, and the ravings of the men rendered insane, in many instances by the pangs of huiig . er, sound through the building night and day. Men are dying daily, and the horrors of the Jersey prison chip are revived in the treatment of our peer incurcera, tett soldiers. °ilea' tbehien in the room with Major Iluustain was co prostrated by want of food that, when a piece of bread WAS thrown to him by his brutal jailor, he had not the strength to eat it, and died with the scrap in his hand, clutching in death tho very staff of life. Even the slender meal rations has now been cut off, as stated in our dispatches. non Newlierti we kart that refugees from Dixie continue to arrive there in large num bers; they ore chiefly young men or rather boys flying from Coo iron conneription of Doris : many of them eagerly enter tho Colon servire. They all tell of severe destitution in Rebahlum. A smell body of Union cavalry under Lieut. Nicoll, attacked a rebel picket station near Washington, N. C., on the Ist inst. There were thirteen men at the stollen, five of whom were killed and the remainder made prisoner's. In the edfair, Lieut. Nicoll was 1:1:1,1 15 heing shat through the head: Oxi of the most intelligent members of the last Geese, who he. just returned from a tour of observation in Mississippi, represents to the Administration that not 50,000 bales of rotten will Le raised iu the eutlre South this year, and that next year not a single bale will be raised unless the Government immediate ') sets to work to nave the labor of the slaves, who are threatened with destruction by star vation and exposure. Not less than eighteen hundred thousand field negroes are penned in Georgia and Alabama—driven from the outer Slave States. lame °Migration continues briskly. The following anecdote is given as one of the causes of its continuance, and is taken from an English newspaper, whore it appears as correspondence from Tipperary: There was a poor laboring boy near Titlar ks, who scarcely kept life together by driving an ass and cart with turf, and the possession of a reserve half-crown would have been to him an event never to be forgotten. lie scraped together. with the assistance of some friends, his piss:To-money to New York, and Bailed on the 17th Of March Inst. Since then he ban sent to his father 1.8, together with paying £2 for the converting of the green backs into specie ; anti the knowledge of this circumstance has done more in the district ho worked in than the most elaborate disquisi tions of a Senior or a Malthus upon the sub ject of emigration as a remedial agent." ARKADELPHIA, Arkansas, recently occupied by our forces ' was the main depotof the rebels in Arkansas, Missouri and Louisiana, selected on account of Rommel° position In the inte rior, south of the Arkansas river. Hero the rebels had established all their military work shops, but aceouuts furnished by deserters in formed (len. Steele that those shops had been removed to Marshall, Texas, and that the place was only held by cavalry, the remain der of the army having retreated to the Red River. It was upon Ibis information, no doubt, that Steele made his recent advance to Arkadelphia, which has proved the correct ness of reports, and shown that Marmadoke's attack on Pine Bluff was a mere felt to eon real the retreat of Brice and Deimos to Rod River. Lerrses from the blockading squadron oli Tampa, Florida, announce the destruction by federal naval expedition of the steamers SPoitish Chief and the yatch Kato Dale, loaded with, cotton the former having ono hundred and sixty bales on hoard, on Hills boro river, within four miles of Tampa. The rebel hioehade-rmining steamer the Mail, which ivas . partly burnt by the rebels at Bay port to escape destruction by our lerees, having been repaired, tried to run thaMack role , but was caApred on the 15th by the United States stead* Honduras arid tender Fox of the flag-ship San Jacinto. She had one hundred and soventy-flue bales of cotton on board, all good Sea Island. RUMORED SURRENDER OF 5,000 REBEL SOLDIERS New YOFIC, Nov . . 11.—A spacial dispatch to the Tisms, dated Washington, Nov. 11, says that it is positively ascertained that the whole rebel infantry force crossed the Rapidan on Sunday last. Tho only forces left on this side are reconnoitering bands of Stuart's cavalry, covering the rebel front on the south bank of the Rapidan, which they aro fortifying with care. Tho intention of the rebels to ren dezvous this winter between the Rappahan nock and the Rapidan, la established by the feet that from Brandy Station to the Rapidan log huts, capable of accommodating 50,000 mon, have been erected. Oar advance of Saturday effected ono of its objects In the preservation of tvreuty-four miles of railroad and telegraph between the Itappahannook and the Rapidan. Both are in perfect working order. Tho railroad bridge across the Rappahan nock will be done next Monday. Lee's army at Gordonsville, exclusive of cavalry, does not much exceed 30,000 men. Our cavalry in force is already far south of the Rapidan reconnoitering the enemy's po 'sition. Two divisions of cavalry from IWO'S army were recently sent to East rt 1311014100. Guerrillas swarm about our camps. To go beyond our pickets is death, as we uaily luso officers, men and mules. The forces sent to operate against General Burnside in Emit Tennessee, bare been re called, and will form ajunction with the mein army at Charlottevllle or Gordonsville. This will depend entirely upon the rapidity of Gen. Meade 's movements.
