The Free Presbyterian Church. The following preamble and resolutions i t were adopted by the Free Presbyterian Synod, late meeting in New Castle : .. anew, The ides - her been promulgated that the Free Priabiterian Church, seeing that Its great principles are spreading all over the land, has accomplished eta inisilon, and is disposed to merge into other organisations which substantially take our distinctive ' ground ; and, whereas, countenance has been given to this idea by the withdrawal of the Presbytery of Ripley and its connection with the New School Presbyterian Church, There fore, esoloot That we rejoice , with exceeding great joy that other churches in the land, and -indeed the American People,North and South, axe convinced of the entire iniquity of Ameri can alarm, and that 4 must die if the nation would sve and the church maintain its purity. Resolved, That, although we advocate the unity or the Church, end are opposed to mul tiplying or keeping in existence unnecessary - religious organisations •, yet, in the judgment of this body, the way is not open, without a murdfiee of principle and a loss ofself-respect, to dissolve our organisation and smite with any other branch of the Church now' existing in this country Roplocci, That In the midst of the mighty upheaval of Institutions, opinions, and organ isations which Heaven in just retribution has brinighenpon the land, and the consequent change and transformation that must inevita bly take place, it is the duty of the F. P. March to maintain the petition which the 'Scriptures,' our consciences, - and the Divine Providence compelled us to take at the first, and stand still and see the Salvation of the Lord. • Resolved, That we recommend to the con gregations under our care to enlist with vigor in the truly Christian work of educating the freed men of the South who have been made such by the President's Proclamation,to cherish their institution of learning thcati at Iberia, Ohio, and to wait in faith and patience, the Lord of the .harres to send as able and faithfhl laborers for our t vacant fields. SPEECH OF LORD WHARNCLIFFE. GREAT EASTERN COMPANY BANKRUPT GEN. ROSEORANS REMOVED. JEFF DAVIS AND THE BRITISH CONSULS LEE'S STRENGTH AND POSITION UNKNOWN Special Dispatch., to the Pittsburgh Gazette. PlLLunni.rnis, Oct. 20, 1863. The mails by the Hibernian are at. band. The London Times says that England won't go to war, though it has witnessed the des truction, for two yearn, of its clearest inter ests, cotton, and submitted to an imperfect blockade, which a single puff of our breath would blow away, andalloWed a military gov ernment to consolidate Itself, which ,is almost certain to use its usurped powers against us, rather than take any steps which shall inter fere with the peace of the world. The pOsition of Prance in relation to Mexi co, and the conditional acceptance of the crown by Arch Duke Maximillian, amounts to something more than a diversion in favor of the South, inasmuch as they are a forcible and practical protest against the idea of one dom inant republic on the North American conti nent. We have hitherto had good reasons for remaining neutral to the extent of abstaining from recognition. When those reasons fail, and we are neither bound, nor disposed to specify before hand upon what condition that failure depends, it will be time to change our ground. Lord Wharncliffe, President of the Anglo- Rebel Recognition Club, said at a big meeting at Clarence Hotel, Manchester, as reported in the Cork Herald, that "there was no doubt that they must bo at war before long with the . Northern. States, unlops those States change very much in their tone towards this country, or unless such extraordinary reverses happen to the South tkaf the North would completely overrun therein which case the Northern army would be required to keep the country in sub jection. If we were to declare war against the Americans, our beet position would consist in being on terms of close friendship with the Southern States. [Applause.] Ho wished to see a well digested scheme of emancipation spread over a series of years, leading to no violent alteration of the compact parts of the policy of the Southern States, but having as an end the freedom of the hirelings now living In that country." The Manchester rimas, per contra, says that reporters were excluded, and that the meet ing was a humbug. Lord Whiarneliffe says the Preeident of the United States does not write grammar. No more did Oliver Cromwell. But those are days when the schoolmaster is abroad. Well, will Lord Warneliffe undertake to construe the next Queen's speech- It is notorious that one half of oar Bishops cannot write grammar • It was only the other day that the Bishop of Rochester was convicted of en offense in this lino which was absolutely monstrous. The dis tinguished man who acts as Secretary to the Prince of Wales sins so fearfully in this respect that he is now allowed the licence of a veteran blunderer. Lord Warneliffo must be more care ful. if Lord Warnoliffe will submit to classify his ideas, he will find that what he wants us to do, is to declare for the South and decide an undetermined quarrel in their favor. The policy and aims of tbo Southern Inde pendence Association are of marvellous little value. It would have beep honester and safer to drop. slavery odt o(their programme altogether. The Great Eastern steamship company have gone into bankruptcy. The Now York Tribiaie of this morning says Rosecrans has been removed. 'Reports from the Mississippi say that there are not more than ten thousand rebels in that State, all the rest having been sent to assist Bragg In Georgia. Jeff. Davis has taken umbrage a the action of the British Cpnstils in referenoe to foreign ers enlisted in the rebel service, and has die missed them all from the Confederacy. The Southern papers rejoice greatly at this event. The authorities at Washington are still ig norant of the strength or position of Lee's army. The Paris Siert Pay. and Opinion Nationata ridicule the idea of giving any countenance to Alexander H. Stephens, should he arrlre there on a mission from Jeff. Davit. I. the Field, Va., Oct. 19.—Yesterday a re- eonnoissance was made by Col. Chapman and a ; portion of the first brigade of Buford's cavalry 1 division, composed of the Bth Illinois and the ; Stb New York cavalry. Col. Chapman visited Chantilly, Aldie and Dranesville without dis coveringthe enemY. It was discovered that Stuart, with his cav'alry, had passed the day 1 before in the direction of Aldie, and yesterday towards Leasisurg. It. is believed they are ea roots for Maryland. It is ascertained this morning Mit the reb els are building Ares along the railroad track, from Manassas towards the Rappahannock, thus destroying the rails and rendering the road unfit to use, and also destroying all along the route. It is almost conclusive that this movement of Lee's is a ruse to deceive Meade, by leading him to expect a raid on a large scale. Their design is to keep Meade from advancing his forces, the rebels in the mean time hurrying reinforcements:to Bragg. -.. The Richmond Siostiard, of October 13th, says:,.
