Wo must suppose that business and interest of
quite another kind have prompted tho invention
and transmission of these exaggerated (not to
say downright false) and, in every point of
view, mischievous reports. i lffeantime, from
old experience of the sinuous and unscrupu
lous tribe of stock-jobbers, we feel confident
that lunch, if not all, of this vile work may he
charged to them. Their busittes and interest
have frequently, in
- the past, prompted and
•
Inspired the evil genies of invention, just in
the same way. •
Judging from the most careful review we
can give to the dispatches of the past few days
—of course distinguishing them from ons
another in the process, according to the char-
Cater of the sources from which each appears I
to come--we should say that the withdraw
ing of considerable numbers from Meade's ar
my to re-inforce Rosecrans, a movement of
which the rebel newspapers long ago spoke
very explicitly, showing that they had full
Information of much, if not all, that was go
ing on within our lines, rendered it necessary,
or at least prudent, for Gen. Manor to shorten
his linos of communication, so as to frustrate
any project which his wily . and enterprising
antegnotat i Gen, - Lis, might attempt, such as
cavalry expeditions to cut off supply-trains,
°rem raids across the Potomac—not to speak
of another possibility of a still bolder kind,
manceuvaring so as to, pass with his whole
army'i:Onid one Of the flanks of Meade's army
and get into the rear between him and Wash
ington. With such a mere man ofroutine to deal
with as Gen.9kitson, without any genius save
That of
,pseudo-Fabian sort, which is ex
ceedingly cautious, oven when there is no spe
cial necessity for caution, General Lee might
take adrantage of Mainn's situation, to do any
or all of the things we have enumerated. Of
course, it would be an ungrateful return on
the part of Lee, for Mnane's consideration of
Ai/ situation at Williamsport ; batthe generale
of hostile armies do. sometimes fail to copy
one another,—and Len, as be is intensely in
earnest in making war, would be likely to act
without the least regard to gratitude, or any
other sentiment that might 'tend, in his way.
Therefore, as all this wns known to LIM aim
comment at Washington, and to Goo. MEADS
himself, we see no reason to doubt that the
falling back from the Rapidan to Manumit"
was a movement dictated by expediency and
voluntarily undertaken—not at all the result
of any present disaster, suffered at the hands •
of the enemy . : :No doubt when Jars. Davis
left for the south, to do his utmost for Bragg
by his personal presence and exertions, be
enjoined Lee to trtake whatever demonstra
tions he might.againet Muer, to prevent fur
ther reinforrtiments being sent to Boirticaiss.
We can but say smother word. This jeer
flop of Davis southward, which was announced
yesterday in our dispatches, and which we
now find that a Petersburg newspaper confirms,
is significant of how deeply the rebel Presi
dent feels We truth of his own statement
about the danger of suffering oar army to hold
East Tennessee, and how earnestly, nay, how
desperately, he will , work, risking everything
at almost every other i rolnt, in order to con
centrate an armrsuffleient to resist the ad
vance of the Army of the Cumberland. Within
a few days wo may hear that the Waterloo
battle of the war tuns boon fought at Chatta
nooga.

MEM!
The sensationists seem to have been hold
ing high carnival at Washington for some
days past. Certainly some of the stories re
ported to have obtained currency in that city,
and thence telegraphed over the country, are
of such a character as almost to invoke again
what wo had supposed the Government would
never more have occasion to resort to—the
censorship.
It Is impossible, however, to account for the
recent coloring given by certain newspaper
correspondents, In' their reports of military
affairs and tne movements of our army in Vir
ginia, by tho mere supposition that the busi
ness and interest ot news-gatherers is to make
the most of what they have to send, and that
in this instance they have thrown in the sen
sation element od Minus.

Fare of Prisoners at Richmond.
The Rev. Louis M. Boudyre one of several
chaplains who have just retuned from Rich
mond, has published a letter corroctinguome
inaccurate.teports which bare lately obtained
currency respecting the fare of the inmates of
the Libby Prison. Ho says :
While it is true that the fare of Federal
prisoners in Richmond is almost as scanty as
it could be and sustain life at all, it is no te
that any of us reported that their " food con
sists of a few beans, a hunk of corn bread,
and no meat, daily." Beans aro sometimes
used, but rarely. Corn bread is not known
among, them, 'only such as is baked by the
prisoners themselves from meal which the offi
cers are allowed to purchase. Regular ra
tions of meat are issued daily. Officers'. ra
tions,.generally fresh beef, about three ounces
alter - cooking; good bread, about 'eighteen
0411C01111 rice r ,about two ounces, and some
times beans Apjltelld ; *teaspoonful of vine
gar ; about gm same of salt,
This is found to, be scarcely half enough to
sustain health, and were in not for the twelve
thousand dollars' (Confederate) worth of gra
•series, &0., purchased weekly by the officers
of Libby prison, it would be impossible to de
pict the suffering of those miserable - inmates.
What must we think of enlisted men whose
rations consist only of eighteen ounces Of
bread and about four of bacon? Without
blankets or overcoats, they lie upon the bard,
dirty floors of warehouses, or the cold ground'
of Bellolsland. Itis not uncommon to find,
among three hundred, as many as fifty sick
one, In a day. Deaths are numerous. I have
seen much of this with my own oyes; what I
have not seen I have from the testimony'otH
Confederate officers in charge. Tho record of"
suffering is still more appalling among citi II
-
son prisoners."
The Attack on the Iconsldes and Why
It Failed.
111 addition to the particular; from oar own
officers of the late rebel attempt to blow up
the new Iron:lidos, which have been given in
our dispatches, wo may copy the following
from the Richmond Examiner of the Bth:
The report from Charleston in, that an at
tempt in the main unsuesessfulhas been made
to blow up, with some kind on an infernal ma
chine, the Yankee ship korsaida. The fail
ure is attributed to two causes—insufficient
amount of powder in the machine and ita be
ing ignited to near the water's edge. Though
the destruction or the vessel was not effected,
she may have been serio.usly damaged. When
the torpedo exploded several feet in front of
the Yankee gunboat in James river sheath
ing and planks were torn off, and many of her
crew thrown overboard. Similar results nfay
very probably have followed the explosion of
the machine alongside the /remade..
Two QUCETIONS DECIDAD to me APFIRIIA-
TrvA.—A letter from Folly Island, S. C., has
the following:
Late et night, a few evenings since, a color
ed Sergeant, in command of a working
squad that had been famished that day with
only three crackers each, called out to his
men, who wore singing: " 'Tention I Dare be
two great questions ob de day for debate. Do
font am, will do brook man fight?—which am
decided in de 'firmative, cause he hab done
fight already. De second am, wilt de brim*
man work and sing on an empty stomach I
'Firmatird, too—ho do." And his sqiin 'went
to work again with a will, making tho air re
sonant with their original songi.
A New Tout oorrespondent ofs, : a London
journal, in a recent latter, takes irk hand the
rebel aristocracy and ignorant white trash of
South Carolina in the following style: " The
part of the population which is familiar either
with tho usages of good society, or oven of
civilized life, does not exceed twenty , families,
