We left the statesman at school pretty
well advanced and climbing up rapidly to
the higher forms. — We now propose to see
him through, with hie education complete.

statesmen are at school—flesh and blood
will presently be understood, and there is
a hope, at least, that if - a department of
history and human nature Is not inaugurated
at the Capital, we shall at least achieve
tho endowment of a professorship of that
mysterious branch of knowledge at the
Smithsonian Institute.
Couldn't Professor llEsny meet its physi
ological requisitions now by a series of ex
periments which ohall test the relative
proportions of iron in the blood of the
white and black man 1 It seems to us that
a series of observations on this - .point,
deposited among the archives of the Depart.
ment of State, might have proved se useful
to the country, as all the registers of
winds and storms—of thermal, pluvial and
barometrical phenemena—whichhave con
founded human nature, under the high
sounding nomenclature of the science of
meteorology.
Report says that there are some 25,000
of these Sheep troopers already In the
Hold, and that 100,000 will be under orders
in the course of some two or three months.
It would have been as easy to do this two
years ago as now. Why was it not done?
HOW many valuable white lives have not
our ignorance and our prejudices cost us?
But no matter, Captain Cmsar has strug
gled up at last. Cotton is no longer Bins
it is dethroned by wool. The negro is in
the ascendant, and the world motes.
Why Gen. Giiimore was Permitted to
Occupy Morris Island.
The Charleston Mercury, in an article in
defence of Beauregard, says:
General Beauregard had to provide
against attacks upon Charleston in sever
al different directions. The route from
North Edisto, or John's Island, through St.
Andrew's Parish, constituted one; another
method of attack was to cut off railroad
communication with the interior, and to
approach by the Neck; James Island con
stituted a third; the rate by Sullivan's Is
land, Mount Pleasant and the direction of
Cooper, constituted a fottrth—Morrie Ls
land being the fifth. Some of them were
thought by the commanding general to be
viler; others not.
The occupation by the enemy of the
eouth end of Morris Island, after all, was
not an unmixed evil, but the less of two
evils—either of which, unfortunately, our
enemy had in his power, as matters stood,
to inflict. It is believed he those the one
leas likely, under existing eiremmstances,
to end in the fall of Charleston. With
several ways of approach, he selected that
of Morrie, instead of James Island, thelong
lines of which, at the time Gould'not have
been held by the utterly inadequate force
left in occupation, bad the enemy made a
serious effort, with the means at his dispo
sition to seize and occupy them. In that
event, in a feW hours atter landing, the
enemy mast have held Charleston at the
mercy of its numerous artillery.
From his central depot at Hilton Head,
and auxiliary stations in the North Edisto
and on Folly Island, with his =plot:limns
of water transportation, the enemy had it
in his power to concent rate his troops with
celerity, and, from the nature of the coun
try, with uncommon secrecy, uppn any
point in South Carolina or Georkia, and
secure a firm foothold before our troops, 65
matters stood, could possibly be gathered
to the same point in sufficient force to op
pose a serious rob/Once. • • • •
It may be asked then, if informed so ao
curately, and anticipating precisely the
course of the enemy, why did not the de
partment and district commander place
Mon!' Island in condition to meet and foil
this attack? The answer given is:—Want
of labor to carry out the plane for its de
fence; want of armament for the. - works
necessary to that end; and last, but not
least, went of men to hold and fight any
works which might have been thrown up
at the South end of Morris Island, with
out stripping other important points of the
feeble supports lefttnem. To have with
drawn labor, or armament, or men for these
purposes from our works on James Island,
was deemed cut of the question. From no
other quarter in thip department, we are
assured, could they have been drawn.
Alike the World Over.
The Dulles Mountaineer (Oregon) has an
article on the secession sympathizers of
that region, which says: .
"We have in this city a score or two of
fellows who may fitly be described as the
scam of the country, and, without an
exception, these vagabonds of society
are unifo rmly ardent admirers of Jefferson
Davis and the Southern Confederacy. Take
the gambling-houses of this city, and the
men who deal the cards, as well as the
'ropers in, are zealous friends of the re
bellion. Descend a step lower in the social
scale, and we find that the degraded speci
mens of humanity mitosis= theJwsges of
infamy' are the first be rejoice over a rtfbel
success. These facts are significant, and
willed once suggest to the retesting mind
that there must be something wrong in a
cause that enlists the support of all the
bad men of the country. • • • We
repeat it, this remarkable unanimity bf the
vile and degraded in support of the rebel.

Who does not realise the fidelity of, this
picture of the alias who, in our own City,
in every_ oily and throughout the land, are
the natural, instinctive, irrepressible parti
sans and champions of the Blarcholders'
Rebellion? Who has not heard one or
mole of the class declaiming against " the
Abolitionists" and their-unrighteous war
on "the South" and "Southern institu
tions 7"
The Thing to , be Done. .
From the booming - of the first:gun upon
Sumter to the present hour, there. hes been
bat one - thing to e done, and ihat was,
"Pat down the Rebellion by3lllltsry force,
and lit the. Union restore itself." There is
no negotiating needed, no eonoillation,.no
conservatism; the more radical; thernore
thorough, the more summary and speedy
the crushing oat, the better. The discus
is radical; and none but Venal mesas
will care it. Let the rebellion and the
_rebels be pat (Imo, and the long crushed
Union men be elevated to - power and re
store to the Union se the People of the
South. Hitherto the three hundred thoti

"the People of the South"; now let the

SUPSIIIIITLIMENT.—Edward Noyes, of Wa
terville. Maine, was arrested at the Astor
Honse,New cork, Friday afternoon, charged
with being a defaulter to the Maine
Central Railroad (formerly the Androscog
gin and Kennebec and Penobscot Rail
road,) of which road he was Superintendent
and General Manager. The complaints in
the case are the President and Directors of
the road, who allege that they discovered
something wrong in the finance affairs of the
company, and after diligent inquiry they
traced the delinquency to Noyes; who they
allege has embezzled over forty thousand
dollars of the funds of the Company, which
he invested for his own benefit in United
States securities and Western Railroad
bonds. In his possession was found $26,-
000 of the.missing funds.
Vas English, to their shame, permitted
the sister and only surviving relative of
the late gallant Admiral Sir Sidney Smith,
the hero of Acre, to livirin abject penury.
