tion for your *damns. We all feel a deep In
terest la the army, and everything which
tbenefiti the soldiers, is, at least, an indirect
blessing to the (*witty. So I view the little
volume widish I refer to, Tie Army Chaplain.
It is an excellent book. The Chaplains, of
course, will all read it s as It defines their
dunes and qualifications both legal and moral
and dbeets them how to perform the more
important duties.
But 111 . editors, this book will relieve
more suffering among families than any book'
I have seen store the war begun, If they Will
get hand read it. What amount of anxiety
has harassed pions parents and wives and
kindred for fear their " loved ones" in the
army would have no religions restraints, and
would booms immoral and depraved. This
has been the great trouble with thousands of
good people who have cheerfully given their
'Wends to the cause '
and it his caused great
suffering. Let snob persons: road the Army
Okaplerin. I had no idea how much religious
insfraotion the soldiers were entitled to. It
seems to mo that if the Chaplain is faithful,
aecording to the duties laid down in this
book, they have better teliginus instruction,
and better opportunities of lain:ming chris
[jai, ii than many of them would have at home.
I am tore that no pastor attends to the sick in
his congregation as carefully 'tgi the hospital
Chaplain is required to do. .
Part 111 of the volume gives directions
how the Weeds of the soldiers may assist the
Chaplain. This will ensblis.them to direct
their contributions to thoie channels which
arbilkely to do the most good. It refers to
the Bade Society—to the several Publication
Scoatios, Newspaper', the Sanitary Comma-
Mon, the Christian Commission, Letters from
Friends, Prayer, deo.
I hope ovary eine who hop relative in the
army will read it. It will do them good, and
it will do good to the soldiers, and to the

TRIS TIM DISTRICT COLOR'S
The inspeetion and muster of two compa
nies of the Pint-Colored Regiment of tha
tilet took place yesterday, at Israel church,
our the capitol. Dr. Theddeas Seely, of
Armory Hospital, and Dr. Atavism , M. Newly,
commissioned colored surgeon, were the es
asainors. Dr. Neely observed that he bad
examined a good many men, but that he had
never seen ■ better set, of men, physically,
than these. At the close of the examination,
each company, after taking the . ath, upon
being informed they were now soldiers of the
Union army, gave three cheers.
Col. Todd, Provost Marshal, has assigned
these men quarters at the Boletus' Retreat,
where heretofore , the fielders of the Union
have found a find night'anut in Washington.
On that way to their aew quarters, is was
aeoeseary to pals the Old Capitol prison. Upon
their appearance in front of the widows, they
were greeted with hoots and yells from the
repressintathrea of the chivalry in that delect
able institution. The newly made "Chas
sears D'Afrbrie" seddenly squelched them
by rousing cheers in return.
Clothing and rations are being issued to
them, and they enter to-day upon the dnties
of a soldier's life.

The Commissioner of Internal Revenue has
under consideration' two important questions
on the lottery section of the law. First,
-whether *lottery manager appointed by the
State to to be considered as • manager within
the meaning of the law plcialting managers

ing in the hands or the .managers, not meld,
require to be stamped,

The Fegitive Slave Case
WASIVICITON; May 22 .=ln the fugitive
case pending for several weeke, before the
Supremo Court for this District, the Judges
were equally divided.. Oa the motion to dis
charge the relator by the Writ of habeas corpus,
Chief Justice Carter and Aseeolate Judge
Flakier were of the opinion that the power
heretofore exerelred in the Distriet of Cauca-
Ms, was still in fetes upon the subjoin of the
fugitive clove law, while Animists Judges
Oitn and Wylie dissented. Owing to this
division, the fugitive was remanded, subject
to the order of Judge Wylie, who, having is
sued the warrant of arrest, but subsequently
decided.that he had not power to do so, dis
charged the defendant from custody. As the
gave. was leaving the presence of the Judge,
his owner seised him, whereupon Mr. Dean,
his counsel, rescued him, and the aid of the
police was called to prevent a breach of the
pesos, which mimed imminent:, Action and
ocuntir-action ensued on both sides, after
whiott the fugitive was delivered to the mili
tary authorities, to be held in eustody till to
morrow for a Umber Lotion of thejudielory.
