We aee with regret that the painful sus
pense of the pnblio in regard to our mili
tary operations on the Bappehannook ie ag
gravated; by the current conflicting rumors
most, of which, based upon a misunder
standing of the fasts, greatly exaggerate
the »«Hipal reverses.
We am in possession of accurate infor
mation, derived from our own correspon
dents, and communicated by telegraph,
mail and apodal messenger, down to a very
late honk, which goes to establish the fol
lowing foots:
1. The successful recreating of the Rap
pahannock by Gen. Hooker was not ; the re
inlt of a defeat hr the rebels, but was a
precautionary movement, caused by the
rapid rise of the river, his doubt in regard
to Btonemah’s tnoeess, the possibility of
Leo having -been largely reinforced, and
, thsdelhy in sending to his own aideorres
pondingaooessions of force. Gen. Hooker,
fromthe moment of hisfirst orossingof the
Bappahannook, declared that he wonld not

Yesterday we noticed the recent debate
in the English House of Lords on American
affairs, and gave an from Earl
Russell's speech in answer to the Marquis
of CLannTcanns, who had virulently as
sailed the Government of this cotin try.'

"Losnos, April 25.—1 heard the debate
last night, sitting by the side of yonr old
friend B. The ohange was most significant
from the unlucky debate of Friday, 27th
March. It sbowii.hbw public opinion has
grown. Pise us- another month ot <3&sh
progress and we aro safe. The great fea
ture of the debate was, of course, Cobden,
whose speech was everything that could be
asked. If it had any fault It was too muoh
in defense of the United States, but even
this did not bring out the “copperheads'’ of
the opposition, for it was a calm, well ar
gued speech of a statesman looking to Brit
ish honor and British interests in the long
run, and not to any petty, temporary ex
pediency.
“When he set down he had put on record
a statement of the oourse whioh-we had
eiesyi taken on the enforcement of neu
trality, and he had challenged any. one
to show a single dispatch from any British
administration complaining of our haring
failed to do our dnty. The Government
were there—tbe members in their ovate—
the rampant opposition ready for any!
ohanoe to attack. His statement, direoted
against Laird, Lindsay and other law
breakers who imperil their country's peace
for lucre, was admirable. •
“No one ventured tc answer him; but I
the Attorney General followed in a mode
rate speech on the same, and then a certain
Horsman made a -most-violent attaok on
the North and as violent a eulogy upon the
South, full of lies and froth and Spite,
which, by its very exaggeration was more
valuable to us than the eulogy of a decent
man would have been. We are thus in
debted both to him and Mr. Cobden. He
outdid the irrepressible Roebuck.
“Mr. Milne followed in a warm and elo
quent speech upon our side. There were
snakes in .the House, but the whole tone
of the House was agreed to be, by aU who
were hear us and all we have seen to-day,
well disposed to back up the Government
in the enforcement of the Enlistment law.
In short, we have recovered tbe ground lost
in the debate of 27 th March. Keep calm
at home, avoid collision on the ocean, and
we shall clear the breakers upon which the
secosh hoped to drive us—a war with En
gland.”
For our part, wei have never had the
least apprehension oil the eoore of aqph a
complication of our troubles, as a war with
any European Power—least of all with
England. The Tories there, both those
holding affioe in the composite administra
tion of whiohLohd PAUssasTOX is the.head,
and those who range themselves under the
leadership of Lord Dxaax and Mr. Du
ll ittt c n tlio opposition benches, would
probably venture to seek an occasion, or
pretence, to go to war, in order to help
their aristocratio friends of the Confeder
acy to rend the power of this Government
and this great and growing nation; but the
People of England would hurl from their
places any ministry that would attempt to
carry out suoh a polioy. That the latest
dispatches from England are entirely pa
eifio in their tbne we have distinct assur
ances from Washington, both in our own
correspondence and that of other journals.
One of these, sent from Washington on
Thursday, says:
I learn, on authority, that the dispatches
which came up by the lapt steamer bring
positive information that the present Brit
ish ministry have deolared their intention
to maintain the neutrality of the govern
ment, to oppose every attempt tc bring on
a war with this country, and will resign
rather than yield to the senseless clamor
of the agitators in or out of Parliament.
—These assurances, coming as they do
from well-informed parties, and agreeing
with the tone of the English Premier and
the Foreign Minister in Parliament, may
I we think, well dissipate the factitious
.1.-rni which the NSw York Iltrtild at
tempts to excite in snch statements as the
following:
“A special dispatch to the Utrald from
London, dated on the 2Sth ultimo, and put
on board the Australasian at Queenstown,
states that the English Government had
ordered its steam reserve fleet, consisting
of three hundred vessels, tabs made ready
for sea, in view of the complications with'
America." •

that When Marmaduke failed to cross the I
Whitewater, twenty miles from Capo Gir
ardeau, he passed over the Bloomfield ridge,
