Evacuation of Richmond.
Rumors oome from Tarioaa quarters that the
rebels are exacuatiog Richmond, and remov
ing the heavy machinery of their armories.
Of ooarse the work goes on a* secretly as pos
sible; but we now think that the tactics
adopted at Manasses and Corinth will be re
peated there. The “last ditch," of which the
rebels used to talk,Ms likely to be found soon,
and we thiok it will bo somewhere about Chat
anooga or Atlanta.
Interesting from Murfreesboro,
The Cincinnati tfaxeMe has dispatches to the
30th, which state thfet Pi LE’p corps advanced
on the 29ih to Grey's G ip, on the Shelbyvilie
pike, 18 miles'South of Murfreesboro.
Tbe rebels have been on half rations for
three weeks, aro much dissatisfied, and anx
ious for peace. The rebels -now only forage
with single mules In small parties. Country
people within the rebel lines are reduced to
half rations. Families are eaoh numbered
and stores inventoried, and the excess over
short allowance is appropriated for the use of
tho army. No beef had been issued for tbe
last week at Shelby ville. • These statemo|its
are confirmed by parties unknown to each
bther.
Eight regiments of Morgan's command are
at Liberty. ,M° r g &a lies at tbe Armstrong
House, McMinnville, with his fingers shot
away and wounded through the shoulder. .

The latest adrloAs from Port Royal show
that the great movemont be delayed
yet awhile—possibly till the time indicated
ia the rebel dispatches from Charleston,
namely, when the .highest Spring tides will
allow the bar in Charleston;harbor to be more
safely crossed by Qur vessels. At any ralo,
the late arrivals from Hilton Head bring in
telligence that tbe great movement was not
to take place for. a weok or two;
but, meantime, We find that a naval and
military expedition had left for an unknown
point; the gunboats, transports and monitors
had also made a movemont; whither and for
what purpose was n<-t to be divulged. All
tbat is stated is, that, on the morning of tbo

pany with several wooden gunboats and half
a d&sen sohoonors.'

next advices from the Southerh coast, hoping
that the; will have a good report to give of

Thomas.
This high official is on a visit to the West,
Inspecting everything connected with the mil
itary service. At Cairo, on the 30th, ho made
a speech to the troops :n parade, in which he
alluded to tho matter of receiving colored men
into the lines, and reprobated the manner in
whioh some had been treated,! Instancing cases
where they had been sent book into slavery.
It was the duty, he said, of every officer, to
receive and treat kindly, the slaves who should
come within tho linos. Any known to do
otherwise, he would himself, by the authority
in him vested, discharge-from the service.
It was the po Hoy. of • the Government to de
prive the rebels of their laboring men, and as
fast as they were received they were, to be or
ganised into companies. Bo was authorised
to form into regiments al| suitable men,plaoe
white officers over them, and put them to
their proper use in quelling the rebellion.
This is very important, as indicative of the
settled polioy of tho Government in tfce mat
ter of employing: the colored elemeot in the
Southern population as.a. corrective of the
evils of treason ahd’rebelltoh so prevalent and
troublesome In.tbawhite.element.

The rebel invasion of Kentucky has turned
out to be but a predatory raid, and that not

was so hotly prossed that; he had to abandon
