pitious time. It woold In all probability be
rsjseted by the President, who appears to
have thrown himsaU into th».aras of tho ex
treme radical party. The views of that party
an olear and definite. They deoinn thiril
then is no hope of reooaoiliation with the
southern people j that tho war most bo par:

of the South an rained and subjugated. If not
exterminated; that not an ineh of the ild
territory of the repablie given up;
that foreign lotervention, in any shape, must
be rsjseted and relented. This party would
desire to tarn an offer of mediation to eooount
ter,the purpose of Inflaming the war spirit and
prodaeing a. reaction against the conserva
tives.
It is probable, too, that the government
would urge, in answer to an offer of- media
tion, that it has by no means abandoned the
hope of patting down the rebsllion within a
reasonable time; that, at all events, this Is
übt a moment at whioh it eon reasonably be
called upon to put a stop to hostilities. It
would observe tbet the armies of the United
States are everywhere advancing, and (hat
expeditions are prepared against Texas, as
well ay against Charleston, Mobile and other
points on tho ooaste It woald point oat that
it kad equipped a considerable number of war
voesets, iron-elad as well as others, at a vast
expense; that tha stolen had jut amired
when tke autumn rains would render the
rivers navigable by armed vessels, and when
the southern ooast would be free from epi
demic disease. It might even represent an
advanoe of the Army of the Potomac to Bleh'-
rauond ae a probable event. The experienoe of
the put is certainty not eafaaloted to inspire
any great eonfidenoe in the msults of these
warlike preparations; bat the political inter
ests of the party now in power rsndsr a eon
tinuense of the war a necessity to it. Its. only
ohanoe of regaining Its lost popularity lies in
•acoestfal military operations. Unless it oon
obtain aauoh higher piaeeinpabUo estimation
than It now occupies, not only will its tenure
of power become extremely preeartens, but
some of Its leading membsnkmay be called to
a severe eoeoaat for theirextea legal proceed

ing aupport from a majority of both Houses
of Congress. Hat on the 4th of March next

It would seem, then, to be vain to make ae
offer of mediation to the present Government,
in their present mood, with any notion that
it would bo accepted. A change of mood
may, however, take plaee after the 4th ol

proposal, however, to mediate, iaade even;

Britain. At any rate, dangers of this kind
are remote. The immediate and. obvious Jay

be restored to this oountzy as soon as possi
bte. The point chiefly worthy of considera
tion appears to be whether separation dr re
