Prospects of Starring the Rebels
The Richmond Examiner, of tlm l&jh Inst,
eonUina the following; remarkable article,
whiah will be read with interest by North-
ern readers, as well as by those for whose
more speoial edification it was originally
From eTeryi quarter where our armies
are massed—from Vicksburg, Xullahoma,
Charleston and Fredericksburg—we hare
the most.gratif;tog accounts of the condi
lion of our troops, their certain ability
to cope with any force that the enemy may
hurl ‘against them. The only point upon
which there is room for apprenenslon U
that oar forces may he forced, by want of
food for men and horses, to reUnqoish the
strongholds from which the enemy eonld
never dislodge them, and that this is a
grave and pressing danger we have many
fears for believing. .
It is a faot as well known to the enemy
as to ourselves that all the country in the
vicinity of our armieß has long been strip
ped of its provisions and forage, and that
these armies depend for their existence and
maintenance of their present positions upon
the railroads. These being facts which
none, we think, will venture to gainsay, it
behooves the government to keep posted as
; to'the 'condition of these roads, and pro*
i vide that they be kept in a state of the uU
I most efficiency. It is .useless to pats laws
I putting men into ;the army and returning
I them to it when they run away if measure!
are not at the same time taken to support
the army when it is got together. The
government should not-be content even to
keep the railroads in the condition in which
the tot found them; it should endeavor,
and the effort would be successful, to im
prove upon that condition. The better the
foads, the better supplied wouldournr
mieß be. and tbe more certain
in the resistance to. the extraordinsi, ef
forts for our subjugstion which the enemy
proposes to moke during the eonungosm-
railroads of this State are on the
point of giving out. They have decreased
their speed to. ten miles an hour as a maia
mum rate, and are carry ing twenty-five to
afty per oent. less tonnage than formerly. .
This change in theirrate of speed and quail
tity or freight haa been made througn ne
cessity. The Woodwork of the roads haa
rotted, and the maohinery has worn out,
and owing to the stringent enforcement .of
the conscription law as to railroad employ
ees, the oompanisa hare not beta able, with
all their efforts, to supply neither uie one
nor the other. We are notinformed of the i
aotual condition of tho railroads in the
mors southern States, but conoeive that
they, are Utde better off then our own, ex-.i
cept, perhapa in the matter of negro tabor.
The Clares along their routes may not hay 0
had the same facilities for escaping to the
. enemy sb in this Sate. .. _ .
We have ventured to- cell attention to
this subjeot beoanse of ita vital importance,
I and from a knowledge that owing a the
greatmeasuresolfinanbe, impressment, 80.,
now weighing upon the government, it has
been overlooked. It is not necessary for
the government to take posoesaion of the
roads. But it should supply them abund
antly with the necessary labor and iron,
and then insist on their being kept in first
rate order, and being worked efficiently.
To tbie end government should appoint an
inspector of railroads. Railroads are a
part, and an indispensable part, of onr mil
itary system; and If they are allowed to
fall through from, any causes, government
and people may prepare for the retreat of
our armies, and the surrender of mnohof
tho valuable oonntry now in our possession.
