reason before suggested, and also for the
reason that the Tednotion of both as set out,

That the act was procured by fraudulent
means, we are without evidence. It must be
borne in mtad that, aside from the question
of fraud, tbo Commonwealth has obliged her
self to giro up this ux. If there was fraud,

radical then this; the Commonwealth is a

of tne Commonwealth. It is perfectly clear
that we cannot repeal this law ox^ the ground
of fraud, il we are prohibited from doing it
because ii is a contract. ■ .
Ib this a contraot or legislative grant,
which, bsiug in tbo nature of a contract, is
upon the same footing? Tho Constitution of

There 1> general rejoioing here, over the
■addon tnmhle in gold io New York, though
an explanation of !ti cause cannot bo made a*
satisfactory as would bo desirable. The bo*
gns reports about the oapture of Vicksburg.
’Charleston and Savannah gave an impetus to
the downward movement, begun by the Con
gressional legislation,' just before adjourn
ment, taxing and ourtailing gold speculation,
but nothing is apparent that can fully explain
the sudden fall to-day exeopt an decreasing
confidence in the reoent financial measures
and in Secretary Ohase’s financial manage
ment. Gold speculators and brokers here all
insist that gold must go up again, unless we
should have speedy vlotories, and the tenor of
advises from the best informed quarters in
New York is to tho same effect.

The negligence of the Senate In not pro
