Another Development.
The Democrats of Connecticut have in
nomination. for Governor T. H. Simona,
ex-Gorernor of that State. It has been
charged upon him that) from the bombard*
menUof Fort Sumter, to ..the present mq?
men t!, h's' hits been bitterly opposed to the
for the soppreasiou of the rebellion
and *|the.. restoration of the Union—that |
he is ' “a peace Democrat," which means a
sympathiser with rebels—or, In short, a
traitor—-all ef whicbquaiities so commend

at Hilton Head.:, This jman, when the re
bellion broke oat, engaged in the service of
the rebels, and was' a skilful and andaoiohs
*j blockade runner.” Finally he was nab
bed by one of onr cruisers, together with
Teasel, and, after the usual easy routine,
was when ho reaum«Bl his old
trade, was again .einght, and «oonfined in
Fort Warren, and afterwards in Fort La
fayette. Six weeks ago he was paroled,
and ,took lodgings at Uie Lafarge Hotel in
New. York. Learning that preparations
were being made for an attaok on Charles
ton or Savannah, he thought he would be
doing the rebel cause good service by pay
ing a visit to the base of operations at Port
Royal, where he would be able to learn all
the details of our naval military pte-
carr/ down the news to his
friends in'Dixie. How he managed to get
a passage to that plabe, instead of to CUy
Point is hot known. f-
On the voyage to-Hilton Head he was
“dined and wined,” and treated with
marked attention by ! some of the' officers
on board; but a correspondent of the New
York limes, who was :a passenger, discov
ering the character of the man, upon ar
riving at Hilton Head, reported the case to
. Gen. Huhtxn, who iimmediately. ordered
hiih to be arrested as* a spy.'

seven weeks before Mr. lascots issued bis
first emancipation! proclamation, which ef
feotnaliy nails to the counter the oft-re
pealed lie > that it: was that proclamation
which compelled the democracy to array
themselves on the side of the rebellion, and.
thus divide the North. This letter was

. "Beaufort, S.C., Feb. 24, 1863.
Charleston has - not: yet been taken.
Savannah is still quietly reposing amid
her.grovea of palmetto and orange trees;
the Monitors ’rock and swing iriih every
swel} ibis great bay.of Fort Royal; the
little gunboats' dart to and fro, and, and
vigilant sentinels watch every creek and
inlet in our possession; and tire white tent
of the land forces glisten through the- trees
and blend with .the soenery os if they had
always formed an essential part of it.
Quartermasters tell iis that; everything
in their department ii» Commissa
ries have on hand food and rations snffi
oientto last until some important city has
been‘reduced; vessels deeply laden with
coal %nd water are continually arriving,
the .vast fleet of gunboats and their attend
ant transports are asking ' for nothing
more,' the Moni tors are all upou the ground,
and every wheel, and or&nk, and bolt, and
turret, in the smoothest working order.
Gen. Hunter and Admiral Dupont both
represent their respective departments
ready. It cannot, therefore, be many days
before this important expedition will set
sail andcommence operations upon Charles
ton or Savannah, orperhaps both.
The leading offioers: of this expedition,
those jrh? are. supposed to .know its exact
etrength, and upon whom also devolves the
duty of knowing that ot the enemy, are
sanguine of success. Only 'among very
subordinate officers, have <. we heard it
doubted, and they kaow almost nothing of
our actual,strength and the obstacles we
have to contend with. ;.. _
The opportune arrival of the A. R.
Spaulding, this morni°£> has settled the
i contioversy with regard to the command
of Hen: Foster. ’ As every: one expected,
Gen. Hunter "retains command of all the
! forces within his Department. Hpw it
could have been otherwise it Is impossible
for mi to conceive. As well talk of two
Governors of a stato,iwo Presidents of the
Union, as of two independent commanders
within a' department. What should have
•led Gen. Foster to question the authority of
Gen. Hunter we are aU at a loss to know.
To-day Gen. Hunter is in full command
of ail, tho: forces within his Department.
Gen.-Foster's Quartermaster was yesterday
summarily brought to terms by arrest, by
order ot Gen. Hunter. Gossip says be
feigned sickness in the'day time, but was
in sufficient health (o indulge in cham
pagne and,whist at midnight. This very
common dodge would not answer. He was
ordered to headquarters forth with.
He obeyed the order so far;' as.-to condes
cend 1 to land upon the Island of Hilton
Head, hut consulted his oWn convenience
about leaving his card with Gen. Hunter.
'The barbershop, the hotel, and several
other sights of the island had first to be
visited.- Before, however, he had complet
ed his peregrinations he llound himself un
der arrest, and his contemplated call upon
Gen. Hunter unnecessary.
“Robert Small, the negro pilot, who
brought the gunboat Planler’dal of Charles
ton harbor, and delivered her into our pos
session, is now a resident and engaged in
business in this ctiy. Partly to gratty
my curiosity to see this colored hero, and
also to hear his views with regard to negro
soldiers and the President's Proclamation
of Freedom, 1 called upon him this morn
ing. Much to my surprise; 1 found him a
young man, not yet.thirty—not a pure Af
rican, but black enough not to be much in
debted to bis Anglo-SaxoU blood for his
sagacity and shrewdness!. Without having
any decided'military tastes, he expressed
a desire to johr the! army, either 1* the
ranks or as an officer, the moment, we ob
tained Possession of any portion ot the
mainland in Booth; Carolina. Until then
thinks negro soldiers oan be of Rule
service. White soldiers as yet are loomuch
prejudiced against; themon account of their
oolor to fight by their side, bat the moment
we commence moving a column into the
interior of the State, black soldiers can sot
upon a separate field, can move in inde
pendent columns, and can assure those
who desire to join their ranks that they
I will not be pelted with stones and beaten

have espoused. He has not the least doubt
i that the negroes, by thousands and teus of
thousands, will flock to our lines tho mo
ment we have taken Charleston and pene
trated the interior a few miles. Charles
ton, he thinks, cannot escape totaldestruo
tion in tue approaching conflict. The fire
men are all negroes, are all members of a
secret organisation, and are all pledged to
strike ior their freedom the moment the
first good opportunity ; arrives. He him
self desires to be among the first to enter
Charleston, and jhas asked permission to
accompany the land forces of the expedi
tion. He feels assured that in less than
ten days he can i have 10,000 blacks fully
armed, who will bi of more service to-us
in Uuspariicular State at this particular
moment than an equal somber of white
soldiers., One cannot hear this brave and
intelligentsegro give his opinions without
being satisfied that he hituself believes he
