right to the sympathy of Frenchmen. As

work that most be left to the spokesmen of

!uad the Confederates a thousand reasons
lor complaint and revolt, there will ever
irsmain upon theiy rebellion. an indelible
stain i no Christian,, no liberal, will ever
'miereet himself for men who, in the broad
light of the nineteenth century, boldly
avow their desire to extend and perpetuate
Slavery, it may still be allowable to the
planters to listen to theories that- have in
toxicated and destroyed them, bnt never
oan such sophisms oroae the ocean.

mendous efforts of the loyal States to main
tain the national; Integrity:
If to-morrow the south of France were to
revolt abd demand separation—if Alsace
and Lorraine desired to isolate themselves,
what would be not only our right but our

number ol Frenchmen have the right to de
stroy thenational unity, to make a nullity
uf France, to tear to pieces the glorious,
heritage whioh our fathers have acquired

it is noble to defend it, even at the cost of
every species'of suffering and danger l .
Afier reciting- historical fools, showing
that the greaUr part of the territory which
the rebels are seeking to tear from the na
tional domain, was purchased and paid for
by.the Union, thus giving to it the best pos
sible title to that territory, he says:
In eld Europe, where, on all sides, unity,
has risen from conquest, show ns as sacred
a title to property, or acouniry that is more
the common work of a whole people. And
how Is a minority to be permuted to lake
possession of a territory belonging lo all,
and to select the very best pari? Shall a
minority be permitted to destroy the Union,
and put in peril those who were its bene
factors, and without whom it would not ex
ist? If this be not an impious revolt, then
we most aay that the whim of nations
makes their right.
The geographical argument is thus pow
erfully set forth:
It is not merely a political reason that
stands in the way of separation; the geog
raphy, the situation of the localities, oblige
The United States to form but one nation.
Strabo, contemplating that spacious country
which is now called France, said, with the
eertainty of genius, that, considering the
nature of the territory and the course of
the streams, it was easy to see ihat the for
ests of Gaul, inhabited ty a scattered popu
lation, wbjw to become tho residence of a
great people. Nature had arranged our
territory to be the theatre of a grand civili
sation. This is not less true of America/ It
is, to speak correctly, but a double valley,
With an insensible point of separation, and
two great water-courses —the Mississippi
and the Su Lawrence. There are no lotty
mountains that separate and isolate the
populations; no natural barriers, like the
Alpa and the Pyrenees. The West can
not live without the Mississippi; to pos
sess the month of that river is ter the farm
ers of the West a question of life and death,
the United Btates have felt this from the
very first. When the Ohio and the Missis
sippi fere as yet only rivers lost in the
woods—when the first settlers were but a
bandlal of men dispersed through the des
ert, the Americans already knew that New
Orleans was the key of the front door. They
were unwilling to leave it to either France
or Spain. Napoleon understood this. He
held in his hand the future greatness oi
the United States, and he was not averse to
ceding to America all this vast territory in
-order, as he said, to give Eogland a mari
time rival which, sooner or later, would
bumble the pride of our enemies. He could
have dispossessed himself of the left btok
merely, and have satisfied the United
States, which, at that time, asked for noth,
log better; he dui more (and here I think
he made* greet mistake), h* gave up with
a stroke of the pen, regions as Urge.as the
half of Earope, and abandoned all'our
rights aod claims to that fine river which
we discovered. Ere long, sixty yesrs will
have passed since that cession. The Btates
which are to day called Louisiana, Arkan
sas, Missouri, lowa, Minnesota, Kansas and
Oregon, the territories of Nebraska,
Jefferson and Washington, which will soon
be Bi*tes, have been founded upon the vast
domain ceded by Napoleon. Wabout count
ing the elaveholdiag population that de
sires to break the UniZa,there are 10,000,000
otlisens between Pittsburghand Fort Union
who claim the course and mouths of the
Mississippi as haying been .ceded to [them
by France. It is from us that' they hold
their title and their right of possession,
i They have on Uieir side the claims ofxixty
years, oUims consecrated by labor and cht
tivation, olaims which they, have received
as rights fromasolemn eontraot, and better
still, from nature and from God.
His doss is solemn, and severely true;
and oh! how do his, words contrast with
the shameful utterances of men who would
lay their equntiy, bleeding and dishonored,
at the feel of traitors, to save a still more
dishonored party-men who wish-even
Pennsylvania to say to the National Gov*
eminent—" Unless you to the men in
arms against you the right to retain the
services of four millions of loyal people as
slaves, we will fight no more for the
Union ! n —men who, as the writer expresses
it, M have in. their hearts an innate weak
ness for Slavery r
In writing these pages, I do not expect to
convert persons who have in their hearts
an innate weakness for Slavery, jl write
for those honest hearts whtoh allow them
selves to be carried away by Ute sounding
. words of national independence that are
flourished before them to deceive. Tie

could return to tho Union. It is only asked
Aot to break the national unity, and not to

condemn those whose ambition threatens
the most beautiful and patriotic work that
humanity has seen; it is to continue faith
ful to the ead of the war and eten after
defeat, to thosewho to the last shall hare
fought for right and liberty.
