that they are opening the new channel, the

the present ohanneljlihe distance from where
this cut begins to where it terminates is imt
less than ten miles. . This out will destroy

An Important Latter---The Opera
tions of France in America-—Do?
▼elopment of the Views of Loots
Napoleon in a Letter to General
Fotey.
Among the document! in the ** yellow
hoeh* 1 , juit communicated to the French
Chamber, h a letter from the Emperor Napo
leon |o General Fore/, com mender of the
Frenoh troops In Mexloo, which was briefly
alluded to in onr telegraphio'dispatohes jia*
terday. Tho following Is in the most import
ant passage:
There will not bo wonting people who will
ask you why wo go to lavish men and money
for the establishment of a regular government
in Mexico. In tho.present state ol tho civil
isation of the world, the prosperity of - Amer
ica is not a matter of indifforenoo to
for it Is she who foods onr manufactories and
gives tyfo to OUT commerce. We have an tr.ter
to thin—that the Republic of the United
States be powerful and prosperous f but toe have
none in this--that the snoufd seise poneuion of
all theJtexioan Gv[f, dominate from thence the
AntiUee, as well at South America, and be the
eole dispenser of the products of (fie New World.
We see now. by sad experience how preoarlona
is the fate of an industry which is reduced to
seeking its chief raw material in one market:
alone, to ail the vicissitudes ,of which it hab
to submit.
If, on the other hand) Mexico preserves its
independence, and maintains: the integrity of
its territory; if a stable Government is con
stituted with the assistance of France, we
shall haver restored to tho Latin race on tho
other lide-df the ocean tit strengthr and pres
tige; we shall have established oar beneficent
influence in the centre ofyAmcrica, and this in
fluence, by presenting immense openuiys for our
commerce, will procure as the materials indis
pensable to our tadtufry. Mexico, thus regen
erated, will always be favorable to us, not
only from gratitude, but also because' bor in
terests will be in harmony with ours, and she
will find a powerful support in her good rela
tions with the Earopoan Powers. To day,
then, our pledged military honor, the exigen
cy of onr polioy, the.interests of our industry
and of onr eommerce, all make-it a duty to
march upon Mexico, and boldly plant mere
our flag; to establish either a monarchy, if it
is not incompatible with the national senti
ment of the country, or, at s»U a events, a Gov
ernment which promises some‘stability.
From New Orleans*
Gov. Moorej, of Louisiana, 1 has delivered a
message in which be says the receipts ot thb
Slate during the last year were $8,692,179, of
which $1,976,742 came from the sale of six per
cent, bonds ana treasury notes. The expenses
were about two and a half million*, one-half
f«nthe military fund. For the enriting year
the Governor thinks it will be neither proper
nor practicable to depend upon taxation at
all, as three-fourtbsbf the tax-paying portion
of the State is in the hands of the enemy. He
says, notwithstanding this joondition of -af
fairs, the people of Lootiiana willnoveryield.
The sebesh newspapers of New Orleans hare
become very savage since Rutier's removal.
They talk of Abolitionists, and issue frequent
extras filled with- lying news. Ofßoers are
Insulted in the streets, and Union sympathis
ing cititens motive secret warnings to leave
tho otiy. On the Ulh alt., Gov. Hamilton, of
Texas, made a free labor speech. He said he
remembered when there was not a slaveholder
in his native State who would not, in the
presence of all his slaves, acknowledge slavery
to be a great evil* Dnnog the past few years,
the politicians had been at work inspiring
sectional hate and manipulating public opin
ion. He saw that trouble' was eoming, that
he wai ceasing to bee freeman. Rebellion
supervened and intolerant opinions became
domiaant.- He had warned .the conspirator*
utthe beginning;that they, were sowing the
wind, and they are now reaping the whirlwind.
Slavery having been the eause of the rebellion,
mast perish. The hand of God is in the up
rising, aad He will guide the nation through it.
Terrible Explosion tit the Washing-
ton Arsenal.
Abont half past tvo o'clock 6a tar day after
noon an explosion took; place in one of the
large storo-hensei of the Washington arsenal,
by which one man was killed bntright and
several others severely injured— two of whom
eaonot possibly recover.
It appears that a lot of spherical ease am*
munition had been sent io the arsenal from
the 1 Army of the Potomso, they haring been
found useless, on aceonni of defeotire fuses,
and a number of workmen were engaged in
removing the fates preparatory to the inser
tion of new ones of a better quality. To fa
oiiitaU the work, two benehea had been pat
op about the centre of the. building, haring
holes cat in them in which the ammunition
was placed, and the fuses wore then removed
by wrenoh. One of the workmen, baring wira
the fuse on which he was operating down ed
that the wrench would not take hold, attempt-'
ed to oat it out with a ‘/cold chisel," which,
striking fire, ignited the fuse, and the shell
exploded, and seven or clght other shells ly
ing near—some being in the hands of the
workmen—caught from it, and exploded also,
with a terrific dfcasb, the pieces and balls fly
lag in ail directions.
