Timet, who was withthearmy of the Potomao
at the time of the late movement, gives thje
following highly interesting account of the
projected'advance—its promise of success and
the causes whioh oombinod to make it a
failure:

The rebels, anticipating that we would, ero
long, make another attempt tb cross the river,
and that when We did St would be above* or
below Fredericksburg, had distributed a corps
of observation and double-lines vf pickets
from tbejFords of 1 the- Upper Rappahannock,
twenty-five miles above Falmokthf, to Port
Royal, twenty-five miles* below’. They had
also busily filled, up the Interval, jflnoe the
battle of | Fredericksburg, in fortifying every
point available for crossing, by throwing tip
earthworks and-'dlgging rifle pits.
Their j experience at Fredericksburg "had
taught them .the use of these powerful aux
iliaries in bsrriog the passage of a river,
and the amount of work-they have done, in
dotting a line fifty miles ling with improvised
field works, rifle pits, and abattis, is almost

They, have been furthe# assisted in-guard
ing this lineby theknojrlddge that a'crossing
would hardly be attemptevaxoept near one of
the lords' or ghaUows of the river. Ordinary
military prudence would idiotate -this on our
part, for it would hardly do. to put before the
army, injcaae of the destruction of the pon
toons, the frightful alternative of an impass
able stream between ihemigaafi retreat. Now,
there arei only some ten or a doxen of these,
fords, and it is obvious That an advantage'
this puts Into the hands oq tbe'enemy) by lim
iting the number of point* necessary to be
guarded .by them.
, The locality first'actuttly chosen to make
-the crossing, and determined u|>bn some weeks
ago, was-. Skinner's Necfften miles below
Fredericksburg. ' Here G&viver makes a re-'

ple of miles in extant. Tha advan takes of
this position, eaabli&g us to place gunboats
on eaoh side of the Neok, and plant batteries
perfectly dovering, our crossing, are obvious
enough* .{This point being selected, urgent
preparations were ieton foot with a view to a
crossing. - ,•
In the \ meantime, every rood of the river
margiu,bbthaboveand below Fredericksburg,
was surveyed with eritical care. . The result
of this survey was the eonviotlon.that the
fords some distance «hor« Falmouth- were, on
the wholeypreferable to the point selected.' J ‘
The reason of this will become, apparent
from-one or two topographicalconsideration*.
- Following the sinuosities of the Rappahan
nock is a ridge of bills .varying from 100 to
200 feet in height. This terrace Varies in
distanoe iixom the river: margin—in plaobs
ooming down flush with it, and elsewhere
running back for a maximum distanoe of a
eouple of! mites. The iaterral between the
river andtho ridge U a perfectly level plain,
over which- the rivet ‘at one time flowed, Hhe
ridge having, in geological times, formed the
bank of tbe river. ‘lt was this plain over
which ousj troops had to pass, and which. wps
so murderously swept by the rebel artillery on
tho'ocoaslbn of the battle of Fredericksburg,
especially’ on our left wing. It would be wejl,
this, time,} to avoid suob a slaughter pen, anc
the position at Skinner's Neck to
this cardinal objection.

On Mbnday, at one the troops werfi

The crossing was to have been attempted on
Tuesday morning- Information, brought by
our spies and soouts from the other side of tike
rivsr determined a day’s delay; and; at the
last moment, the plan .was.ohanged. Instead
of attempting the crossing at United Steves
Ford, General Burnside resolved- to make '• It
at Banks' Ford—four mile* below—and the
movement was pit off for another day* On
Wednesday morning the orossing weald take
plaee. SWlth tho first gray dawn the pontoons
would be laid under ureotlon of theoorps of
engineers, protected by oar sharpshooters. It

the river and ear linos of communication.
On Tuesday every preparation had been
mode.-' That day Gen. Burnside issued a gen
eral order announcing (hat the Army of the
Potomao was “about to meet the enemy 'once
more,''and that “the auspicious moment had
arrived to strike a great and mortal .blow to
the rebellion, and to gain that decislvo vio
tory whioh is duo ta, the country." This or
der wot read to the men that evening, and
night found the infantry encamped in the
woods within easy speaking distance. -The
>oiitions for the batteries had all been "se
eded. The batteries were at hand, t The,

The bight operations had not escaped the
attention of the wary rebels. Early in the
morning a signal gua-was fired.Dpposite.the
ford, reminding one of that other signal gun,
fired by them on the'morning of Thursday?
the 11th of December, when we ibegon laying
the pontoons opposite Fredericksburg, and
(whioh was the token for the concentration of
the whole foree at that point. : It was Indis
pensable that we should seouro all the advan
tages of a turprite; and, though;our intention
was thus blown to their ears early on Wednes
day morning, we woro, nevertheless, forty
eight boors ahead of them, and with favora
ble conditions should have been able to carry
oar position before they could posBibly|oon
contraG.
Accordingly, a desperate effort was made by
the Commanding General to get ready the
lt was obvious, howevor, that, evoa
;f completed, irwould bo impossible for us,
in the then oondition of the ground, to.get a
single piece of artillery up thd opposite de
cloTlty. It would be neoessary to rely wholly
upon the infkntry—indeed, wholly on the bay

be in strong force, the country is too thiokly
wooded to admit of much generalship, abd it
was hoped that our superior weight of metal
would oorry the day.
Early In the forenoon I rode up to the
headquarters of Gens. Hookerand Franklin,
About ’ two miles from Banks' Ford.; The,
night's rain had made deplorable havoc with
the roads. The nature vf the upper geologic
deposits of this region affords unequalled elo
ments'for bad roads. Tho sand makes the
soil pliable, the clay makes It sticky, and the
two together form a road oat of whioh, when
it rains, tbe bottom drops, bat which-is, at
the same time, so tenacious that extrication
from Us clutches is ali but impossible. :
The utmost effort was put forth' to get pon-.
toons: enough 1 into position to construct a
bridge or two. Double and triple teams of
horses and mules were harnessed to eaoh.pon
toon boat. It was in vain. Long powerful'
ropes wero then attaohed to the teams, and a
hundred and fifty men were put to the task on
each boat. The effort was but little mom
successful. They would flounder through tfie
mire for a few feet—the gang Of Lilliputians
with their huge-ribbed Gulliver—and thon
give up breathless. ' Night arrived, but the
pontoons could bot be got up. The rebels hod
discovered what was up, and. the pickets on
the opposite bank called over to oars that

the same position in the woods they had held

have been a desperate experience—andyet not
by any means as bad as might’ be supposed.

Thursday meriting saw the light struggling
through an. opaque envelope of. mist, and
