The Bute Treasurer : has aoted upon the

proceed to pay the interest without asking
I the Legislature to authorise it. Ton
. will also pereeire by this aot that the
interest is sot only payable in coin, but the
very contingency now upon the country (vis:
the difference between coin and the circulating
medium) is provided for, and the Governor is
ordered to draw his ; warrant for the amount
of the difference or pay in specie, as the claim
ant may elect. You are told that Cur Bute
is asked to treat the legal tender notes of the
General Government as bogus. The Statels
not asked to do any such thing. Does the
Government pay its interest in legal Under
notesT No. Why? Prom the fact that In
Issuing its securities the Government agrees
with the purchaser to pay the interest in coin,!
, and has lived literally up to Its contract.
|By the reasoning of you* correspondent,
the Government would be required to take the
initiatory step of paying its interestin legal

repaUtion of iU issues and oonslsUnoy with
itt agreement in the sale of the bonds. “If it
were not that the lntereit-of the taxpayers

Ur. Champneyi offered a substitute to tho
original bilL Tho substitute provides,
First—That the interest beoomlog dna in
February and August, and thereafter, shall
be paid by the State Treasurer, without any
deduction, In legal tender notes of the United
States. i i .
Secondly—The batiks of tho'Oonnnonwealth

apportioned among thoaeveral banks accord

Thirdly—The banks of the Commonwealth
shall net be required to resume specie pay-

Hr. Grow said that the credit of. Pennsyl

plainer'thia that Pennsylvania should meet
a&j and pii her obligations for which the cre
dit of thej State has been- pledged. Can the
state.be dishonored to those who considered
her credit beyond reproach. We hare no
right to make any. enactment which would
tarnish the honor of the State) and place her
in a condition which would not be. to her cre
dit before the world. Suoh an enactment
should be[ made as will meet liabilities of tho
State aeedrding to the contract which has been
made. Although the General : Government
made paper currenoV legal tender in payment
of debts, who can suppose that any act of the
General Government oan annul a oontraot be

Mr. Vincent said that, In times past, coin
and bank notes were considered as almost
equal in; vain*. The iubstftnte is a repudia
tion in the ’strictest sehse.'7ltl* not the de

of the Legislature to destrpy the banks of the

sion. 'To compel .the banks to pay specie now
would reiult In niter destruction to all busi
ness men of the Commonweal th.' At the tlmo
of tho suspension gold was two and a half
per cent, premium. ’ No one then thought
specie would go beyond fire per cent. If any
had, why the banks would hare willingly paid
the fire per cent., and regarded the action of
the Legislature‘towards them as a farir. W e
now labor under a misfortune, for thd stocks
of our State an greatly below those Vf New
York and Ohio, while they should be equal to
them. This is probably owing, In part, te
the fact that we hare taxed the interest,
bat chiefly because we onoe allowed the stein
of repudiation to rest upon oar government.
Mr. Benedict—Shallthis House make a dis
tinction between landholders and ereryday
creditors? I deny the statement-that the
credit df Pennsylraaia.be tarnished when we
agree In legal tender currency. If United
Sutes laws make paper equivalent to the
payment of debts by individuals, what is the
uiffertfuoe between them and the State T Binoe
last Saturday specie haa gone up in the ex
pectation that khe State, of Pennsylvania will
oo me into the market to buy gold and silver.
A landholder told me on Saturday that he
was willing to take legal tender notes In pay
ment the same as he paid his debts. An act
of Congress made gold and silvern legal ten
