1. I n price. It hit been deemed beet to
fix this at firepence sterling. This form of
stating the pnoe ba» been adopted in pre
ference to cents, because it expresses the
rate te be paid for the cotton here, in a cur
rency which is understood to carry a right
to its Talus in London. Thus, flyepence
sterling would imply a right to receive that
amount In London, or so much of our cur
rency as would be required to purchase
fiTe pence sterling. At the present rate of
exchange, Would amount to twenty-fire
dents. Itia thought that this would not be
too'high a price to demand.
After minutely directing how the edtton
may b* delivered, he informs Mr. Muos
that he has appointed Mr. Janes Spxhce,
of Liverpool, agent “to negoUate for the
sale of fire millions of dollars of our eight
per cent, bonds, if ho can realise fifty per
cent, on them.” He then says, “I haye di
rected Mr. Spkscs to endearor to negotiate
for the application of two and a half mil
lions of coin (which I hers here) for the
purchase of supplies and munitions for out
army.”

showing the enormous rates the rebels are

per cent premium, which makes a bill for

sum a certificate of Government stock has
been issued in favor of Mr.. James Smith,
and will be retained at this Department,
subject to his order, and a bill drawn for the
100 pounds. . . ,
Your letter of the Ist August also ad
vises jf the desire of Mr. James Brown, of
Edinburgh,'; to contribute twenty-five
pounds sterling. I have made the same
arrangement for this amount, and have di
rected a certificate of stock to be issued in
hia name for $250, as we cannot issue for
fractions of less than fifty dollars. This
certificate will be retained, subject : to his
order, and a bill drawn for the £25.

not otherwise; and deeming the ships im
portant to'the public interest, I suggest for
yon consideration the expediency of seat
ing the price, and of pursuing, with refer
ence to payment in ootton for these ships,
