The first section provides that whonoTor
satisfactory evldenco shall bo presented to
thy President that Missouri has, through
legislation,or' other properly ‘ eonstUnted nu
thorlty,' adopted an ordinance for tho gradual
or immediate emancipation of all the slaves In
-IhfState, it shall be bis duty,:with the as
slstanee of the Secretary of- the. Treasury, to
prepare’and deliver to the Governor of Mis
souri, to be usodhy Said State, to compensate
dor the inconveniences produeed by .sueh a.
ohingeof system, twenty-flvo millions IJalted
gtatss 6 per cent.' SO year bonds j provided,
saldhonds shall not be delivered unless the
net of emancipation is: adopted by the Btate
tsithln eighteen months after the passage /of
"this aot - ;’nor unless said aot shall provide
that slavery shall forever coeie in the State
before or on the fourth of July, 1865.
The seoondieotton. provides that, .in case
of the aot of emancipation, to bo adopted, by
the State, shall provide for the perfect man
l junlstioo of all the slaves in the. States
fore the 4th of July, 1866, the President shall
cause the whole amount of. said bonds to be
delivered immediately on the passage of said
aot; but should it provide for the termina
tion of slavery to a later date'than the 4th of
July, iB6O, then eatd bonds shall be delivered
in four instalments, dating from the
passage of snob act to the time flxod for the
termination of.slavery.
The third seoUon provides that on the pas
sage of any Usr by the Bute excepting the
provision of this act and adopting any law
foT the ultimate exUnction of slavery, the
faith ..of. Ore United States and of the said
Statowill bo pledged to'carry ont the terms f
j of the compact, and should the State at any
time after baying received' any bonds, again
introduce slavery or tolerate it contrary to its
eot of emancipation,-the State shall refund to -
the United States principal and Interest, pro
vided that nothing herein shell prevent the
Stota from making any desired changes in
