- A letter in tho New York JYifctme, written
from Falmouth op tho Rappahannock, oppo

“Napoleon once told, me," gays .Jomlni,
“that no knew no method of eoadneting a
war except to' march twenty-five miles a day,
to fight, and then to encamp in quiet.” Qen.
Burnside begins like a believer in that polioy.
Whatever his other qualities, he Is at loast

ile has already Iflspired the army to a rnar
volous extent. .Oncers want to behave that a
great .command cannot move more than six
miles a day, and accustomed to oar old meth
od of waiting a week for the issne of new cloth
ing, or a month for the execution of an order
to advance, ruhtheireyes in mute astonish
ment.
It was late on Friday afternoon when the-
telegraph brought from Washington approval
of Burnside's' plan and permission for
tho army to move. At daylight the next
morning his advance corps (Couch'i)'was
on tho road to Frederieksoarg. Howard's
division was in want of new.clothing; 6«i
did not wait. We'marched ten miles; tho
clothing came up firCm the railroad after dark;
the garments for two brigades were alHssned
that night, and at daylight tke men were
again upon the rc*d, clothed and in their
right minds.
There were very few stragglers behind the
troop*. Geo. Cooab’a rigid enforcement' of
the stringent orders against loitering has
nearly corrupted it.
When nieht eamo on, great fires were bias
ing through the grass In all directions, like
thosowhich sweep over Western prairies. In
this sterile region the lan? is nnfenoed, and
fire, onee kindled in the tall, dead grass,
spreads like a strong wind across a field of
tail wheat. By day you see its black, deso
lating track; but at night It paints npon the'
horiton vivid Tiro pictures of rare, fantastic
beauty.

Oar march was through a sterile, slaty, 1
thinly-settled oountry, its barrenness all the'
more noticeable after the fatness of the land ;
we saw between the Potomsoand Warrenton.
In sixteen-miles, possibly we passed ten resi

The March to Fredericksburg.
Parrotts, at a distance of 1,600 yards,
with the river between us. Their first shells
exploded in the air, immediately over our
guns, but ptoved harmless. Pettit replied
promptly, and< with his usual accuracy,
dropped the iron missiles right among them.
Owes followed suit, and his practise was ex
cellent. The enemy’s guns over-shot, and
their fuses were a trifle too long.- One of
their shells knocked a spoke from the wheel
of one of our caissons; hot tho others all
passed over our heads, and we had no casual
ties whatever.
The rebels’ position was completely com
manded by ours; and when they had fired
thirty rounds, Pettit and Owen made it so hot
for tnem that they all ran away into tho
woods. They afterward rentured out, and,
by great activity, succeeded in withdrawing
their guns to the protection of the forest,
where they finally disappeared. We fired
only six roQßds to the plese before they were
driven out; and then Zook's brigade of Han
cook's division i torched into tbis village and
held it for the n ght.
We have changed our base from the Ma
nkssas Railroad to Aqula Creek and tbe Rap
pahannock. Wt have marched from Warren
ton, forty milet, in (wo days and a half. A few
days will be required to rest the army and
prepare for its grand movement. Bat the old
formula-of “All quiet along the linos" Is
among the things that were.
Bosnia Stats me* do not share the tender
solicitude of Northern Seymoor Democrats
about confiscating the property of notorious
rebels. The Union men of Kentucky are
greatly dissatisfied because the Govommont
does not authorise a contribution to be levied
upon wealthy Secessionists to prevent the
starvation of the loyal people of tho moun
tains and border counties, who have keen
stripped of everything by the raids of Mor
gan, Bragg, Smith A Co.
Mr. Ciuxßox called at the office of tho
Washington Chronicle to say that the state
ment that has gained currency that he report
ed thatjome twenty iron clads were building
in England for the rebel government ia er
roneous; but that the number was bat tbreo.
It appears that two of these throe are not for
the rebels, leaving one alone for Jeff. Davis.

Washington, Nor. 21.—The President’s
Message tt finished. Mr. Lincoln will
argue his emmnclpatjon policy at length in it,
not only li regard to the military Proclama

but. m relation to his gradual emancipation
policy in'the border slave. States.
' Mr. LtnDoln.it particularly rond of adher

Henry Clay was for many years his political
Idol, and nothing in that groat mu’s life

in Kentucky. The speeches and letters of
. Mr. Clay* upon this subject are treasured up
by hlr* Lincoln, and he will be quite likely to
refer tq.them In his message.
’ The subjeot of emancipation Is oonUnoally
