A letter in the New York Tribune gives an interesting account of the transfer of the com mand of army from Qen. McClellan to Gen.'Barnside. It is £at«d ‘'Headquarters of Gen. Franklin, Warrenlon, Va., Nor. 11th: To all who witnessed the farewell of Gea. MoClellan to his army this day will be one long to be remembered. Had a stranger, en tirely Ignorant of the history of this rebellion and the many conflicting Questions of polioy which hare entered into tne conduct of the was for its suppressionj rode his hjrse along the lines of the Army of tho Potomac as it was drawn out this morning from New Balti more to Warrenton, ho would instantly bare said that the commander of this rast force mast hsro achieved some brilliant victory, and yras receiving the thanks of his soldiers for haring skillfully conducted them to it. The morning was all that could bare boon desired for the speotaole. All the elements an artist could deslro to make a grand his torical picture entered into it. The sun, which for the past few days bad been bidden behind dark, cold, ; snow-laden clouds, bunt forth with all the eoftnoes and beauty of a May morning. The mountains of tho Blue Ridge stood out distinot and olear against the heavens j the hills with their brilliant foliage trembling in the slight base seemed tinged with deepor than ordinary hues, the earth and the air all seemed to oonspire to make the day memorable in the history of the .Army of the Potomao. All save McClellan seemed joyous and cheerful. Early in the morning, with his numerous stall, be left his headquarters, Mathias Village, Joined Gouoral Burnside's Staff noar the Warren Green Hotel, and with a body guard of three or four hundred and representatives from nearly all the leading papers of tho oountry, eommenoed reviewing nis army. It had been whispered around last ovonlhg that be was to take a final leave of the army this morning, and all the rank and fllo at an early hour prepared to receive him. No one who saw the Army of tho Potomae to-day would have dared to say it wanted anything from the Quartermaster's Depart , ment to make It more efficient. All the troops had arms, all had shoes on their feet, coats on their backs; all looked neat and trim and well fed. As McClellan passed from one corps to the other battory after battery belched forth its salute. Strain of martial music floated off from the hills, where the long li&4 of infantry were drawn up, and .ohcers upon' cheers repeated, and re-repeated, accompanied by swinging of caps and tossing of hats, and every demonstration ef approbation possible to conoeive of, was manifested all along the line of the army. A few regiments of regulars stood In dumb silence, not because they were not willing to oheer for McClellan, but because they had been led by their officers to believe that if he was removed they would be instructed by them to lay down their arms, or, in other words, to mutiny, and had been disappointed, not having received such orders. No one who saw the ovation eould doubt McClellan's popularity with the oommotKioldiers. His standing with the commanders of oorps and divisions is not, however, of the very first character. I saip: riding by his side to-day Major-Generals who have criticised his gen eralship remorselessly, and in capacity have placed him below bis moot incompetent Brig adier-Generals. Several of these Major-Gen erals are now commanding corps in the Army of the Potomao. Greece* Tho OQtire day has bees spent by Gen. Me- Cioiloo in reviewing the army. Atl except the old 9th Army Corps of Gen. Burnside— which if several mile* is the advasee oq the Rappahannock—were blddon farewell to. Fits Joha.Porter's was the first, and the old corps of Gen-. McDowell's, now commanded by Gen. Reynolds, was the last. Mach mur muring, of ooarse, has been heard all day among the lesser lights gathered around the hotels. Reports of resignations have already gone out. The only prominent names I have heard mentioned are those of Gens. Porter and Franklin. There Is a report to-night that they hare resigned, bat 1 hare not been able to authenticate it from any trustworthy source. Another report, that Gen. Porter baa been relieved of his command, Is probably trae, and is generally reoeived with much sat isfaction. From a most trustworthy source I have it that he has lavored and still approves of the policy of doing nothing until next sum mer. lie has also expressed the opinion that it will bo impossible for the army to advanoe beyond the Rappahannook this winter. This opinion is rendered valueless by the simple faot that tho entire army could be beyond the river by daylight to-morrow morning, if Gen. Burnside would give the order. The Rebels made an attempt this morning, during the review, to oross the Rappahannock at Rappahannock ford, and at warrenton Springs. Geo. Bayard, supported by Gen. Taylor's brigade of infantry, soon drove them baok from Rappahannook ford, and Gen. Stoneman, supported by Gen. Forrero, from Wilcox’* oorps, them baok from War renton springs as tar ha Jefferson, in Culpep per county, and no 4 occupies the village. Ho rebel force of any jlmportanoa is supposed to be ou this side of tlio Rapidan. Our cav alry line is now on Hazel River, a small stream half way between the Rappahannock and Cul pepper. It is not probable that the main body of our army will oross the river In sev eral days. It will take Gen. Burnside some time to beeome acquainted with his army, and to inspire confidence in bis ability to com mand them. With threo corps he is now the Earned commander over oil other*. He is but t obecomo koown to the remaining ones to be equally admired. The mansion of that arch traitor Extra Billy Smith is again guarded by National sol diers. His wife and daughter insfilt our sol diers to their faoea and yet demand protection. Extra Billy was severely woandediin the late battle at Manassas, and then terribly bruised by having a transport wagon run over him on the battle-field. He was brought to bis home in this village, and for a long while it waa thought he would not rooovJr, but by careful nursing he was able last week to be taken to Riohmond to keep from being caplnred by our forces. | The President received a telegram, costing the Government $4OO, on Monday evening, from General Pope, giving the jaw-breaking names of throo hondred Sioux who have been oondomned to be execated.
