'about tieertain Pro,gramine, ihich up to. the
time, of, the, late proclamation of emancipa
tion, was the only plan and shaping of a
polloy of the war to be heard of, or even
imagined, in "well-informed' circles, illu-
urinated by the star-light of West-Point
Generals, his same Major KEY, we are
reminded by a contemporary, was charged
with disloyalty many months ago.- The
charges that were then made, were-of the
most wade. character, and were °imam
..
_stantiallY set forth, first, we believe, in an
Evansville (Ind.) paper, and thence exten
sively copied by the press throughout the
cent:dry. Bet there was no ear of any one
in authority oPeiii ands denounced traitor
was suffered &retain in a most important
:position, down to the -time of -his late tot.
guarded remark, as we have before called it,
which chanced to be reported to the Presi
dent, and very properly led to his.dismiss
--
al at last. -
How much injury, in the meantime, may
this man have - done, placed, as he was,
where he wad :ply the vocation of a spy
with such advantage, in the interest of
those, open . , traitors with whose rebellion
he, a secret traltor, / tras in closest and most
friendly sympathy . !
But, individually, Major HAT is of little
account. As a apy;lo be sure, he was den
geronsi—and we -might well ask, whether
this lenient dealing, of punishing an officer
under such a charge with mere , dismission,
is likely to redound to the safety and wel
fare of the Government and the Nation, in
such a crisis as ,the present?
We rather use the circumstance, in 'a
sense suggested by the name of the offen
der, as a key to the secret of that order to
Which the Major belonged, and of whose
programme of the - war his foolish tongue
wigged so unguardedly.
That such a programme as Major liar ,
spoke of, has been known to be in existence'
—arid not only so; bob has been acted upon
in the conduct of the war by the greater
number ofi, our. Generals highest.in cora
mand—e whole series of converging lines,
both of facts and arguments, prove almost
beyond ccmtroversy. .
That this thrice accursed programme has
cost the nation already' more than a hun
dred thousand lives of brave men sacrificed
in vain, and _an expenditure of treasure
that must be counted by hundreds of mil
lions, equally indisputable facts and argu
ments, with:, their converging lines of proof,
establish.
That thislife-destroying programme was
the solevrorkr Of, that combination of West
:Point generals and Border-State "comer
rvatives,' the ltentacley cabal of back-stairs
privy-et:lnn:sailors, Who once dared to at
tempt to heceme, and for a while actually
believed thenutelves to be, "the power be
hind the throne, More poworhil than the
throne itself,' provel by the unquestion
able factthat both these parties have from
theLveryllatt Alfetritieettionniel together,
and acted the role of military inaction, in
their several assigned parts, with an accord
and mutual defense of one another, so per
fect, so complete, so uninterrupted, that
nothing short of the influence of an under-
Stood and praananged plait could have se
cured such a unity of purpose end concerted
movement of these military and political
fectioati 1- On all the questions that hive
And now we would add a Mud proposi
tion, which we trust will be equally sus
ceptible of proof within a very short time
;—for if so, the above propositions, em
bodying so many humiliating and lament
able facts, will no longer have the import
ance they now have. It is:
That this' dismissal of Major Err is one
of the first signs of a COONTZIL-PIIOCIRA.Mir
which the President has determined shall
change the policy of the war, and of the
generals who are to carry it on--as well as
of the Government in dealing with both—to
the' extent that the polioy Of the war must
be a war4olicy and that the generals whose
progrsiMwm,axe ,different, must folio*

We think the piesident did express his
abhorrence of the West-Point programme
in the dismissal of. Major Kir; but we had
much preferred 'to have seen him armies

tiaitornusly adopted that programme, end

. _ ...,..-.-- . ... _
Chicago .7rffiiiii:writes_. _. _ ... - ..
Theronre . sigcs that the Accord: between
Gen: Halleek anti-:McClellan is coming to
an end. ' The old question -- whether the
Peninsular•ssrmy should have been with
drawn from .Harrison's Landing . is again
brought'andeediscussion by the opponents
t i
of that policy. Vexation is also not un
naturally "felt t the eseape of the rebel
annj across ' Potomac, and their, is die
etatuon ai td. e r re l i gt ; blame lies. On the
one hand, it i a 1 that but for'Oen.
McCiellan's verbial caution, - he 'might
have attacked the.enemy on the -morning
after the battle of Antietam, and put , him
to rout; that he should , have been in a-po
sition to know whether the - cloud of dust
noticed on that day, in-the enemy's rear,
rising from the road that' led to the Poto
mac meant retreat or reinforcement; that,
indeed, be might have won a far Mere de
cided .victory on the , Antietam, had he
brought up , his forces More rapidly or had
he, after the fall of Gen. Hooker, put him
self at the head of the right wing and
achieved the result which Gen. Hooker
meditated, leaving Gen. Burnside to press
the enemy on the left and .Gen. Porter to
support him and to hold the centre. On
the other hand, Gen McClellan's friends
say that his plans were seriously disar
ranged by the fall of Harper'e Ferry, for
which he was in no sense responsible;
thathe urged the withdrawal of Col. Miles
and, failing that., urged the sending to his
support of Gen. Sigsl ; that Oen. Halleck
failed to reinforce him as he might have
done, while suffering thousands of troops
to lie idle end useless, here, at Baltimore
and in the East; that, particularly, Gene.
Heintzelman anti Sigel should have teen
sent up the Virginia hank - of the Potomac
to cutoff the rebel- retreat from Sharps..
burg, if, they, could not prudently have been
sent in time to save Harper's Ferry; that
80,000 troops could have been detached for
the purpose under those generale, who were
anxious.to go and still amply enough men
left behind to garrison the forts, if thatwae
thought necessary after it 'hid been ascer
tained by thorough reconnoissances that
there was no considerable body of , rebels
between Gordonsville and . Harper's Ferry.
