Pretidentiincoin rims the happy tact of
doing the right thing at the right time. We
arejust about to fill out. the Government re
qulaitien tor-troops by a draft. Thanks to
the free .and spontaneous patriotism of our
young men, it will not be heavy ; but in tome
districts the number babe drafted will be con
siderable, and it is in such districts that. the
number and influent's of the eympathisers
with treason and rebellion are likely to be the
.greatest. Such men may, by their language
and sets, endeivor to prevent the execution
of the draft; and they may do so in a man
ner dint worild not render them amenable to
ordinary law. ;tat this proclamation, which
we published yesterday, provides a tummary
military process by which all such treasonable
attempts eau be instantly thiarted, and the
gait partiefpunialied. The near Approach
of the oleatitins in a majority of-the Stetts
intensifies those feelings against the outburst
of which this proclamation_ is directed; sad
the salutary feariehich it will excite in the
breasts of the disloyal will do much to pre
-servo the peace of the community. We are
really under tho partial reign of martial law;
but no loy_al man has any thing to fear.

real antagonist by the throat. All men
know, that slavery is the cause, the root,
the source of the treason and rebellion with
which wo are struggling; and all good men

divisions and strifes removed._ That done,
we shall have peace, and the constitution
will become in fact, as it was intended to
an instrument which has not in it a

in Man.', Yet this will be "the constitu
tion as it. is." It requires no amendment;
but lt.did require. Lincoln's proclamation
to render it consistent with itself ; and the

In the absence of any knowledge whatever

the part of General McClellan. All we know
is; . that the country bee deep cause to regret
that any such breathing-time was greeted to
the enemy, whether from necessity or other
wise. If from necesility, through having run
out of ammunition—as many assort—that
would argue a great lack of foresight some
where. It from mere feelings of humanity
toward a foe known to be so false, wily and
unscrupulous—the country would infinitely
rather welcome in our Generals a little of
that deviltry which bas hitherto enabled the.
rebels so often to chap advantages over us—in
preference to all the morality to be found in a
saint's calendar. We want stnieeis in a crisis
like this. A fig for that false humanity
which—While scrupulously attending to all
'the punctilios' of military etiquette—yields
the palm to our enemies, and lone eight of
that far broader inhumanity involved in pro
longing this war—thereby adding carnage to
carnage, and ,desolation to desolation. Bull
