dent's Proclamation.
When a journal like the New York
World, for eisinple, hoists the Oolong of
the Demooraoy, it is cordons that; almost
simultaneously, its early professed piety
should eo far desert it, as to make it even
lose the show of a decent regard for truth,
hitherto in Dom* measure, though latterly
with some hesitation, maintained by it. In
notieing the Preaident:e proolamatlon, It
says:

"This new proclamation really amounts
to little. The President precast:ea in, sub.
stance, that on the first of next .lentutiy he
will issue still another proclamation, put
thig in force the main provisions of the
confiscation Wit"
Truly,' if the second sentence its the

According to the World, the "substance"
of the proolaination is only "that, on the
first of next January, he will issue still
another proclamation, putting in force the
main provisions of the Confiscation act."
According to the..Preeldent's proclamation,
the "main proitsione of the Confiscation
act" are distinctly recognised to be in force
wow, on the expiration of the sixty days'
notice prescrihsd by the Int Itself—that is
'to say. on and Pier the very date of the
"new proolnmation." Bat it is not its
reference to, and connection with, the "Con
fiscation act," which will make this "new
prochsmatioa" end the 22d of September,
1882, the day it is dated, memorable in our
hletory. The Work; if not more than half
blinded by the Partisan medium through
which its sad necessity, or still sadder per has forced it to look at things,
would aft that. the "substance" of "this
new proclamation" is not in what it decides
about "confiscation"' tit all, but in what It

former, It decides nothing but what Con
gress had decided biargro—nor does it pre
scribe anything by way of instructions to

it is very different as to the latter. It cites
the additional article of war, passed by

"An act to suppress insurrection," eto.,
