breakfast; in company with some rebel
officers, I got into an argument with one of ,
..them—a Major Yost--in relation to the
ability of the rebels to capture Harper's
Ferry. I insisted that one hundred thou
sand men could not capture it if properly
defended; upon which the Major asked me
how many troops I:suppose& were defend
ing it? I atutweted not less - than ten thou
sand, who, ; if they were nut sheer poltroOns,
could defend it against the. whole. rebel
Re insisted there were not so many, and
I as stoutly Maintained that there were,
adding thatl wan, there myself but' four
days since. At t, : point, his vanity, per
haps, olereame his itriidence,, for, being
determtned to maintain the position he had
assumed, he said, "It. is but two days since
I left it l' Being astounded, at this reve
lation, and iv - Wing to hear more, I mode

was, in cOmpany_with 'General Miles two

Monday or Tueriday,) that ho bad, in com
pany with that officer, walked all through
camp and had seen the forte, and go

He then began to repeat some conversa
tion heeled!' him and General Miles, and
elated that Miles said be did not know
what the d-1 he was kept there for • that
he was of no use, and if attack ed, :hat he
would surrender. The Major then - care
lessly added that "Miles was a first-rate
fellow, but that if be had a bottle of whiskey
beside him, everything might, for all he
cared, go to the d-1."

astoniehed every one, as there seemed to be
no abeseion for any such desperate meas
ures. I was present and aided in the re
moval of the two pieces of artillery and the
commissary stores two days after, and
there, was not an enemy nearer eh/nide
miles. Many hints were thrown out at the
time wins the causiof such extraordinary
orders, which generally resulted in the con-
elusion that Miles was not -to bo trusted.
Accordingly, after having heard what has
I been already related, I concluded it to be
my duty to transmit •what, I knew to some
one who had diffident power to remove or
supersede him, and I finally concluded that
the best thing to to done was' to write to
his Excellency the President, acquainting
him with what I heard.
I accordingly wrote a letter, addressed to
the president of the United States, but,
after having written it, I had no means of
`transmitting it. I craved a few of the citi
zens of Middletown, whom I knew, to be
Union melt, to ride with the letter to the
next toWn, in any direction, I cared not
what, which had a mail communication
With Waehington. But all to no purpose;
they were either afraid or apathetic. "
I compelled, therefore, to abandon
the design and let things take their pourer,
and; the country is but too painfully aware
what that has been. MajorTost,l learned,
was a resident of Leesburg, Virginia. lie

to the dead; our correspondent's account
is circumstantial, however, and it is no in. ,

doubt that the sudden and' swift raising of
such a vast body of Pen nsylvania State
Volunteers, (75,000 men,) and throwing
them on the Southern border of the State,
has had a great deal to do with cooling the
rebel desire fora march upon Baltimore, or
an invasion of Pennsilvania, and, may have ,
had not a little to do with their • tight out
of. Maryland. These volunteers were this
week crossing over into Maryland to pro
teot their own Blau,, by noting as an im
mediate, supporno the National army; and
in'any a contingency widen might have
arisen, such a tremendous force might have
decided the fortunes of the day.
A very large proportion of this Pennsyl
vania army was from the rural district"
and the villages, and was composed of ,
hardy fellow. thoroughly, familiar with
shotgun andtifire olive whioh has not
entered upon thie war in any such number
in the Northern States .as the came class
het done in the. South and Southwest.
They were milled out in the South by in
vasion and it has been threatexutd • inva
sion which has called Ahem to 'arms in
Pennsylvania, as well as in Ohio and
other Free Buttes. Formed into compa
nies and regiments, a very short time
makes nob men fit for actual service in
the field.
Oen. Lee did not expect to have this
vut additional army to contend with when
he entered Maryland. . His blows were to
be so quick and heavy as to paralyze the
North, and induce. IL to accede to terms of
submission or disunion. But the people of
Maryland failed him; Baltimore was too
hard a nut for him to crack; Washington
was securely defended by an army twice as
large as his own, and a loyal host sprung
out of. the 801 l of Pennsylvania that VIII
almost sufficient of itself in a few weeks to
I annihilate his ragged-rebels. These gal
