Hallebk said that Pope had made no military mistakes through the whole campaign, from the , Rappahannock to the defenses of Washington 1 And on the same day-a member of the Cabinet declared in my hearing that the Government would I certainly tie nothing against McDowell be cause they had not the slightest evidence tending to impeach his conduct,as a patriot or a soldier. But, through this partisan clamor, which the friends of some of our generals know so welt hew to raise against their rivals, both Pope set McDowell had , been made so excessively 'unpopular among their soldiers-that the interests of the Bar rio demanded their transfer to other com mands. That Is the whole secret of the change. The appointment of McClellan to an im portant command was equally the work of the soldiers—the first beginnings of the control of the army in public affairs of which we have . had so many predictions, and of which the history of othor nations affords so many examples. Five days be fore his appointment to the command of the ethane of Washington, I do not believe it was the intention to leave ®iment under his command. But the army came back from the horrible blundering which some- body's laulti had brought shout, with their confidence in their Generals completely de stroyed. The Government cast about for a General who could command the confidence of the army. It could,find none who so well combined the necessary requisites ea McClellan, and so it took him. That I be lieve to be i the simple history of the extra ordinary change. I say nothing of the wisdom of that. choice. We had Heintselman, and Hooker and Sedgwick—we had a whole host, of veterans who had won, by gallant service in the field, the honors they bear; and who, though lacking the adventitious arts that lake/zee among the Rollie* equally command their honest respect and confidence, If it was a delusion of the President, therefore, that the re-appoint ment of McClellan was a necessity, it was a bitter one. Let that pass. He realized the necessity of prompt action now, and premised to do his best. Said the Senator, "McClellan is confident. He told me last night he thought he could whip these fellows now, and that he had determined to do it, or go down with the army of the Potomac, in a way that.the country would have no reason to be ashamed of them. He has every mo tive for trying to make good his pledges, and if he -can only succeed, - I too, say, 'Hurrah for McClellan.' " It would be for. tunate if McClellan's partisans were as generous in this respect as his opponents. VIZ 'SECRET 07 IeCLELLANII POPULARITY The secret of snob popularity with the troops as McClellan has, is simple. Be takes pains to be popular. In no unkind or carping spirit, be it said—he plays the 'demagogue, with his soldiers. Every suc cessful General in the field, to a greater or less extent, does the same. . There= have been a few unfortunate things in McDowell's career that started him down. Then there was nothing in his personal presence to remove the unfavora ble impression that had been created. Ile moved among his soldiers as rigid and an. bending as though he belonged to a differ ent alarm and had no sympathies in com mon with them. It was the old army bear ing carried into the volunteer service un changed. McClellan, more wisely, changed it.
