federates between - Manassas slid Washing
ton, and reached , Arlington 2.1340115; with
' the wreck of his army. ,This story lacks
uonfirmation, but it comes from so many
.quarters that:We fear it.: 00311.5 1 / 1 3: but too
much truih. We know from the Northern
Press that it was the intention of their
Generals, if defeated on the Rappahannock,
to retire to Arlington,Heights, there to re-
new the war of the spade, and reform their
broken legions and new lines during the
Winter. But it was the hope and belief of
the country that the arrangements of the
Confederate leaders had been such as would
have completely foiled that Om. If the
news of their successful retreat to Arling
ton Heights is confirmed, it will be another
of those many disappointments which we
have had to support, much resembling and
nearly as great as the escape of McClellan
after the battle of Cold :Harbor and Mal
vern HU •
But if it is indeed true, we hope that our
foes - themselves will be diaappointed in
their expectations of a siege - of Wishing
ton: The chief ,ioristi•ttf the IstoTido - ries I
is not the possession of , that bat _Ale
opportunity which they would seem; to
afford for theoommencementof an affensife
campaign in the- enemy's < country. The
apture of Washington-would peoduce. an
immense sensation, but if unattended by
an immediate-advance into Pennsylvania,
and a menace of the Northern capitals, it
Is Impossible to say that . the stud sensauon
would be altogether and necessarily to our
advantage. It Would be a prodigious
.mor=
tillcatiop to the 'North, but would not cost
it a fatal ; or even a serious loss of strength.
The moral shook 'might. possibly occasion•
negotiations for peace ; but, if the Northern
people possess any real courage, it would'
more probably result in "a general rush to
arms. Possession 'of Wa shington is, only_
desirable as'the open door to invasion; and
it it is effectually closed against us by the
occupation of Arlington, we hope that this
precious season will not be consumed in
picking the look or battering it down,
while the wall is full of _breeches through
which we may pass as-well.
Lesson indicates that the aim and object
of the Confedentey at this stage of the war
is, should be a transfer of hostilities to -the
enanfe soil. It is in fact a matter of neces
sity. that we shouter do so. It is difficult to se*
hoto'an 'enormous. army C. 271 is subsisted in
Noriliern Virginia during the coming Winter.
Everything that it consumes will have to
be transported there from. great distances,
for it is nowliterally an army' in the des
ert. Few who have not visited it know the
extent to which this unfortunate portion of
the State h4.been desolated. At the end
of eighteen months it has been reduced to a
condition niii- rly resembling-that of Middle
Germany, after the' thirty yeare . war: The
drums and trainplings of three conqUests
have'not produced elsewhere the ravages
and waste Which the struggles of the
Southern and the Northern boats have
caused in-Plidmont Virginia, during .the
past -and present - Summers. It will take
one hundred full years to restore that
country to the condition in which
the war - found it. Deserted as it
is by the majority. or its inhabitants;
it is not easily perceived bow the
scattered_
- remainder of its peculation hope.

• Even if that difficulty could be overcome,

time in. protracted operations for the pos
sesnion of a frontier city, unless it desires
to lose the only opportunity:mn:lake a real
approach to the end of the war that we
have had since the beginning of -it Such
a delay would be all that the enemy could
now desire; forit would give him just the
time, necesaary to organise and bring up
his new army of six hundred thousand
men; and while Washington should be
neither clearly_lost or won, buts prise still
at stake betwOn the two countries, the
difficulties of_saiaitig — that new army would
be greatly alienated.
If we cannot take Washington by *am
de main, it must be left to take care of itself.
The true goals of our course are the deliv
erance of Maryland and the invasion of
Pennsylvania; and ,it we ever have an
honorable treaty of Peace with the United
States, it will be signed on"the enemy's
territory, and not on our soil.'
War is a game of chance, and in all games
of chance , there are unaccountable rune
of good end tact luck. In • the latter part
of last Winter and in the beginning of, the
Spring, we had our season of evil - thrum.
Miahap succeeded 'mishap, loss followed
lass, end . disaster pursued disaster in a
melancholly series so long and unbroken,
that the Confederacy could Scalise the sen-
sations of Macbeth, when he asked
thy line stretch out to the crack of dcioml"
The tables'are now turned; - the -- ctuds run
the other way. The North has now ita
mai season; while the winter, of our dis
content is turned 'to . glorious eurnmer.
Splendidly victorious in Virginia, our first
organised- advance into Kentucky is also
marked by a success even more brilliant,
though of less magnitude. The battle near
Richmond, Ky., although ten thousand only '
of the enemy were engaged, is one of the
Most encouraging incidents of the war,_ if
the report which the telegraph brings is
indeed true, that the Kentucky regimenta
which the enemy had raised by couipnlitory
enrolment, marohednver to the Woof their
compatriots to deliver up the'arme which
' their tyrants had forced into their hands.
A largo portion of tho new levies of the
North are be drafted from the oppressed
Copulation! of conquered Southern States
--Maryland, Kentucky, Missouri and Ten
nessee. We now know' *hal these treops
will be worth to them and to me, and can
indulge the hope that they will organise,
arm, and equip: as zany_ more regiments

weaken the impression that it leaves. But
