THURSDAY 11ORNINCt, BEPT. 11 This General has now taken the field against the rebels w;th &magnificent army, composed of veteran and highly disciplined soldiers, and of new regiMents, well armed and equipped, which haie had - -hut a few weeks training, but which are made up of the finest physical and moral material the world over saw. This army is commanded by able and experienced Generals, such as Burnside, Sigel, Suinner, Franklin, Porter, Heintzelman, Hooker, Reno, McCall, and others. The army -is welrfoundln every respect, and • the tqen are burning to wipe out past disasters.. _ The weather is splendid, the roads are good, the theatre of action is a brilliant oat. It is near the great cities and centres -of the country. All nations are looking on, while our own people await events with the most breathless anxiety. The auda -Claus foe, apparently in derision of his op ponents, has throtrn himself into a posi tion of great strategical danger, and in vite, pitnishmerit for his rash aggressions. -- Every circtMastance conspires to Amuse all the latent energies of a man of enter- prise and genius.. McCtEman lost- hie reputation by his inaction before Manassas, and by his failure on the Peninsula. The foriies of war have afforded him a grand opportunity o. retrieve hie reputation,:and I I achieve afa e any man might be proud of. The go - eernm i ent has generously given him a brilliant 'ciiiportunity of atoning for past, mistakee, and of fixing- his reputation an , a stable' foufidation. Will he dol it. IS great occa sions inspire men of superior intellect, Mc- CLELLAtt wi certainly be inspired, unless he lacks e first' qualities of a great general. The Crisis of the Hour. The object f the rebels in crossing the Potomac may be to draw our army from its defence( before Washington, to enable another body of them to assault that capi tal; or it may be to make a predatory in cursion on a large scale among the richer towns of Southern Pennsylvania; or it may to make a sTrke at Baltimore, with a view to .the long-threatened emancipation of that State from loyal control. Our im pression is that they mean.. 4 ,to attack Wash ington; for it would be the height of mad ness to attempt the serious invasion of Pennsylvania, which state alone is power ful enough of itself, When aroused, to crash their army ; ; and it would be scarcely less mind to march upon Galtimore, which is commanded .by mortar boats. and heavy forts, unless they wish to doom the city to destruction; But the political metropolis, if not their easiest, is their most important prey. There our immense stores of ammu nition and subsistence' are collected, there are the officers of the Administration, whose capture would • temporarily destroy the Government, and there 'the representa tives of foreign powers are present to recognize the government de feto t what ever it may, be. Washington, which we have so laboriously defended on the Vir ginia side, is accessible on the, reverse, and, our armies once beaten in Maryland, Lee would find little obstruction in snaking . good his boast that he would soon dine •at Willard's HoteL But whateser the plan of the rebels, eitetlier it looks' to Pennsylvania, Mary land, or the District, they have: placed themselves in a position which can be turned to their - own ruin if our military and civil authorities act with decision and energy. They have- put themselves far away front their base of supplies; for which they must now depend upon the country they are in, and they have behind them and in flank a powerful army at least equal to their own, or, according to - other reports, double their nambers. They have, it is true, the prestige .Of recent victories, and the impulse of desperation. But we have constantly increasing. new levies— the consciooeuess that our homes are -In vaded, and en eager desire on the part of thetroops to wipe out the disgrace of re cent defeat,. Everything conspires, indeed, togite'the advantage to the loyalists. The' opportunity id thus once more given to our generals to redeem the Cause of the Union and their own reputations. If they have a partible of the proper enthusiasm ; if-they mean the Union to triumph; if they fight for victory, and - not'for mere political ends, they will never allow the armies of ,the revolt to seeress the Potomac. With the immense numbeit of stalwart men at their-command, rtaly equipped, well sup plied with ammunition; and in direct -con tact almost-with their base, they can not only drive. Jackson .to the _wall, bat pit him entirely. out of condition to fight again. Either they must force his troops to our. . render, or so scatter them .among' the mountains that they -will not be able to ,rally this side of Richmond. BBLTIMORi, Sept. 9, 1862. The intelligence we have this morning indicates that our surmises yesterday, that a division of the rebel army had taken a western route towards Hagerstown, were. correct. We have now tidings that Hagers town is occupied, and that the great body of the loyal citizens have been compelled to flee towards Chambersburg. When the enemy moves from Frederick towards Hagerstown i t isvirtually turning his back on Baltimore and .Washington, and movinglo a point where be can reach the Potomac river at Williamsport by a march of but seven Whilst his infantry has partly moved West, his cavalry is scouring through the border of York county, Pennsylvania_, and it may well be imagined that/ destruction and devastation is marking the line of his progress. It is to be hoped that some of the rebel : sympathizers, Of whom there are large numbers in York County, will learn the madness of the insanity by which they haie been bound, and that they may suffer at least equally with their loyal neighbors. POSTON!OF TIE ENEMY As far as we can ascertain, the Bois of the enemy extend: in the direction of Wash ington to Seneca Creek, on the lower river road, which is five or sit miles this side of Poolesville, and not more than twenty-two miles from Washington., The Intelligeneer of this morning says: • "By - persons from Rockville, yesterday, we learn that theinsurgenta in great force, occupied the western bank of-Little Seneca Creek, from its mouth tik, the Potomac, 22 miles above Washington, to the public stage road at Middlebrook Mills, a line of some ten miles. • _ • "Middlebrook is about eight miles west; of Rockville,' on the turnpike road, between Georgetown- and' Frederick city, and about twenty-three miles froni Washington. "Gen. McClellan passed .through Rock ville on Sunday night, halting there a short time to rest and refresh himself and horses." We do not hear of 'more than a rebel cavalry picket on•the Baltimore road, near New Market on the turnpike, and Monro via on the railroad. • Gen. Burnside was said yesterday to be threatening the enemy's lines near Hyatts ville which would indicate that they had retired from Middlebrock, some sit miles towards Frederick, on his advance. The train of cars from York this morn ing report that the rebels had not yet en tered York county, though they were:re ,ported in force at Enimittsbnrg, directly on the line, and not more than eight miles from Gettysburg. , As to the reports concerning their ap -preach to 'Wean:duster, we, learn by the cars this morning that the nearest ap proach to•that • place was the stationing of rebel pickets siz.miles from Union Bridge. There was no signs of an advance in that direction. -- That the rebels intend to advance on Gettysburg there seemed to be no doubt. There was no rebel troops or pickets yet at Hanover, though they were reported to be not many miles distant. The Feeling in Baltimore. The Baltimore American, of Tuesday,sayu The rebel chiefs have boldly come into the lists, have thrown down the gauntlet, and our own are bound to take it up. Bet ter thousand-fold this condition of things, with the Government and people—if arons ed—ableutterly to crush the rebellion, than the old waiting, the old standing off, both armies perishing piece-meal by sickness, by picket firing, by waiting delays. The Government-and the heads of the army cannot be • tensible to the advantages thus the within their reach; they will nut fail to move with the needful promptitude on the adventurous foe. It was a reported saying of the old. Napolec;n's, that "the rea son why he always beat the Austrians was because they did not know the value of half an hour Can our Generals need any further • lessons than those already given again and again; to make them equal to the splendid opportunities now offered them to Baia the Galen by overwhelming the rebel host which has placed itself in their very grasp 1 But, suppose it pusaible, that we are mis taken in the belief that, the invasion of Pennsylvania is the main object of the rebels; suppose rather that...the purpose is to moven° further northward, but instead, of this a visit to Baltimore, with the pur pose of coercing us into the rebel Canted army I Will they succeed? let tie see. The sights and sounds of peace are all around us as we write; the laden cargoes slowly lumbering' along the street., the - careless pedestrian saunters along the pavement as in days j long gone by. To-morrow may reverse all this; but we have faith as yet, - strong faith, that the storm will be averted; will pass us by, to be in the far future'but a terrible mihnory aa it disappearnforever. Then let us have hope and trust. If we are weary of contemplating war and its devastations, if we earnestly hope for peace, let us re member that those who have constituted themselves our enemies ; and the enemies of our noble system of Government, are not less so, to say—the least. They are worn, weary, and desperate. With their great army beaten, they_will never raise another of like proportions; they will be constrained to give up a contest it was madness to begin. Let us hope, then, that peace is at hand, despernie as seem the chances of to-day; let us hope that there is goodly promise in the approach of to morrow. General Banks. General Banks commands the fortifica tions of Washington in the absence of Gen. McClellan. General Wadsworth is still Military Governor in the District, this change making no difference with his posi tion. General Banks is at Willards, and has been sought by hosts of old friends to day.- He would have proceeded with his division up the river if his health had per mitted. His physicians were imperative. His injuries received in the battle of Cedar Mountain were of such a character that he requirSs rest and constant medical atten tion. The responsibility of the command upon him is great. Tho defence of the capi tal may become a serious matter at a day's notice. It is still the favorite theory of some of OILY military leaders that the com ing over into Frederick isa feint to draw our best troops off. This is hardly reason able, however, and scouts and paroled pris eners arriving here from ;Poolesville and vicinity bring such positive statements of a very large rebel force on thin side of the Potomac that it is Impossible to discredit them. The highest estimate made by any intelligent person who has actually Been the troops is 10,000, and the smallest 20,- 000, leaving a very wide margin tor (mute settlement when further facts shall come in. Tris canals of New York have yielded a total of $4,800,000 in tolls during the fiscal year ending on the lia instant. For the year ending with the close of navigation .nett December, it will probably be fully $5,000,000.
