and abput 400 killed and wonnded. .
The endmy haring failed in this, now hurl
forward their forees with impetuosity, and
•trivw to outflank Sigel,-by crossing at
French's; Ford, but Gen.; Pope orders up
Bank* and Reno to the aid of.Sigel, and , the
enemy U again repulsed and mores higher up
the river/ Bow the next attempt of the en
emy succeeded I hare not yet learned.

Be it enact'd by the Senate. and Bouse of
Representatives of "the-Vniied Stales of Amer
lia in Congress assembled, That there shall
be established in Uie'Navy. Department the

. First.' A Bureau of Yards, and Pocks.
. Second. A- Bnrean of Equipment and
Besruiting. i 1 .
Third. A Bureau of Navigation.. i
Fourth. A Bureau of Ordnance;
Fifth. A Bureau, of Construction and
Bcpair. - - ' .

the President of the United States, by and
witktho advice and consent of. the Senate,,
shall appoint, from;, the list, of -officers of
the' navy, not below the grade of com
mander, a chief for each of the Bureaus of
Yards and Docks, Navigation, Equipment
atid ' Recruiting, and of Ordnance,, ond
shhildn.Bke inanher appoint a chief of the.
Bureau of Construction. and. Bcpair, who
shall he a'ekillful hayol conatruOlorj -and
shall also appoint a; chief of the Bureau
of Steam ‘Engineering, who; shall ;bo a
skillful'engineer, hud be ‘selecUd.from the
llat' of cMhf .engineers; of iho navy ; ond
shall.also appoiut a ohief of tho Bureau of
iMedioine and Surgery; Who Uiall he jsclecled
from, tho list ‘of surgeons of the Navy,- and
a - mhief rofther Buro au of PrqvisioM and
Ciothihg, who shall lie selected from the
list of paymasters of the navy of not less
than ten years’ standing,. each of which
chiefs of bureaus shall ’reocive. a. salary of
three thousand five hundred dollars.per
■annum, unless otherwise heretofore pro
vided for by law, which shall bq in lieu of
■ all other ednipensaiion "whatever. The said
. chiefs of bnreauß to hold their said offices
for the term of four years: Provided, That
nothing herein contained shall be construed
to effect any provisions heretofore inado by

the. Secretary of the Navy • shall appoint
the following clerks and other officers, to

Navy,* a chief clerk, who shall reoeive a
salary of twp, thousand two hundred dol-

eighteen hundred dollars, who shall also be
disbursing clerk with a ealary of two hun
dred dollars; fivo clerks with a salary of
sixteen hundred dollars each; three clerks
with a fourteen hundred

nine per annum; one as
sistant messenger at seven hundred doj- 1

For the Bureau of Yards and Docks, ,
one civil engineer, who Shall receive a
salary of two thousand dollars, one chief I
clerkateighteenliundred dollars, one clerk
at sixteen, hundred dollars; three clerks at

man at fourteen hundred dollars, one clerk
at twelve hundred dollars, one messenger
at.eight hundred and forty dollars, and
two laborers at six hundred dollars each

For the Bureau, of Equipment and Ke
erniting, one chief clerk," who ehall receive ■
a salary of eighteen hundred dollars, two
clerks at a salary of fourteen hundred

hereby authorised to nominate, and by and
with tho advice and consent of the Senate
to appoint, a judge and also an arbitrator
on the part; of the United States to rtaide
atNew York; a judge and aIBO an arbitra
tor-to reside ntSiorra Leone; andajudge
and also an arbitrator to reside at the Cape
ofGoodHope: ,
See. 2. And be it farther enaeUd, That |
the said judge at New York shall be paid
attho rate of two thousand fire, hundred
dollars, and the said arbitrator there at the
rate'of one thousand dollars a jeer, and
the said judges at Sierra Leone and the
Cape of Good Hopo shall be paid at the
rate of two thousand fire hundred dollars
a year, rtapecliTely, and the said arbitra
lois at these two placeß at the rate of two
thonsand dollars a year, respeotirely, the
said salaries to begin with the acceptance
of their commissions by the said judges and
arbitrators respectively.
Sec. 8. And be it further muted, That
the judge of the conrt at New York, whose
appointment is authorised by thin act, shall
hare power to appoint a clerk or registrar
to the Baid court, who shall rebeiee such
fees (hr his serrices as are allowed by tow
to the clerk of the court of theUmted
States Tor the southern district of New
York for similar serrices; and it nlisll be
the duty of the marshal of the southern
.district of New York, end he is hereby eu
thoriied-to eerre all processes and execute
i all orders and decrees of said court, for
which ho shall be allowed fees in the die-
I cretion of the judge of the said court.

all acts and parts of acts of Congress in
consistent with the stipulations or tho
