Oar government lately agreed to a general
exchange of prisoners, on the basis of the car*
tel of 1812. Ib accordance with this conven

upwards of three thousand 'rebel prisoners.

Makall, Pettigro* and Gantt, with Commo
dore Barron, Capts. Mitchell and Kfibnon,
and a host of inferior offloers of both army

give up such notorious traitors as Bdckntr
and his associates, confined in Fort Warren,

Tho perfidy of the robot government, in refus
ing to carry out their agreement, is 'without
example, and will excite throughout the loyal
