tion, he deals with it in its financial end
military aspects, and as he himself ap
proached the consideration of it, as follows •

these, time is an essential element.

spent. At the best, as much more is lilcely
to go. T.wo thousand milliens or upwards
Is not an improbable total. That is half
the national debt of. England; and the in
terest on it (probably at almost double the
rete she pays) will make our annual bur
den nearly equal to here.. If the war lasts
three yeare .longer, these figures may be
doubled. It must not last three years
longer, unless we are willing to risk na
tioual bankruptcy.

By concession ? Xliat is no lender in our

concession to the South; nothing more.

port, a voluntary system, of gradual
emancipation—not at ail an unlikely move

throughout Europe will be with the South
and will sustain 1 any action in her favor!
Think, too, in such an eveiti, how false
our/positionl how low we shall have fallen
in the eyes of the world! how unenviable
tho place we shall occupy in history through
all time 1
It is idle gasconade to say that, thus ait
nated, wo can defy Europe. Eet the South,
by conceding emancipation, secure the
sympathy and the permanent services of
1 her four millions of laborcrert), without
action of ours; then throw into’ the scale
against us tho thirty millions of England
millions of franco—and who
shall E&y how many tens of millions bo.
Bidet ?«7‘&&d 'wh&t chance for success, or
for reputation, shall we have, struggling
for nothing nobler thanl solf-existence, in
equivocal attitude before the world, matohed
against opponents who shall have fore
stalled ns and assumed, the initiative of
progress? J
Whilo the contest assumes no higher
character than that of a portion of a great
nation- desiring a separation from tho
mother country and forcibly casting off its
authority, what more sympathy can we ex
pect from Europe than we ourselves gave
to Spam when she lost Mexico, or to Mex
ico whon Texas struck for independence.
Until the issue ischangcd, so that the great
question of human liberty becomes involved
in it, we must expect from European pow
ers attho best only indifference; coupled,
probably, with the feeling that as Mexico
sucoeeded against Spain, and Texas against
Mexico, so will a Southern Confederacy
finally maintain itself against us.
After thus ably and justly disposing of
the question in its relations both to our
domestic and foreign policy, l ha eloquently
and forcibly gives the “ sum of the whole
.matter in the following, 'which wo cannot
persuade ourselves to abridge;
-- That a declaration of emancipation was
not issued a year ago; 1 do not regret.
Great changes must miiuro in public
opinion before they can be safety carried
out. Extreme measures, to bo justified and
to be effectual, must often be proceeded by
I long tried conciliation. Yet in national
emergencies it may be as dangerous to dis
appoint as to anticipate public opinion.
And I confess my fears for tho result if
deotstvo measures are longer delayed.
. Stand whero we are we. cannot; and to
go on is less dangerous than to retrace our
steps. Ife ought never tblhave proposed
emancipation with compensation to loyal
blare owners, nor deolared to the disloyal
as by law we have, that, their slaves’ehali
bo liberated, without compensation, if wo
did not intend to follow out the policy wo
commenced. We have incurred the odinm;
let.ns reap the benefit.
Nor do I perceive how wo can free tho
elsves of rebels, yet reasonably expect to
retain slavery in the border. States, even in
oase they persist in refusing the offer ef
the President, Having intervened so far,
extirpation of slavery, the! only effectual
policy, becomes the safest also.
All men in (he North will.; not acquiescs.
Lcither did all acquiesce. [when tho war
was commenced; yet who that is loyal op
poses it now 1 , And what would have been
the result had we waited, ere we com
menced the war; for unanimity ?
Some will fall off. So ho it I There is
small loss in that. . And there is some gain.
Better an open enemy thin a worthless
friend. It is time that men were taking
sides. As things now stand; I eee no ose in
conciliating the half loyal, iHe who is not
for us is against ns.
I think tho people are ready. I beliova
that tho loyal oitixene of tie North, with
such email proportion of exceptions as in
radical national changes most bs disre
garded, are to-day prepared for emancipa
tion. They have.paid forit in treasure, in
Mood; not by their option. They feel that
the sacrifices they have made, and iiave
still to make, are too vast to havd been in
ourred, except in purchase of agreatpledgo
of perpetual safety and peace.
Befleoting men feel, too, (hit suoh a
pledge is a national, not merely a Northern
necessity. The South, exhausted and suf
fering, needs it to the full as much as we.-
She wUI eoon perceive, if she does notal
ready, that' two : parts ef one nation, or
even two, coterminous nations, can never
again exist in amity on this continent, one
slave and the other free. She cannot but
see that fngitive.slave law difficulties, if no
otters existed, wonld euffice re present this.
_ It is not tho question whether a paper
declaration, ready issued, will or will Sot
be followed By a .thonsand practical diffi
culties. The uprooting of an! ancient and
gigantic abuse always involves such. Nor
should we be called upon to predict in ad-'
ranee (for who can entirely foresee ?) how
each of these will be ultimately eolved
The true question is, whetherigfeater diffi
culties, even insuperable ones,j do not beset
any other polioy, Pressed home as wearo,
to avoid obstacles is impossible. lYe can
but select the least formidable. The lives
of tho best of us are spent.in ohoosing be
tween evils. ...
When dangers surround u«, we most
walk, in a moasnre, by faith: Lot us do
what we can, and leave to God the issue.
We may best trust Him when wo enter his
jmUi of progress. Ho aids tboso who walk
I feel assurod that final success awaits

other road out of the darkness.
