A''faction, who hard blindly made them
aelres tho partisans of a .certain General, to
whose delays all oar rercrsos are justly
chargeable, have been once more attempting
to forestal the judgment of the publio in ref
erence to the reported critical oondltion of our
affairs at Port Royal, owing to tbft threatened
advent of the rebel ram Fingai and a floating
battery, now said to be ready to attack our
fleet in those waters/and raise the blockade.
Instead of blaming the. Navy
whose administration puts to shame the
Generalship which ibis evil-minded faction
has devoted itself to sustain, at all hazards to
the publio cause, and of course withouttholeast
regard to truth, the proper sulyeet of blame,
if there was any sense of justice in the case,
would again be the same—delay—delay
which has required, not only the Monitor and
the rest of tho James river fleet to remain for
the protection of strategist, but also
snob an additional number of vessels from tbe
blockading fleet of tbe Southern coast, as
leaves the naval force there so much weakened,
that oven with the heroic Com. Dcpont to rely
on, wo cannot but consider the situation of
our blockading squadron as exceedingly criti
cal. One thing is certain that the Navy De-
I partment is pushing on the whrk of bailding
I tbe new Monitors and ram# with an energy
i that has no parallel—3oo and 400 men being
kept at work on each of them night and day.
Instead of making unjust reflections on a De
partment of the Government which has set ah
example of energy and efficiency it would be
more becoming If the censors to whom we
have alluded above, would exhort their favor
ite General, whose delagi have really brought
on the present danger, to imitate that energy
and that efficiency, and : release the fleet in
James river by redeeming his promise to

hear no moro of rebel rams and floating bat

else. Such policy as wo have been following,
has encouraged the rebels to baild rams, but
when the new policy of being in earnest and

Th« work of enlistment makes rapid pro
gress. We hare already ‘stated that Massa
chusetts, Rhode Inland, Maine, Indiana, Il
linois and i’enuiylraaia hare filled or are fast
filling their qn'otAS. Massachusetts, troo to
her revolutionary antecedent.*, takes the lead,
and war meetings are held ia Bosun every
day. The merobaots have not only subscribed
liberally for bounties,-bat they are giving
their time and efforts, and hare also proffered
to their employees a restoration to their posts
in ease of rntcring tbo army and returning
borne with honor. In i tie rural towns of Mas
sachusetts the samo vulliusiusto prevails, and
the old Bay .State !» ready to make her re*
port.
The other New Eoglaod States are also
prompt. Vermont, which sent the first regi
ment under the now a ill, has the remaining
ones ready. Rhode Island, under the auspi*
ccs of Gov. Bpragae, Connection!, Maine and
New Hampshire, are alio pnshtng the good
work with enorgy.

regiments in the field of any State of the Un

the other counties of the Keystone are in
spired with a similar enthusiasm.
Delaware, also, will be represented ; and
loyal Virginia 13 determined to contribute her
share. Tho only qaestiod there seems to be
it whether it is most necessary to denounce
the renegade Senator or raise troops ; and
both are dono at the samo time. The Pan
handle has no patience with disloyalty. Tho
territories arc also aiding in the good work ;
and the loyal men of Tennessee aad Alabama
Will be fonnd ready to answer at the peal of
the bugle.
We oollect from our exohanges the follow
ing paragraphs, showing that the groat loyal
heart is aroused to tbo emergency.

alry from this State will be ready for the field
as soon at the equipments are roceivod.

The order against the efforts to evade the
draft produced much excitement here. Large
nnmbera of persons were stopped at the vari
ous depots endeavoringlto leave the city, and
oompeilod to return to-tijeir-homes.

Pennsylvania has filled her list. A d£s
patch from Harrisburg says that troops are
pouring in by thousands,and enough men will
be raised to orgrnlze fifteen regiments by to

ments completely organised, armed andequlp

CONNECTICUT.
■Three thousand men have- volunteered in
Connecticut, but unless Uie quota is made op
by the 20th Governor Buckingham will order
a draft. 1
The New Haven Palladium, of the 6th, says:
More progress towards filling up our regi
ments has beon made in the last two days
than in two weeks previous. In our own oity
men are enlisting with a readiness unknown
before. The action of the tdwn yesterday in
voting one hundred dollar* bounty will do
much to facilitate the completion of the
Lyon regiment. The men who are enlisting
ore generally of an excellent character, who
can endure toil and fight to some purpose.
Maine's quota of 7,000 .volunteers has been
more than obtained. A surplus of 8,000 isre
ported. Tho down-east state leads all New
England. Probably no drafting will be re
quired there for the second 7,000.
