that recruiting is not going on as rapidly

i no time for spending money for any pur
. poses nof absolutely essential to ■ the pur
pose of overthrowing itio rebellion:
' Tbe'Administration has given its con
sent to. a nice job for of the
State of Missouri. The President, through
the influence of (he Attorney-General, has
given an order to build *a railroadfrom RoU
la, to Lebanon, aidittanee of fifty- miles,
at an estimated cost of\ §2,000,0001 This
reed wifi be a,continuation of the south
vest branch of the Pacific Railroad. From
Bolls to Lebanon is confessedly one of the
worst parts of the State, and the Company
would not be able to build the roadt with
out this assistance for ten years. The plea
is “military necessity;”! bat what necessity
can there be for only {building fifty-six
miles of road when it cannot ; be finished
in less than a year andla half, no matter
how-rigoroosly the work is’ pressed,' "and
then stopping at Lebanon, a place off no
“earthly importance gs ai military .post, and
- which, irhon the road is finished to that
point, will only become a rendezvous for
teamsters loading their wagons for Spring
field and other places in the South-West.
Does the President suppose the war will
continue in South-West Missouri for tho
next eighteen months ? i Does the President

notwithstanding his misera
ble blunders in the Valley of Virginia,
when, he commanded the three-months
men, has been greatly favored' by this Re?
publican Administration. '.He himself,-has I
been appointed and 'confirmed a Major
General.’ One of his sons, Frask, has
been made a Brigadier General. ' Another
of, his sons was appointed a Paymaster, and
afterwards permitted to accept a Colonelcy
without resigning his Paymastership, thus
receiving the emoluments of two offices.
Notwithstanding all this, this hoary-headed
old ingrate, in a speech at a dinner to Gen.
SniEt.D9, ; in Philadelphia, spoke of the
Senate which had confirmed him and his
two sons in their appointments, in the fol-
lowing manner: j
But it so happened that the small politi- \
cians of the Senate could not see merit in a <
brave General, and the reason you all know. '\
If the shades of Webster, Clay , Calhoun, or \
Benton, and - the giants of old, who made the j
Senate, were again to these halls and be- ]
.hold the pigmies who supply their chain, how \
1 they would exclaim for the condition of their 1
country / [Applause.]
The present body of distinguished Sena- ■
tors had not the manliness to at} of Gen.
Shields that he was incompetent. One
said, “it will not do to promote any more
of his family.” There were only twenty
three woolly heads in the army, with die
rank of general, oufof two hundred and
thirty. This difference must exist no long
er. PrAy, who brought on the war? The
woolly-beads. Who prolong it by their in
terference with the army ? The woolly
heads. Who expects to be benefited by its
continuance? The woolly-heads. [Ap
plause.] Why, we might ask, did they not
make more generals of that stripe ? They
would if they could, but; they hadn’t them.
Now, if my friend’s father had gone to
Africa, or himself born Anywhere else but
in Ireland, he could probably have been
smuggled through the Senate*, but Inas
much as his father aud mother were white,'
and. he was born where they raise good sol
diets, God help him. [Applause.]
There is not a sympathiser with treason
in the country but talks in the same style,
and we would not give a fig for the loyalty
of ,Gen. Patterson, nor any who talk like
him. i While Buoh mexr are promoted we
can have no hope of success-in subduing
the rebellion.
But Gen. Patterson was not content
with displaying his black ingratitude to
the Senate, and the Republican party,
which had foolishly bestowed so many fav
ors upon one so undeserving, and so unfit,
but he must go out of his way to aasaij
Generals Freuost and Bases, for na rea
son in tho world that we can see, but be
cause they are true loyalists and good Re
publicans. He said:
“My friend, not only in Mexico, but at
Winchester, where he alone managed Jack
son, infused into the ranks the courage and
spirit of his own daring and fearless na
ture. The masterly defeat of Jackson was
succeeded soon after by o masterly retreat
under a pet General of our magnanimous
Senate . .
“Mark what followed! A statesman
without a speech, a soldier without a battle,
and a millionaire without ‘nary red 7 seated
himself in the Mountain Department. The
Pathfinder did not find bis path so pleasant,
'for he soon left in disgust-. Nevertheless,
that General is determined to have his own
way. Over and above his ordinary allow
ance of staff officers, be has fifty-four offi
cers attached to him, whose salaries reach
the snug sum of 520,000, andis there noth
ing wrong in that? If ho were aDemo
• crat, orif he had succeeded in whipping
' the enemy, what a howl there would be
' through the land!”
Could impudence go further! This very
Gen. Patterson is the man who manceuvred
so ably in the Valley as to let Gen. John
ston escape, and thus lost us the battle of
Bull Run ! Whether it was through knav
ery or imbecility, it does not become him to
talk of men whose only,crime is, that with
. so small means they have done so well.
Recruits in NortheVn Alabama
The following history of an expedition
into the mountain region of Northern Ala
bama, and the readiness displayed for en
listing ander the glorious old flag, should
fire the heart of, every loyal citizen, and
bring thousands of eoldiers at once into the
ranks. Surely we live in tbe days of ro
mance : , *
Huntsville, Ala., July 20, 1862.
A few days ago a citizen'of Alabama, re
siding among the mountains sonth of De
catur, distant some - thirty to forty miles,
found his way to the camp of the Twentieth
Brigade/ and made known tbe fact, that in
the vicinity of his home there were many,
men who were anxious to enlist and fight
for the Union, undef the good old flag.
The representations made resulted in
sending Colonel Straight with the Fifty
first Regiment Indiana Volunteers, ■ down
into the region named,' with a view of of
fering.protection to any who might desire
to enlist.
After an absenco of four days, Colonel
Straight .returned to camp, bringing with '
bim? nearly two hundred able-bodied and
earnest men. When Colonel Straight first
reached their homes in the hill country, 1
not a man could be found at his house, all
of theqi being obliged toconoeal themselves
in the forests or among the jhiding places ■
of the mountains, lest fthey be obliged to
enter the rebel army by the hated conscript
law, or bo shot down like wild beasts for
being. Union men. .Ab soon, however, as '
tho Colonel made known his mission to the
wives and daughters of these hardy moun
taineers, they were on the move to commu
nicate with the fugitives; and within forty
eight boors the Colonel was ready to return,
with the recruits above; named. '
Oue woman alone mounted a horse and
scoured the gorges and: defiles, for a dis
tance of sixty miles, anti brought into Col.
camp fwerity r fivb las brave and
true men as the sun and labor everbrown*
ed. Scores of these patriot women came to
camp with baskets of corn bread and such
other edibles as they could muster, evident
ly anxious to do all in their powor to help
on the good cause: When the time came to
; march; and the congregated wives and sis
ters of self-saorifibing • soldiers bade
them adieu, the scene was enough to move
the stoutest heart. Tears coursed down
many a manly cheek as 1 thuhearty farewell
was wrunlg out, but with the! true womanly
spirit, despite, their own tears, did these
patriot wJves-teU their.husbands to go and
fight for the Stars and Stripes, saying that
although destitution raid privation was all
/that they could expect whilo those on whom
they should naturally depend were away,
yet nothing better could bo expected should
they remain, because for weeks andmonths
their labor was entirely destroyed by the
gangs whose business It was . to force them
to fight for a cause they could not but hate.
When these noble, volunteers camo into
camp, 1 had tho pleasure of taking scores
of them by. the hand and giring them all a
word of- cheer. One hoble old man, 73
yeat* of ago, CoL Davis, came with the
; party, x too old and too feeble to fight, a fact
much regretted by him, but who had to flee
to find protection from the rebels, who don’t
fail to shoot down anyone who will* stand

and cringe to the * aristocratic class, “that [
thrift may follow fawning;” besides which
there is a middling- class, inen of small
farms and rather limited not slave
holders, “men who eara as honest living
with their own hands,” to use the words of
the old man; and, said, he* with the fire of
youth once more flashing in -his eye, and
his bent form straightening to his full
bight, “ibis middling, classall.go for. the
old flag, the other two -are all rebels with
us;” to which the listening group with ono
occoril ejaculated, “that’s bo.”
By order of Gen. Buell,, these men are to
be mustered, equipped, armed and drilled
by one of his own staff. Col. Straight is
of the opinion that full three or four regi
ments of the same kind of men could be
recruited in the same region of country.
I will not endeavor to descant upon the
facts narrated above, bat will leave each
of your readers to ponder well upon what
appears to me to be of great significance.
Thb Chamce Returning to their Own
Lips.— The rebels have in a most impious
spirit frequently claimed that their causo
was specially favored by Heaven, and they
have threatened us of the North with the
scourge of the pestilence as a punishment
for our sins. But as yet the Almighty has
not averted his face from us. Even New
Orleans continues healthy, and Richmond
is now threatened with worse than the
plague. The stench of the town is already
unbearable; it is one entire hospital, and
bids fair soon to become a charnel house.
Gen. Pope’s Plan.— A gentleman lately
in Washington, reports to us what he heard
Gen. Pope say, a few days ago, in regard
to one of the questions now before the pub
lie. “I want to kill ’em; they have got to
be killed, and it is not for me to care what
the color of the man is who helps me to
put an end to them; so bring on your nig
gers ; if they will fight, they shall have a
chance!” Sensible Pope, you propose to
make war, and yon will win!— Chicago
Tribune.
Gen. Buell.— Mr. Calhoun.once spoke of
n “masterly inactivity,” and we believe
that all that is m&storiy in Gen. Buell lies
in the talent of inactivity.
Tbs Richmond JSrmcuner rejoices over the
abundant crops inVirginia,but admits that
the cereal crops in the Cotton States are “an
absolute failure.”
