The Army of the Potomac has no longer
need to complain of inactivity, for the com
parative quiet of the past month has given
piece to three days of as desperate, determined
and bloody work as the fiercest elamorer for
active movements could desire. Though the
contest is not yet decided the result, thus far,
iniita bearings on the general plan of opera
tiOus, is all that could be desired. We have
an great victory to report, no long list of tro
phies to record; and the movements of as
army may present the indications of a re
vorse,—but to those who have been familiar
with the position of things here, and the plan
ufl operations they necessitated, mattere ate
adeuming a new and more hopeful aspect, for
an apparent retreat has really brought us
piactically nearer to Richmond than we have
been at any time before. A tutlitary man
ceiivre, among the most difficult of any when
performed in face of an enemy, his been enc.
L-essfully accomplished, and, with forres con
centrated upon a new base we are prepared to
operate more efficiently than ever against an
enemy divided and weakened in the wild
ptutsuit of an imaginary success. He hae
been tempted to his ruin ; and if I mistake
net the signs of the times, his joy will be
turned into mourning, and that ere many
days. It is vain to be temperate, and I may
seem tver.hopefal in the midst of apparent
disaster, but the campaign here at last au
some, shapes and consistency to me, and Mc- .
Ciellan appears more completely the master
of his position than at any time before.

It was soon apparent, after Fair Osks, that
the rebel attack upon oar left wing had in
duced a change of programs:ceps:aid -what the

my were directed, but with the withdrawal of
our main body to the south side of the Chmk
ahominy, Ulla right wing, with its exposed line
of communication between the river 'and

been Chiefly coocerned with 'efforts against

signs and evidence that their real purpose was
directed sgalust the right, whose exposed sit

by the bold dash of Stuart's' cavalry across
our rear.
During the advance of our pickets in front
Of Hooker's position on Wednesday, the rebels
showed signs of a lack of inclination or faint
ly to oppose any very decided opposition to
our advance, and the new ground was gained
with far lees effort than could be expected.
Instead of seeking to drive ue from our new
sisition, as so many expected they, would on
Thursday, the rebels turned in another dime
lion, and (ironing in , large force. at Meadow
Bridge, one of the upper bridges on the Chick
ehuminy, near hiecbenizsvilie, fell upon our
troops in that vicinity in overwhelming force,
in an effort to pees around our right wing and
sever our line of oummunication with -the
Pamunkey, little thinking that was precisely
what we wished them to undertake, if dis
posed to attack us at all.
The troops remaining on that side of the
.Chickahotniuy were the 'corps of Gen. Porter,
consisting of Gen. Morrell's Division, and
the regularsT; under *ken, and the division
of McCall, with which the army has been re
cently reinforced, consisting in all of some
25,000 men, a force entirely inadequate to
defend the country between the Chickahoini
ny and the Pamunkey against such force as
the enemy might bring against them, but
one an largo as could wisely be spared from
the main body of the army.
In the advance hero was the Division of
(ion. McCall which ban been posted within
about three miles of Meadow Bridge. Two
wiles to his rear, in the vicinity of Dr. Gaines'
house, was the main body of den. Porter's
troop, consisting of the brigades of Morrell,
Martindale and Burchfield, Sykes' regulars,

During last week, the enemy opposite this
position on the other side of the Chickshoudny,
hove boon very quiet, but it has been apparent
to those skilled in warfare that the quietness
has been the repose of the tiger preparing for
his spring. Secretly and silently the enemy
had thrown a bridge across the swamp a short
distance below Mechanicsville, nearly oppo
site the position held by Gen. Moe ill, so hid
den by the trees and undergrowth along the
Chickabominy that; its existence was not sus •
peeled unlit an adventurous scouting party
came upon it a few nights since. •
Across this bridge the rebels had thrown up
a series of intreneinnents on the commanding
heights beyond, under the cover of which they
attempted, on Monday, the 23d inst., to throw
two new bridges aerobe the stream, in which
effort they "met with tadetermined opposition
from our tomes, and*. heavy thunder-storm
coming on that night, compelled them to de
sist the work they bad striven to continue
under olives of the darkness. These symptoms
of an attack revealing the purpose of theteno.

apparently of our occupation, with the move
ment of the day previous on the left. Crose

the greatly superior force of the enemy at bay
from the tome of attack until the going down
of the sun, at nearfn-o'clock.
The troops first assailed were the Pennsyl
vania Sucktails ' who 'were doing picket duty
and were so untoftunate as to leave two of
'their companies surrounded, and one of them,
ompany K, is made prisoners—the-Captain
of the Company—Capt. Irving, escaping to
tell the story. From their rifle pits and earth
works kleCall'e bruviimen held the advancing
rebelain check for near four hours, when they
wore reinforced by the brigades of Por
ter's Corps, and the fight continued three
hours longer, the 'rebels being repulsed -with
heavy loss, our troops' under the protection of
earth works suffering lens. The loss of this
day's fight being summed up at some 300.

That night an order came from Gen. Mc-
Clellan for Oen. Porter to withdraw his forces
gradually to a point near Merulow's 'Bridge.
After a few hours' 'sleep upon their arms, our
troops were aroused, and, in accordance with
the plan of operations, Gen. McCall, at three
o'clock, opened a are of artillery on the ene
my, who vigorously responded,until our forces
began gradually In retire before them as If re
treating, but maintaining their ranks in good
order, crossing a bridge over a creek on the
way, destroying it behind thorn, _compelling
the enemy to wait,the slow construction of a
new passage•way in the fire of our opposing
artillery and heavy musketry lire from the tith
Massachusetts.
Dividing here, our troops continue their re
treat over two separate roads, burning behind
them Bush Comulissary stores as they could
not carry, which;' fortunately, was of email
account, as the removal of all portable prop
erty across the Clijckahominy bad previously
been ordered. Following close after Por
ter's men, the rebels continued to advance,
until they came open apiece of woods, in which
they seemed to hesitate to follow, halting for
some time before . :sbowing themselves again.
But, without waiting for them, our troops still
fell back, until near the Chickahominy, at
Woodbury's Bridge, Where they halted in the
open country, which there spreads out into
broad fields and fertile pastures.

of the first hours 'that follow the engagement,
search out the fate of all who appear - not with
their comrades' as they gather with their regi
ments at night? It will surely exceed it
thousand, and'l hope not pass the 1,500; but
a few days more will tell, while, meanwhile,
the list must swell greatly, for the battle is.
not yet fully ended. Strategy or no strategy,
there must still be desperate fighting, oven
though the rebels should play into our hands
to the end, as ;they are reported to have done
to-day in seeking to possess themselves of
the communications with White 'louse, little
thinking, probably, how far advanced wore

adelphia, on Monday, Judge Grier delivered
an opinion inltho matter touching the right of
the Government to seize and conftecatesessels
and cargoes belonging to citizens of States in

volved in ttie question, whicb was argued
several month' ago by Messrs. Wharton,
Johnson and others, for the claimants, and bye

Wu It a success, was it a defeat—was it
'Strategy, was it necessity—is the; situation
better, or is it woreo—are the questions in
everybody's mouth r in relation to the as
tounding and immenso movements in front of
Richmond.
The New York Timex says:
So far as we can judge from his' previous
movements, Gen. McClellan'had hoped to be
able to effect this change of front:without a
battle. But in this he was disappointed. De
ceived by his movements into the belief that
our, right wing had been neglected, the enemy
male a sharp attack upon it and 'though it
fellhaek; in pursuance of o rders, they were
still able to force it into a battle hich has in
volved very serious loss. How Severe that
loss will rove to have been, we cannot yet
tell. But we have reason to believe that it
cannot 'have been as heavy for us as for the
rebels, and that our force is thus, in compari
son with theirs, stronger than it was before
the battle. Of this, however, we shall know
mote hereafter. One thing is very clear :—if
McClellan . had been defeated!, be would
be retreating toward Williamsburg end York
town. On the contrary, ho is compacting his
force behind the Chickahominy, and m, ve
meats aro already 'in progress at Fortress
Monroe, West Point, Washington! and Now
York to send him supplies by the Somas Riv
er. This does not look as if he hid been so
badly crippled as to detract substantially from
the success of his movement.
The New York World has the. folltiwing
comment
Just enough of the history of the three last
days of the week is known to incite solicitude
to its highest pitch, and just enough remains
unknown to baffle all satisfactory solution.
Nobody can yet say whether the bloody busi
ness, communicated us, means a sdcoesa or a
reverse. We trust it is the former, and yet
cannot bb certain it is not the lat Mr- It all
depends upon two points—one a matter of in
tention, the other a matter of fact. First, did
Gen. McClellan really design to change his
front, and transfer-his decisive operations
against Richmond further south? ! And, sec
ond, is the left, or lower, wing of •his army
now in a situation to operate effectively inac
cordance with such a plan? To the first of
these questions, we have simply to answer
that (.len.i.McClellau keeps his own counsel ;
and to the second, that not a word has yet
been heard' from that part of the army.
The NeW York Herald, after des'cribing the
situation, says :
Here, apparently, are all tho eleinents of a
positive defeat, aucl,as the melt, si dangerous
ittuation to lien. McClellan's army. -But the
addition of a few other important facts will
put the matter int' widely different light.
The Herald than proceeds to shdyr that the
whole was in accordance to previolis arrange
ment on the part of McClellan,' and then
adds:
Rut why, the question inevitably recurs,
why this dreadful sacrifice yf human life, when
the only apparent mutt is the presence of a
large force of the enemy in the real, as well as
in the front, of our army ? We answer, that
General Al'Clellan_ could not avoid this bloody
work in changing his front in the face of the
enemy, and his base of supplies fiom the Pa
munkey to the James river ; that in holding
the enecoP:on tho north aide of the Chicka.
hominy, with the bridges over this otherwise
impassable river destroyed, his rear can be
protected by a small force, while the main
body of his army may be as usefully employed
in pushing on his left flank to the James
river, or in pushing directly foiward into
Richmond.
Here, then, we discover that; there is a
splendid ,strategical movement, !on the part
of Genera . McClellan, underlying all this ap
parently disastrous fighting, and that this
movement, so far as reported, has been en

large numbers of his mon, while on the way
to Richmond, had been divined toward
Charleston, to re-enforce the rebel army there.
As MANY questions are asked as to how ap
pointments of collectors and as4essors under
the tax bill will be made, from that can be
learned it is understood that the President
will adopt the principle pursuediin the cases
of poidmaxters in the cities and largo towns
generally, but not in every instance on the
recommendation of members of 'ongress.
